09-21-54 v 1 MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, SEPTEMBER 21ST, 1954 AT 8 P.M. Present: Norman A. Minchew Marvin Carr 1111- L. "Jack" Feather E. G. Adams Councilmen and J.A. Reid, Mayor Frank Thompson, Attorney J.D. Brotchie , Town Manager Adele_S. Grage, Town Clerk et The.meeting was called to orderaby the President, Mr. Minchew. Mr. Wylie Gillespie of Smith and Gillespie, Engineers was present and discussed with the Council the Waterworks project. He advised that the plans as they now stand are entirely usable , but some items would have to_ be added and some revisions made due to the growth of the _ Town since the making of the original plans in 1948. He advised that his Company would be glad to, bring these plans up-to-date without cost to the Towm, provided the Town goes ahead with the work within a year, if they do not proceed within. the year, then the Town will be billed in line with scheduled engineering fees. There was further discussion and the firm of Smith and Gillespie , Engineers, was approved 410 to proceed with the bringing up-to-date the Waterworks plans and specifications at no cost to the Town provided the Town goes ahead with the work within a year. Mr. Smith requested that someone be designated to work with them when they needed any information, so that they would not have to wait on Council meetings to get it. Mr. Minchew designated the Public Works Committee and Mr. Brotchie to give Smith and Gillestie whateverr as istance needed. Motion on approval was made by Mr. ar andsecon ed by Mr. eather , and carried. Mr. Thompson suggested to the Council that they pass an Ordinance to cover the barricading of the Beach to vehicular traffic at all times. Upon motion of Mr. Feather, seconded by Mr. Carr an Ordinance entitled "AN ORDINANCE Finding and Declaring that it is Necessary to the Public Safety and Welfare that all that Area of the Ocean Beach within the Cor- porate Limits of the Town of Atlantic Beach, Florida, Lying Southerly of the Prolongation Easterly of the Southerly line of 15th Street to the Low Water Mark of the At;antic Ocean, and Northerly of the Prolongation Easterly to Said Low Water Mark of the Northerly line of Lot 5, Block 36, Atlantic Beac according to Plar Recorded in Plat Book 5, Page 69 of the Current Public Records of Duval County, Florida, Be bstablished as a Safety Zone ; Estab- lidhing such Area as a afety Zone for the use of Persons Engaged in Bath- r ing, Sun-bathing Games, Fishing and Similar Recreational Activities, and Prohibiting the Operation of Vehicles of all Kinds and the Riding of Animals on or within said Area; Providing for the Erection and Maintenance of Suitable Barricades or Obstructions to Prevent the Entry of Vehicles into Said Area; and Providing Penalties For the Violation of this Ordinance." An Ordinance Regulating the Sale, Furnishing and Dispensing of Alcoholic Beverages was presented for third and final reading.by the Town Clerk. There was a discussion of this Ordinance and Mr. Adams moved that the Ordinance be amended by striking therefrom Section 3 in its entirety, and• that the subsequent sections be numbered in chronological order, and that as so amended thesaidOrdinance be passed on third and final reading. The motion was seconded by Mr. Carr and carried. It was brought out that Section 3 of the Original Ordinance covered the clos- ing hours of liquor places and the Council prefers to wait for a full attendance to vote on this subject, while the balance of the Ordinance dealing with• the operation of the places dispensing liquors should have immediate passage. 1111- Mr. Thonpson• advised that revisions in the old Budget for 1953-54 could be made by Resolution, and so upon motion of Mr. Adams , seconded by Mr. Carr the following Resolution was adopted : BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That Ordinance #160 being an Ordinance approving and adopting the Budget for the year 1953-54, be and the same is hereby amended to reflect actual changes in appropriations authorized at various times through- out the fiscal year as follows: INCREASE DECR ,ASEill BUDGET BY BY ADMINISTRATION All Insurance $3,000. 2,250. - Office Supplies & Expense 750. 375. - New Office Equipment 100. - 100.
