12-17-54 v MINUTES OF THE REGULAR MONTHLY MEETING OF TEE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, DECEMBER 1.?, 1954, AT 8 P.M. Present: Norman Minchew, Marvin Carr L.J. "Jack" Feather R.S. Thames , Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.D. Brotchie, Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr. Minchew. Minutes of the regular monthly meeting of November 9th, 1954 were read and upon motion of Mr. Carr , seconded by Mr. Feather were approved. Minutes of the adjourned meeting of November 11, 1954 were read and upon motion of Mr. Feather , seconded by i'1r. Carr were approved . Minutes of the adjourned meeting of November 16, 1954 were read and upon motion of Jr. Carr , seconddd by Mr. Feather were approved. Minutes of the adjourned meeting of November 30th, 1954 were read and upon motion of i'lr. Feather, seconded by Mr. Uarr were approved . mr. Minchew recognized visitors present and a delegation from Section "H" was )resent and requested that a road be cut thru from Mayport Rd. or Main St. to their places at the marshland. Mr. Brotchie ad- vised that it would cost between 41;1000. and 41500. just to clear it. Mrs. Abercrombie advised that she was not in favor of clearing a new road, as she thought that was asking too much of the Town, but that .she felt that if the present road was kept cleared, graded and the corners cut back that it would be fine , and that she appreciated the work that had already been done out there. The matter was referred to the Street: and Highways Committee for study and recommendation. There was a discussion on barricading the beaches, and the question of markers was brought out, and Mr . Thompson advised that we would have to have sufficient markers to protect the Town. The matter was deferred until Mr. Thompson could determine whether the ruby reflectors would be sufficient reflecttDs , or if not just what would be needed. Ordinance No. 169 Amending License Ordinance #115 by providing exemp- tions was presented for third and final reading by the Clerk. Upon motion of Mr. Carr, seconded by Mr. Thames this Ordinance was passed on third and final reading. Ordinance #168 covering the naming of Selva Marina Circle and Seminole Road was presented for 3rd and final reading by the Clerk. Upon motion of Mr. r'eather, seconded by 'ir. Carr it was passed on third and final reading. Ordinance #170 covering closing hours for liquor places on certain holidays was presented for third and final reading. Mr. Hemphill spoke in regard to the Ordinance and requested the Council not to pass it, but to leave the hours as they were for all nights. Mr. Ralph Huston, pastor of the Beach Methodist Chureh presented and read his prepared statement against passage of this Ordinance and requested that a copy of same be made a part of these minutes , therefore a copy is attached hereto and made a part thereof. There was a discussion and Mr . Carr moved the passage of this Ordinance on third and final reading as read with 4 A.M. closing hour for New Year 's Eve, 5th of July, and Labor Day eve. There was no second to this motion. Mr. Carr moved that the Ordinance be amended to read 2 A.M. for these three dated. There was further discussion after which Mr. Feather seconded the amendment and it was carried by a votO of Carr, Feather, Minchew, "aye" Thames "nay". Mr. Feather then moved that the Ordinance as amended be passed on third and final reading, seconded by Mr. Carr and carried by a vote of Carr , Feather, Minchew ' aye", Thames "nay" . The Waterworks matter was next considered. Mr. Wylie Gillespie of the Engineering firm of Smith & Gillespie presented an Engineering Contract and Agreement for the Council 's consideration. It was discussed and upon motion of Mr. Feather, seconded by Mr . Carr the following Resolution was approved and adopteii BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That: The Engineering Contract as submitted by the Engineers, Smith and Gillespie of Jacksonville, Florida covering the Town of Atlantic Beach, Florida Waterworks Project, be and the same is hereby approved, and that The Mayor and Town Clerk are hereby authorized to execute same on behalf of: the Town. The scope of the work to be done was next considered and the elimination of certain lines from the preliminary plans on Waterworks , was decided on. A motion was made by Mr. Feather that Smith and Gillespie, Engineers be directed to proceed with the preparation of final plans and specifications for the Waterworks in line with the preliminary plans and specifications as presented, except that the following lines be eliminated therefrom: Lines # 3,4, 11 West of Sherry Drive , 16 between Plaza and 11th St. , 20, 21, 22,23,25, and 26. The motion was seconded by Mr. Carr and carried. Mr. Carrison of the firm of Pierce, Garrison & Wulbern, fiscal agents for the Town , was present and discussed financing with the Council. It is estimated that the total cost of the Waterworks project will be $240,000. to $250,000. The question was raised as to financing waterworks and sewerage to-gether or singly, and it is believed it would be better to do one then the other. The Council would like to have suggested rates , etc . to finance revenue certificates . After further discussion Mr . Feather moved that we direct Mr. Garrison to amend the present report to reflect information shown in the waterworks audit and opinions and wishes expressed by Council in the discussion. The motion was seconded by Mr. Thames and carried. Certification of advertising for bids on the vault is attached hereto and made a part of these minutes. Bids were received and tabulated as follows : F.M. Slaughter $ 1632.00 George Bull, Uontractor 1400.00 There was a discussion of the bids and upon motion of Mr. Feather, swconded by Mr. Garr the contract for building the vault was awarded to Mr. George Bull for the sum of $1400. This price does not include the vault door . Several Companies have been contacted on prices , etc. and fro^i information received and investigations made it was recommended that a 4 hour Mosler door be ordered from Martin Office Equipment Co. of Jacksonville. Upon motion of Mr. Feather, seconded by Mr. Uarr approval was given to order the door as recommended at a cost of 6,5 5-4-,) , same to be in line with their quotation and specifications. Upon motion of Mr. Feather, seconded by Mr. Carr approval was given for uhristmas gift to Town Employees to be same as last year which was $20. to administration and police employees , and $10. to laborers . The Treasurer 's report was presented and upon motion of Mr. Thames • seconded by Mr. Feather was atproved with the following balances as of December 1, 1954: General Fund $20,707.84 Cigarette Tax " 10,735.91 The bills were next studied and upon motion of Mr. Thames , seconded by Mr. Feather the followling were approved for payment: GENERAL Armco Drainage & Metal Products, Inc $ 79.20 Atlantic Blvd.Ice & Fuel Co 29.99 Quinn R.
