COUNCIL HELD AT THE TOWN HALL ON TUESDAY, JUNE 8th, 1954, AT 8 P.M.

The meeting was called to order by the President, Mr. Adams.
Minutes of the regular monthly meeting of May 11th, 1954 were
read and upon motion of Mr. Minchew, seconded by Mr. Weiss were
approved as read.
Ordinance No. 161 covering Elections was read in full by the
Clerk. On page 2, Section 5, lines following 5 P.M. the
following to be added "Monday through Friday and 9 A.M to
12 M on Saturdays", and with this addition upon motion of
Mr. Minchew seconded by Mr. Thames the Ordinance was passed
on third and final reading.
Upon motion of Mr. Thames, seconded by Mr. Pincher the following
Resolution was adopted covering the Election on August 10, 1954:

through August 5th, 1954 for registration of
electors, same to be open during the hours of

Candidates be qualified between July 1st, 1954
and 12 Noon of July 31st, 1954, and shall pay a
qualification fee of $5000.
Application was considered from Mr. Wm. 0. Mize alcoholic
beverage license C.O.P. for use at the Chateau, 39 Seventh St. ,
Atlantic Beach, which has 4000 sq. ft. to have acoomodations
for 200 patrons at tables. Mr. Mize advised that he hasn't put
the tables in, as he was waiting until the Council approved the
application. There was considerable discussion, during which Mr.
Thompson advised that if the requirements of the law were met the
Council could not refuse the license. Mr. Thames moved that the
license be approved subject to the State Hotel Commission and the
State Beverage Commissions approval and Mr. Mize 's complete compli-
ance with the law. Mr. Brotchie and the Mayor to make final
inspection before the Town Clerk issues the license. The call
vote was Thames, Minchew, Adams "aye", Marvin and Weiss "nay".
Carried.
Upon motion of Mr. Thames, seconded by Mr. Marvin the following
Resolution was passed:
BE IT hESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH, DUVAL COUNTY, FLORIDA That:
Checks # 172, 542, 51+3 and 544 be and the same are hereby
voided, as they were made in error.
A plat from Mr. E.H. Donner covering land lying west of his
present plat was presented. Mr. Brotchie advised that the
necessary work has been done on the streets, etc. , but the
plat itself does not have the proper dedication, and therefore
cannot be approved until presented in proper form.
Mr. Brotchie advised that Lot # 39, Saltair is needed for the
drainage ditch, and the Saltair Company have tried to swap this
lot for some other lot with the owner, but he is not interested
in land only wants cash for his lot,% He asks $150. and Mr.
Brotchie recommended that Mr. Bull be authorized to offer him
that for the lot. There was discussion and upon motion of Mr.
Thames, seconded by Mr. Weiss approval was given to offer the
owner 100 . cash take it or leave it.
Mr. George Pritchard presented a request for several property
owners on 10th St. requesting the Town to pave 10th St. The
matter was referred to Mr. Brotchie to bring up to date the
cost of paving 10th St. from East Coast Drive to Sherry Drive.
It was also requested that he include 11th St. in his figuring.
The treasurer 's report was presented and upon motion of Mr. Marvin,
seconded by Mr. Weiss it was approved with the following balances :

Cigarette Tax " 5,336.13
The bills were studied and upon motion of Mr. Thames, seconded
by Mr. Weiss the following were approved for payment:

Mr. Minchew suggested that th ,present Council committees with
their duties be changed intoi ' instead of , This was tliP
discussed and upon motion of Ir. Minchew, seconded by Mr.
Thames the following Resolution was adopted :

The Council be divided into * committees , instead of .( 41

in order to equalize the responsibility and work, and that
These committees be known as : Finance and Taxation; Public
Utilities; Public Safety, Health and Sanitation; Streets and
Highways ; and Laws and Rules, and that
These Committees start functioning immediately upon appoint-
ment by the President of the Council.
Mr. Brotchie advised that he has prepared some of the streets
that are wearing badly in places , for application of cut-back,
as he would like to get this work done before we have any more
rains to wash them out more. He was advised to wait until
after the next meeting.
There was a discussion as to the roping and life saving on the
beach, and upon motion of Mr. Thames , seconded by Mr. Weiss
the Mayor was authorized to hire 2 men at not more than $300.
per month for the two, and supply them with stands, unbrellas,
etc. , with control of their hours, work, etc. to be left to
the Mayor at his ditscretion.
Upon motion of Mr. Thames the meeting adjourned from day to
day at 9:05 P.M.
