07-14-53 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, JULY 14, 1953 AT 8 P.M. Present: E. Gerry Adams Glover Weiss N.A. Minchew Marion Marvin rc.S. Thames, Councilmen and J.A. Reid, Mayor J.D. Brotchie, Town Manager Adele S. Grage, Town Clerk The meeting was callkd to order by the President, Mr. Adams. Minutes of the regular meeting of June 9th, 1953 were read and upon motion of Mr. Minchew, seconded by Mr. Marvin, were approved. Mr. Adams recognized visitors present and called for any business from the floor. Mr. C.C. Nice, Jr. , Director of the Beaches Civic Chorus made an appeal to the Council -v ie financial assistance for the Chorus in order that they might carry on without having to solicit ads. They are rwquesting each of the municipalities to include them in their budget for year 1953-54 as it is definitely an inter, beach organization with most of the officers living in Atlantic Beach. The only reason the performances have to all be given in Jacksonville Beach is that we have no auditorium available for them. The matter was referred to the Laws and Rules Committee who are to confer with Mr. Thompson, Town Attorney and see what can be worked out. The Town Clerk was instructed to keep it on the Budget Agenda. There was no report on the Telephone Franchise, we have not so far found where the present franchise was approved by referendum. There was no report as to the Planning Board. Mr. Brotchie advised that Mr. Braddock with B.13. McCormick & Sons assured him that the Plaza work would be completed during the next week. The matter of closing hours for bars on Holidays was discussed and upon motion of Mr. Thames, seconded by Mr. Marvin the follow- ing Resolution was adopted : NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That On Labor Day, September 7th, 1953 and New Year' s Eve 1953-54 alchholic beverages my be sold, served and dispensed until 4 A.M. The call vote on the above Resolution was Adams, Minchew, Marvin and Thames "aye", Weiss "nay". Mr. Weiss advised that he felt that on holidays , if anything, they needed to be closed earlier due to the fact that the highways have more cars on them , and there are more young people out then. Mr. Brotchie advised that Stevens Southern had made tests and measured the well capacity and were preparing figures on cost of extending a new 8" line from the present well to the center of the present resevoir, as well as make certain improvements • in the aerator. Also prices are being requested from other companies. Upon motion of Mr. Thames, seconded by Mr. Weiss the matter was refereed to the Public Works Committee, ilr. Weiss Chairman, to receive the bids on this work with authority to act immediately. Mr. Brotchie advised that the pump is to be shipped in a couple of weeks. Upon motion of Mr. Minchew, seconded by Mr. Marvin the Treasure er 's report was approved with balances as follows: General Fund $5,070.71 Seawall Fund 1,910.00 Waterworks Fund 334.46 Cigarette Tax Fund 611.18 The Bills were studied and upon motion of Mr.Weiss, seconded by Mr. Thames the following were approved for payment: GENERAL WATERWORKS Armco Drainage & Metal Products,Inc $ 50. 56 $ - Atlantis Blvd.Ice & Fuel Co 11.58 - Quinn R. This will leave just one Bond which will be due October 1, 1953. Upon motion of Mr. Marvin, seconded by Mr. Minchew approval was given for Mr. Russell to attend the Peace Officer 's Convention in Tampa on July 21,22, and 23rd with $75. for expenses.
