COUNCIL HELD AT THE TOWN HALL ON TUESDAY, AUGUST 10, 1954 AT 9:30 P.M.

The meeting was called to order by the President, Mr. Adams
who called for the reading of minutes.
Minutes of the regular monthly meeting of July 13, 1954 were read
and upon motion of Mr. Minchew, seconded by Mr. Marvin were approved.
Minutes of the adjourned meeting of July 19, 1954 were read and upon
motion of Mr. Minchew, seconded by Mr. Marvin were approved as read .
Minutes of the adjourned meeting and equalization board meeting of
August 6th, 1954 were read and upon motion of Mr. Minchew, seconded
by Mr. Marvin were approved as read .
The Treasurer ' s report was presented and read and upon motion of
Mr. Minchew, seconded by Mr. Marvin it was approved with the follow-
ing balances :
General Fund $ 15,097.32
Cigarette Tax " 6,648. 54
Upon motion of Mr. Minchew, seconded by MrMarvin the following
bills were approved for payment :
Beach News-Advertider (ads on paving) $ 290.60
Jones Cash Register Co 6. 50
There being no further old busness for this Council to consider
at this time, they went into session as a Canvassing Board to
receive the report from the election officials covering the 1954
General Municipal Election.
The following Resolution was presented by Mr. Minchew, seconded by
Mr. Marvin and approved:
WHEREAS, The Inspectors and the Clerk of the General Election
held in Atlantic Beach, Florida on August 10, 1954 for the purpose
of electing a Mayor and five Councilmen, canvassed the votes cast
and did make due returns of the same in words as follows:

We, the undersigned, being the Inspectors and Clerk appointed
to conduct the General Election in the Town of Atlantic Beach, on Tuesday,
August 10, 1951, for the purpose of electing a Mayor and five Councilmen,
hereby cettify that we conducted said election on said date, and counted
the ballots cast for and against the candidates whose names are printed on
the ballots and find the results to be as follows:

The number of such qualified voters who participated in said election,

NOW THEREFORE BE IT RESOLVED, That it is hereby unanimously voted that
said returns be accepted as reported,
AND BE IT FURTHER RESOLVED, and it is hereby found and determined by the
Town Council of Atlantic Beach, Florida, acting in the capacity of a Can-
vassing Board, that a majority of the qualified voters, who participated
in said General Election cast their votes in favor of the above candidates
as follows:
FOR MAYOR : John A. Reid . 326
FOR COUNCILMEN: Norman A. Iviinchew 285
A. Marvin Carr 282
E. Gerry Adams 266
Lyall 4. (Jack) Feather 239
R.S. (Rex) Thames 219
and itis further found and determined that the above named candidates -4410
are elected to serve for the next two years.
Upon motion of Mr. Marvin the meeting adjourned t 9:45 P.M.

MINUTES OF THE NEWLY ELECTED TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH, FLORIDA HELD AT THE TOWN HALL ON TUESDAY, AUGUST 10, 1954
AT 9:50 P.M.
In line with the findings of the Canvassing Board, the following
were sworn into office by the Town Clerk:
John A. Reid, Mayor
and
E. Gerry Adams MICROFILMED
A. Marvin Carr
Lyall J. (Jack) Feather
Norman A. Minchew -
R. S: (Rex) Thames , Councilmen.
The Mayor presided and called for nominations for President
of the Council. Upon motio4 of Mr. Adams, seconded by Mr. Carr,
Mr. Norman Minchew was elected as Council President.
The meeting was turned over to Mr. Minchew.
Upon motion of Mr. Adams, seconded by Mr. Thames, Mr. Marvin
Carr was elected Vice-President.
Upon motion of Mr. Adams , seconded by Mr. Thames, Mr. Drank
Thompson was appointed Town Attorney.
The Mayor recommended Mr. A.J. Craig as Municipal Judge. Uppn
motion of Mr. Thames, seconded by Mr. Feather the appointed was
approved as recommended.
The Mayor recommended Mr. J.L. Russell as Town Marshall. Upon
motion of Mr. Thames, seconded by Mr. Feather this appointment
was approved as recommended.
Upon motion of Mr. Adams, seconded by Mr. Feather the firm of
Tyson & Meek was approved as auditor for the 1954 audit.
Upon motion of Mr. Adams, seconded by Mr. Thames, Mr. Richard
Hamilton was appointed Tax Assessor.
Upon motion of Mr. Thames, seconded by Mr. Adams , Mrs. Adele S.
Grage was appointed Town lerk, Tax Collector and Town Treasurer.
Upon motion of Mr. Thames, seconded by Mr. Adams Mr. Brotchie was
uetained as Town Manager.
Upon motionlof Mr. Thames , seconded by Mr. Adams the present Town
employees were retained.
There was a discussion of time for regular monthly meetings and
upon motion of Mr. Thames, seconded by Mr. Feather the second Tuesday
in each month at 8 P.M. was approved for regular meetings.
Upon motion of Mr. Thames, seconded by Mr. Adams, Mrs. Grage and
Mrs. Mozo were designated to tabulate the straw ballot as to the
closing hours of places selling alcoholic beverages, to be done as
soon as possible.
Upon motion of Mr. Adams the meeting adjourned from day to day
at 10:10 P.M.
