TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY. FEBRUARY 10, 1953
AT 8 P.M.

The meeting was called to order by the President, Mr. Adams.
Minutes of the regular meeting of January 13, 1953 were read
and upon motion of Mr. Minchew, seconded by Mr. Weiss were
approved.
Mr. Adams recognized visitors present and called for any
business from the floor. There were a group of citizens
present to ask for some regulation as to where the Polo
Club can ride their horses. There was a discussion and

Mr. Brotchie advised that he would designate bridal path
routes for them. The riders are using the Plaza, and the
children on that street run out after the horses, and make
a definite hazard for the children.
Felix White and other representatives from the Donner sub-
division asked that something be done to help with the
drainage condition in the sub-division, and also requested
garbage collection to remedy a hazard that is a menace to
the entire community. If they could have garbage collection
once or twice a week, it would help, they said. The matter
was referred to the ublic Works Committee for recommendation.
There was a discussion of the work to be done on the water
tank, and Mr. Brotchie advised that he had requested bids
from several firms on doing the work.
The matter of road to be given by Mrs. Daisy Haile was
discussed , and the Council will not take any action on
the Smith sub-division and roads until Mr. Brotchie gets
the necessary deed from Mrs. Haile for the 30 feet.
• Mayor Reid had received a copy of the Jacksonville Beach
Dog Ordinance which they recently passed and turned same
over to the Council for their information.
Mr. Minchew reported that there had been no meeting called
of the committee from the three Beaches to work out something
for the Fletcher Band Parents Association to assist them in
decuring instruments and equipment for the Fletcher Band.
This committee was composed of one member from each of the
three Beach Councils. There was discussion and upon motion
of Mr. Minchew, seconded by Mr. Thames the Town Clerk was
directed to send $50.00 to Fletcher Band Parents Association
this amount to be taken from the Mayor ' s Fund , and also that
$100. be added to the Mayor 's Fund as set up in the Budget.
Upon motion of Mr. Weiss seconded by Mr. Thames approval
was given for a $10. ad in the Senator, same to be from the
advertising as set up in the budget.
Mr. Adams reported on the Comsolidation meeting relative to
410 the Consolidation of Atlantic Beach and Neptune Beach. The
Mayors, Town Attorneys , and Laws and Rules Connittees of the
two Beaches are to get to-gether as a committee and make
recommendations. There was a discussion of sending out cards
to freeholders as a poll to find out how they feel about the
consolidation, and it was concensus of opinion that nothing should
be done until after the key committee has met and presented
some definite plan.
Mr. Brotchie advised that he had nothing to report as to
the culvert on Mayport Rd.
Mr. Brotchie reported that the County Health Officers are
checking on the sanitary conditions in Donner 's and have
notified owners of improvements that have to be made.

He also reported on the 6" water line that is being laid
down Ocean Blvd. ready to take over the Neptune Beach
customers residing in the Town.
There was discussion of the Cigarette Tax received, and
whether we are getting tax on all cigarettes sold in the
Town. Mr. Brotchie is to check with Banner Store and
determine whether they get their cigarettes direct from the
wholesaler, or if they are bought by their store at Jackson-
ville Beach, as it is understood that the amount of tax is
determined by report from the wholesalers of the cigarettes
sold to the retailers and if Banner Store at Jacksonville
Beach buys the cigarettes for both stores , then we are not
getting credit for those sold from this store.
The Treasurer ' s report was presented and upon motion of Mr.
Thames, seconded by Mr. Weiss was approved with the following
balances:

The bills were studied and upon motion of Mr. Thames, seconded
by Mr. Minchew the following were approved for payment:

Mr. Brotchie advised that the Duval Engineering & Contracting
Company kad completed the paving work in the Town and ready
for payment in line with contract. Upon motion of Mr. Thames,
seconded byMr. Weiss approval was given for payment of 1/3
the contract in amount of $2,106.38 to Duval Engineering and
Contracting Co.
Upon motion of Mr. Thames, the meeting adjourned from day
to day at 9:30.
