COUNCIL HELD AT THE TOWN HALL ON TUESDAY, JULY 13, 1954 AT 8 P.M.

The meeting was called to order by the President, Mr. Adams.
Minutes of the regular meeting of June 8th, 1954 were read and
upon motion of Mr. Weiss, seconded by Mr. Minchew were approved.
The paving of 10th and 11th Streets from East Coast Drive to Sherry
Drive was next considered. Merbal and written requests were received
from majority of property owners on this street asking that the paving
be done provided the cost would not go over $1.00 per foot. Mr.
Brotchie ' s estimate for the work is $6227.00. There will be $2088.00
as the Town's share, and $4176.00 to be assessed against the property
owners. This would make the cost 4.90 per foot for property owners.
Upon motion of Mr. Thames, seconded by Mr. Weiss an Ordinance
providing for the paving of 10th and lith Streets as described
was passed by Title on first reading. Upon motion of Mr. Thames,
seconded by Mr. Weiss it was passed on second reading.
Mr. Adams welcomed visitors present.
Mr. Adams , next announced the new commiktes as follows :

The Town Clerk reportkd that the owners of Lot 39, Saltair had
accepted the Town's offer of $100. cash for their lot, and the Town
Attorney received the deed and had same recorded.
Upon motion of Mr. Thames , seconded by Mr. Marvin the following were
elected for election officials for the General Municipal Election
on August 10, 1954 to be paid $15.00 per day each:

Mrs. Robt, Lowder, Inspector
Mrs. Harcourt Bull, Jr. , Inspector
With the following alternates: Mrs. C.J. King, Jr. , Mrs. Bill Terry,
and Mrs. A.J. Craig.
Mr. Minchew spoke to Mr. Forbes , county Tax Assessor to see if they
would run us a Tax Roll like theirs, except to omit the amount of
assessment. They advised that they would be glad to if we furnished
the paper and paid for the labor which would be about $200. After
discussion it was decided not to do anything this year, but referred
• the matter to the Finance and Taxation Committee to study taxroll
systems and make recommendations.
Mr. Brotchie advised that he would like to put asphalt on some of the
streets that are wearing, and also on the sides of Ocean Blvd. between
Atlantic Blvd. and Ahern St. Upon mr:tion of Mr. Weiss , seconded by
Mr. Thames approval was given for him to do this work.
The Treasure2 ' s report was presented and upon motion of Mr.
Thames, seconded by Mr. Minchew it was approved with balances
as follows :

Cigarette Tax Fund 5,969.10
The Bills were studied and upon motion of MrThames, seconded by
Mr. Weiss the following were approved for payment:

Upon motion of Mr. Weiss, seconded by Mr. Thames approval was given
for the Town Clerk to have printed straw ballots to be used at the
regular election to get an expression from the people as to whether
they want bars and liquor stores to remain open as allowed at present
by the Town, or to close in line with the County.
Mr. Brotchie was instructed to get loc4tions of heeded street lights
so that we can get an estimate of cost of installation from the
City of Jacksonville.
Mr. Brotchie was also directed to fix the hole, or leak at the
Seawall at 16th St. street-end.
Upon motion of Mr. Thames, seconded by Mr. Weiss the report and
papers received from Russell & Axon on the proposed Waterworks and
Sewerage projector referred to the incoming Council for actioh. •
Upon motion of Mr. Thames the meeting adjo ned from day to day
at 8: 58 P.M.

Upon motion of Mr . Thames, seconded by Mr. Marvin the Resolution
providing for the Publication of the Special Assessment Roll for the
Paving of portions of 10th and 11th Sts was adoptea , setting August
6th, 195+ for date of meeting for Board of Equalization:
The emergency condition of the big well was discussed at length.
It has never been reamed since it was dug, and the flow and pres-
sure have dropped considerably, in fact to the point where something
lill
must be done. Mr. Brotchie advised that he has contacted several
Engineers and well digging firms and the only one who would give
an estimate on reaming the well was the Stevens Southern ao. who
were the ones who dug the well originally. There was further
discussion and it was felt that due to the circumstances and
emergency that the expedient procedure was to have the Stevens
Southern Co. ream out the well at the earliest possible date. Upon
motion of Mr. Thames , seconded by Mr. Marvin authorization was
given to have Stevens Southern do this work and at the earliest
possible date.
Upon motion of Mr. Thames, the meeting adjourned from day to day
at 8;15 P.M.

RESOLUTION
RESOLUTION providing for publication of copy of the Special
Assessment Roll for the Paving of Portions of Tenth Street and
Eleventh Street, and providing for the publication of notice to
all interested property owners:
WHEREAS, the Special Assessment Roll for the Paving of Portions
of Tenth Street and Eleventh Street contemplated by resolution
heretofore on July /q ,, 1954, adopted and passed by the Town
Council of the Town of Atlantic Beach, Florida, has been complet-
ed and filed with the Town Council the /qs day of July 1954.
NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF
ATLANTIC BEACH, FLORIDA:
Section 1. A copy of said Special Assessment Roll shall be pub-
lished once a week for a period of three (3 ) weeks in a newspaper
of general circulation published in Duval County, Florida, it being
found and declared that there is no newspaper published in said
Town of Atlantic Beach, Florida,
Section 2. In the publication of said Special Assessment Roll there
shall be attached to the copy of said roll a notice directed to all
property owners interested in said assessments of the time and place
where complaints will be heard with reference to said assessments
4nd when said roll will be finally approved and confirmed by said
Town Council sitting as an Equalization Board.
Section 3. Complaints will be heard with reference to said
assessments at $ o' clock P.M. on August 1954 in the Town
Hall of and at said Town of Atlantic Beach.
Section 4. At said time and place the said Town Council of said
Tarn will sit as an Equalization Board and after said complaints
have been heard as aforesaid and when needed and reasonable adjust-
ments made with respect to any assessment on any particular lot or
parcel of land as shown on said Special Assessment Roll, the said
Roll will then and there be finally approved and confirmed by said
Town Council.
Section 5. The notice provided far in Paragraph "2" above shall
be in substantially the following form:
NOTICE
TO: ALL PROPERTY OWNERS OF AND IN THE TOWN OF ATLANTIC
BEACH, FLORIDA, interested in those certain Special
Assessments shown and set out in the hereinbelow
appended Town of Atlantic Beach Assessment Roll in
accordance with the Resolution of the Town Council
• of said Town adopted July /9 -, 1954.
You and each of you will please take notice that at $ o' clock
P.M. on o , 1954, in the Town Hall of and at
the Town of Atlantic Beach, Florida, complaints will be heard
with reference to the hereinabove mentioned and hereinbelow
special assessments; and at said time and place the lbwn Council
of said Town will sit as an Equalization Board and after said
complaints have been heard as aforesaid and any needed and
reasonable adjustment made with respect to any assessment on
any particular lot or parcel of land as shown on said Special
• Assessment Roll, the said Roll will then and there be finally
approved and confirmed by said Town C ouncil.
Section 6. This Resolution shall take effect immediately upon
its passage.
