COUNCIL HELD AT THE TO+ N HALL ON TUESDAY, SEPTEMBER 8TH, 1953
AT 8 P.M.

The meeting was called to order by the President, Mr. Adams,
who called for the reading of the minutes of the last meeting.
Upon motion of Mr. Weiss , seconded by Mr. Marvin the minutes
of the regular monthly meeting of August 11, 1953 were approved
as read.
Ordinance # 156 being an Ordinance Amending Garbage Ordinance
#155 by redefining the residence classifications was read by
the Clerk on 3rd and final reading. Upon motion of Mr. Minchew,
seconded by Mr. Weiss this Ordinance was approved on 3rd aid
last reading.
Ordinance # 157 being an Ordinance Amending Waterworks Ordinance
# 152 by adding Business Classification with 1" meters was read
by the Clerk. Mpon motion of Mr. Minchew, seconded by Mr. Weiss
it was approved on 3rd and final reading.
Mr. Brotchie, Town Manager, gave a verbal report on work being
done. He advised that the 8" line between the well and reservoir
had been completed. The new pump has been received and prepara-
tions are being made for its connection. There has been no
further work on the Plaza due to the rains. He advised that he
is doing all he can to take care of the water situation in
Section "H" , caused by the heavy rains.
Upon motion of Mr. ILinchew, seconded by Mr. Thames , approval was
given to issuing certificates of convenience and necessity for
1 year beginning September 1, 1953 to the following :
Beach Yellow Cab Co.
Poor Boy Cab Co. - Charlie Kohn
Beach Transfer
Jacksonville Beach Truck Lines .
The Treasurer ' s report was presented and upon motion of Mr. Weiss,
seconded by Mr. Marvin it was approved with the following balances :
General Fund 9-1-53 #7,706.28
Seawall Fund " 1,265.01
Waterworks Fund " 1,751.27
Cigarette Tax Fund " 0.00
Upon motion of Mr. Thames , seconded by Mr. Weiss the following were
approved for payment:
Stevens & Southern for 8" line (Pay when final approval
given by Town Manager) $1595.85
Garrison-Younger-Sheftall Co. (Bonds Drage & Brotchie) 40.00
Florida National Bank (Fire Insurance on Town Hall) 178.56
• and the Town Clerk was instructed to transfer necessary funds to
Waterworks Fund to take care of payment on 8" line and pump.
The bills were next studied and upon motion of Mr. Thames,
seconded by Mr. Weiss the following were approved for payment:

A letter was read from Mr. Brant, Athletic Director of Fletcher
High School asking for an ad in the Football Program for 1953.
It was discussed, and upon motion of Mr. Weiss, seconded by Mr.
Marvin approval was given for a $25. ad.
Request was received from Fletcher F.T.A. for contribution to their
fund for use in furnishing lunches, etc . to needy children. The matter
was discussed, and upon motion of Mr. Weiss , seconded by Mr. Minchew
$50. each was approved for Fletcher P.T.A. and Atlantic Neptune P. T.A.
to be paid from the Mayor ' s Fund, the Mayor ' s Fund to increased an
amount enough to take care of this expenditure. The Mayor instructed
the Clerk to send as stated.
A delegation appeared on behalf of the Beaches Youth Center, requesting
that they be included in the 1953-54 budget, as in the past 2 years.
The matter was discussed and referred to the Finance Committee to put
on the budget adgenda for consideration.
The matter of a new police car was discussed, and upon motion of Mr.
Thames, seconded by Mr. Marvin apprtval was given for the purchase of
a new ontiac, prices with trade-in to be secured from 3 companies,
and the best quotation to be accepted.
Upon motionnof Mr. Thames the meeting adjourned from day to day •
