11-16-54 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY, NOVEMBER 16th, 1954 AT 8 P.M.

R.S. Thames, Councilmen
and
J.D. Brotchie , Town Manager
Adele S. Grage , Town Clerk
The meeting was called to order by the Presilent, Mr. Minchew.
Mr. George Carrison of the firm of Pierce , Garrison, Wulbern
was present to discuss Waterworks financing with the Council.
Mr. Carrison advised that the picture was different from that
of 1949, as the Town has more revenue then them, but that before
he could say anything definite he would need to make a financial
study of the Town. He advised that under the previous plan in 1949
Waterworks Revenue and General Dbligation Bonds were to be issued,
but he 'believes we can get away from this plan now. There is a good
possibility that the finances can be derived from the water system
income , utility tax, and other revenues . He presented a proposal
from his company which covers a 2% charge for services payable
solely from proceeds of the bonds or certificates . The proposal
was studied, and upon motion of Mr . Thames , seconded by Mr. Feather
the Following Resolution was adopted :
BE IT RESOLVED BY TEL MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH4I DUVAL COUNTY, FLORIDA, That
V/ The firm of Pierce , Carrison, Wulbern Financial Advisory Service , Inc .
be retained as Fiscal Agents for the Town on the proposed water sys-
tem and, that
Their proposal dated November 16, 1954 be accepted and the Mayor
and Town Clerk designated to sign same for the Town.
The Town Clerk was instructed to pay Richard Hamilton, Tax Assessor
the amount of $200. as set up in the budget.
Upon motion of Mr. Thames the meeting adjourned from day to day
at 8:25 P.M.
