TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, JANUARY 13TH,
1953 at 8 P.M.

The meeting was called to order by the President, Mr. Adams.
Minutes of the regular meeting of December 9th, 1952 were
read and upon motion of Mr. Weiss , seconded byMr. Minchew
were approved.
Mr. Adams recognized visitors present and called for business
from the floor. •
Mr. Jimmy Costello advised that he did not know of the new
Ordinance raising water rates and cut-in charges, and had
quoted a job in December using old price. He has been awarded
the work., and paid the new charge, but would appreciate the
Council' s approving a refund on this tap charge of $1+0.00,
or $10.00 on each of the 4 taps on this particular job. He
also requested that in the future when changes are made in
water or tap charges , that the plumbers doing business in
Atlantic Beach, be advised. It was brought out that this
change was in the Florida Times Union and the Ocean Beach
Reporter, but he advised that he did not see it. There
was a discussion and upon motion of Mr. Thames, seconded by
Mr. Weiss the Council decided to take the matter under advise-
ment and would advise later.
Mr. Harcourt Bull was present and the matter of the Ed Smith
sud-division was discussed. Mr. Brotchie advised that he had
been in conference with Mrs. Daisy Haile and she seemed willing
to set 130 feet, however it seems that she now is ready to give
30 feet instead, if relieved of the assessment when the street
is paved. He is going to have another meeting with Mrs. Haile
in a few days. Mr. Bull asked the Council to proceed on the
basis of the plans presented to the sub-committee on the assump-
tion that she will give the land, however is she does not there
is still room for a road. The Council will wait until Mr. Brotchie
has another meeting with Ars. Haile before taking any action.
The State Road Department Budget Coigmittee will meet at Lake City
on January 27th to consider the work for this district. There
was addiscussion of the work that needs to be done and upon motion
of ',Jr. Minchew, seconded by Mr. Thames the following Resolution
was Adopted:

BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE
TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That:
The Board of County Commissioners of Duval County be
asked to place in their requests to the State Road
• Department the re-surfacing of Atlantic Boulevard
from the Arlington cut-off to the runway at Atlantic
Beach, and also the widening with curb and gutter
of Third Street fr m Atlantic Boulevard south to a
point acceptable to the Towns of Neptune Beach and
Jacksonville Beach.
Upon motion of Mr. Minchew, seconded by Mr, Thames the
following Resolutions were passed covering secondary
roads in the Town:

intersection with the cut-off road from 'iayport
at Seminole Road - a distance of approximately
three and one half (3- miles.

William Todd, President of the American Polo Association was ((JJ
present and asked permission of the Council to build stables
to house his polo horses on the old Army Camp Site which lies
west of Sherry Drive and north of the Plaza. There was a
discussion during which Mr. Todd was advised that the horses
could not be ridden or polo played on the beach within the
jurisdiction of the Town, that they would have to go north of
16th St. After further discussion upon motion of Mr. Thames,
seconded by Mr. Minchew an Ordinance was passed on first read-
ing by Title only to Amend present Ordinance to exclude there,-
from the territory described so as to permit the stableing of
horses thereon. Upon motion of Mr. Thames, seconded by Mr.
Minchew it was passed on 2nd reading.
Mrs. George •qouro appeared to register in person her complaint
about the dog situation in the Town, with especial reference
to the two big dogs in her neighborhood. There was a lengthy
discussion of the matter and all agreed that the dogs in the
sown were quite a problem and nuisance. The matter was
referred to the Laws and Rules Committee to see what can be
done.
Mr. Stephens, Councilman from Jacksonville Beach, appeared
on behalf of the Fletcher Bank Parents, advising that Jackson-
ville Beach has set up a donation in their budget, but were
waiting to see what the other two beaches did, as boys and
girls from all three beaches go to Fletcher. Mr. Minchew
has already been appointed as our representative on a committee
with Mr. Stephens and Mr. Kenneth Barrett of Neptune Beach.
They will get together in the near future and make recommenda-
tions to their councils.
Mr. Brotchie advised that he has contacted the State Road
Department and it is advisable to wait until the new administra-
tion gets in to take the matter of the culvert on Mayport Road
before them.
He also advised that a representative from the County Health
Office is going to come to the Beach to inspect the sanitary
conditions in Donner sub-division.
The City of Jacksonville has been directed to install the 4
street lights as approved.
Mr. Brotchie advised that he had gone over the water tank with
a ivir. Johnson from Jacksonville and he is to give a price on
scraping, etc. from the first ring down.
Upon motion of Mr. Thames, seconded by Mr. Minchew approval
was given to the final payment of $3000.00 plus interest in
amount of $120 made by the Town Clerk to the Beach Bank on
the Waterworks contract; and approval of transfer of sufficient
funds from `General Fund to Waterworks Fund to cover, to be re-
paid when funds are available. This completes the contract
between the Town and Mr. Gerry Adams dated October 1$, 1947, and
Mr. Thompson was directed to draw up the necessary instrument for
recording the satisfaction of this contract.
Upon motion of Mr. Minchew, seconded by Mr. Thames the Treasurer's
report was approved with the following balances:

The bills were next studied and upon motion of Mr. Minchew,
