HELD AT THL TOWN HALL ON FRIDAY, AUGUST 6TH, 195+ AT 8 P.M.

The meeting was called to order by the President, Mr. Adams, and
went immediately into session as an Equalization Board for the
Eipecial Assessment Roll covering the paving of portions of 10th and
11th Streets. There were no complaints registered on the Preliminary
Roll, and upon motion of Mr. Minchew, seconded by Mr. Marvin the
following Resolution approving and confirming the special assessments
was adopted:

NOW, THEREFORE, BE IT RESOLVED BY SAID TURIN COUNCIL, THAT
Each and every, all and singular, the said Special Assessments
contemplated and set out in the said Special Assessment Roll
prepared and published as aforesaid and herein above set out
hereby are and so stand finally approved and confirmed and are
now declared to be and shall remain legal, valid, and binding
liens upon all the said property against which they are made
until paid.
This Resolution shall take effect immediately upon its passage.
Prooft of publication of the Street Paving Resolution, the Call for Bids,
and the Special Assessment Roll on the paving of portions of 10th and
11th Streets are attached hereto and made a part of these minutes.
The bids covering the paving of portions of kOth and 11th Streets were
received, opened and tabulated as follows :

After studying the bids as tabulated above, the Flagler Paving co.
was found to be low bidder and upon motion of Mr. Marvin, seconded by
V Mr. Minchew the following Resolution was adopted:
WHEREAS, the Town Council of the Town of Atlantic Beach,
Florida, did duly advertise for bids for the furnishing of all 1
labor, materials, and equipment required by said Town for the
paving and improving of those parts or portions of those certain
streets as particularly described in Resolution dated July 19, 1954
of said Town, and
WHEREAS, in response thereto the said Town Council received
bids for the same, which bids were duly opened, read, tabulated,
and considered by said Town Council,
NOW, THEREFORE, be it resolved by the 'Ibwn Council of the
Town of Atlantic Beach, Florida, that :
Flagler Paving Company, a corporation, is hereby determined
to be the lowest responsible bidder for the furnishing of all said
labor, materials, and equipment required by said Town for said work
and that the said bidder is hereby awarded a contract for the fur-
nishing of all said labor, materials, and equipment at the price of
$4,730.00 to be paid in manner set, forth and specified in Specifi-
cations for said work, said contract to be in the form specified in
the call for bids, a copy of which form of contract is on file with
the Town Clerk.
BE IT FURTHER RESOLVED, that E. Gerry Adams, as President of
the Tann Council, and Adele S. Grage , as Town Clerk, be, and they are,
hereby severally authorized and directed to sign, execute, attest i
and deliver such contract for and on behalf of said Town.
. - - BE IT FURTHER RESOLVED, that this resolution shall take effect 1
immediately upon its passage,

A Resolution finally approving and confirming
those certain Special Assessments fully shown

and set out in that certain Town of Atlantic
Beach, Florida. The Special Assessment Roll
made and prepared in accordance with the
Resolution passed and ado•te. b the Town
Council of said Town on �-'_ .:. ; El 1954, pro-
viding for the improving of a portion of
Tenth Street and Eleventh Street in said Town.
WHEREAS, all things essential to the validity of each and
every, all and singular, the Special Assessments contemplated
by and set out in that certain, herein above mentioned and
described Special Assessment Roll have been done and completed
including the publication of saidFbll as required by law, and
WHEREAS, said Assessments have, by this the Town Council and
Governing Authority of the said Town of Atlantic Beach, Florida,
sitting as an Equalization Board (after publication of notice
thereof as required by law) to hear and consider any and all
complaints as to said Assessments, been this night fully con-
sidered, no complaints having been made by anyone as to said
Assessments, and the same having been this night determined to
be properly equalized and adjusted as set forth on said Roll
as published as aforesaid and being in words and figures as
follows:

In turning in Bond money on his cases, Mr. Russell gave Town Clerk
$25.00 on case #C- 1130 , and later discovered that the party had been
released from the jail in error without putting up the Bond. Upon
motion of Mr. Minchew, seconded by Mr. Marvin the Town Clerk was
authorized to return to Mr. Russell the $25.00 which he turned ins
and which had been deposited before the error was discovered.
Thi Sea Turtle does not use the Town' s garbage collection, and the
bill sent to them was paid in error and they have requested a refund.
Upon motion of Mr. Marvin, seconded by Mr. Minchew the Town Clerk
was authorized to refund the $100.00 to the Sea Turtle Restaurant.
Mr. Irving Spitzer and Mr. George Bull appeared before the Council to
ask for assurance that they can get the necessary water and improvements
for the proposed sub-division of approximately 70 houses in the Saltair
sub-division. Since the Town election is only a few days off, this
Council does not feel that they should take any action on this, but that
it should be brought before the new Council for their consideration. Mr.
Brot chie suggested that Mr. Spitzer present a plat of the Saltair sub-
division with the proposed improvements drawn on it to the new Council.
Upon motion of Mr. Minchew, the meeting adjourned from day to day at 9:15.
