11-30-54 v MINUTES OF THE ADJOURNED MEETING OF TEL ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON TUESDAY, NOVEMBER 30th, 1954 AT 8 P.N.

The meeting was called to order by the President, Mr. Minchew,
who recognized visitors present.
Mr . Ken Musseau introduced Mfr. Bob Wilcox who is buying the
Kennel and requested a transfer of the liquor license . Mr. Wilcox
is to give Mr. Brotchie references and information needed , and
Mr . Brotchie and Mayor Reid will confer and make the necessary
decision on the license transfer.
Mr.
Minchew presented papers which he had received from the
fiscal agent, Pierce , Garrison & Wulbern. They were discussed at
length, and it was brought out that in our audit report for the
year 1953-54 covered not only the actual operating costs but also
capitol operating costs , as under the budgets to date there had been
no necessity to separate the two costs. After further discussion
Mr. Thames moved that we retain the firm of Tyson and Meek to make
an independent audit of the actual operating costs of the waterworks
for the last four years at least and that they be asked to project
into their report their recommendation as to necessary water rates.
This was seconded by Mr. Adams and carried.
Upon motion of Mr. Adams , seconded by Mr. Carr approval was given
for payment of bill from Royal Indemnity Co. in amount of $336.35
covering additional premium inline with payroll audit.
Request was presented from residents on East and West Lanes in
Selva Marina that the name of these Lanes be changed to "Selva Marina
Circle". Also request has been received for a designated name for
that part of County Road #667 that borders Selva Marina sub-division
on the northwest. There was a discussion and upon motion of Mr.
Thames , seconded by Mr. Feather an Ordinance was passed on first
reading by Title Only to "Change the name of East Lane and West Lane
as shown on Selva Marina Plat to 'Selva Marina Circle ' and to
designate that part of County Rd. #667 lying between Sherry Dr.
and the Town Limits as 'Seminole Rd. ' . " Upon motion of Mr. Thames ,
seconded by Mr. Adams it was passed on 2nd reading.
The matter was presented that we do not show any exemptions in our
License Ordinance i' 115 for disabled veterans , widows , etc. and that
in order for us to exempt them we will have to have an Oddimance so
specifying. Therefore , on motion of Mr . Thames , seconded by Mr . Carr
an Ordinance was passed on first reading by Title only to allow
exepmticns in line with those of the State and County. Upon motion
of Mr. Thames , seconded by -ir. Feather it was passed on 2nd reading.
Mr . Feather introduced an Ordinance by Title only permitting the bars
to remain open to 4 A.M. on New Year 's Eve , 5th of July, and Labor Day
Eve . There was a discussi )n and upon motion of Mr. Feather , seconded
by Mr. Carr it was passed on 1st reading. Upon motion of Mr . Feather ,
seconded by Mr. Carr it was passed on second reading.
