09-29-53 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY SEPTEMBER 29TH, 1953 AT 8 P.M. Present: E. Gerry Adams Glover Weiss Marion Marvin N.A. Minchew R.S. Thames , Councilmen and J.A. Reid, Mayor Frank Thompson, Town Attorney J.D. Brotchie, Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr. Adams. P.H. Gay, of the East Duval County Mosquito Control Board, was present and requested the Council to give further co-operation and assistance in the form of gas and oil for the machine being used in digging the ditch which will also serve as a drainage • ditch for the Town. He advised that the only cost to the Town on this would be the gas and oil, and he estimated that the work in take about 20 days, however Mr. Brotchie advised that he thought it would be nearer 30 days. He advised that Neptune Beach and Jacksonville Beach are giving like assistance when the ditch- ing is in their respective towns. There was a discussion of the matter and the Council agreed by unanimous consent to give assistance as requested to the extent as stated by Mr. Gay for just the next 20 to 30 days only. Mr. Thompson presented a request from the Community Presbyterian Church for the Town to abandon that part of David Ave. lying between the church property and the school grounds . Upon motion of Mr. Minchew, seconded by Mr. Weiss an Ordinance entitled "An Ordi- nance Vacating and Abandoning all that part of the street in the Town of Atlantic Beach, F . known as David Ave. (Formerly Park Ave. ) lying East of West line of Lot 737 of Sud-division Saltair Section 3 prolonged and West of Sherry Dr. as now located and established" was passed by title only on first reading. Upon motion of Mr. Marvin, seconded by Mr. Weiss , it was passed on second reading. a request was presented from Jas. W. Harris, who has bought the Beachctmber, for transfer of the beer license to his name . Mr. Brotchie advised that he had contacted some of the references and believes it will be alright to make the transfer. After discussion and upon motion of Mr. Minchew, seconded by Mr. Weiss approval was given for the transfer. Upon motion of Mr. Thames , seconded by Mr. Weiss the action of the committee in purchasing a new Dodge for the Police Dept. was con- firmed and approved, and the payment of $2112. 57 to Massey Motors, Inc. Upon motion of Mr. Minchew, seconded by Mr. Marvin the former action of the Council in appointing Blitch, Tyson & Meek as Auditors was rescinded, and new firm of Tyson and Meek were approved as auditors for 1953. Mr. Marvin advised that he felt the Town should take whatever steps needed to protect them selved in regard to the accident in which the Police Pontiac was wrecked. Upon motion of Mr. Marvinm seconded by Mr. Weiss the Town Manager was directed to write the Town Attorney a letter giving him all information needed on car damage , etc. A request was received from the Duval County Beaches Public Hospital Board for assistance towards expenses of the board in the preliminary work to-wards getting a hospital for the beaches. Upon motion of • I1r. Marvin, seconded by Mr. Weiss approval was given to give $25. to assist this Board in their expenses . Upon motion of Mr. Minchew, seconded by Mr. Thames the Town Clerk was authorized to redeem the last Seawall Bond which is due October 1, 1953 in amount if $1000.00 plus $20. interest coupon, and that same be burned at the next regular meeting of Council. The original issue was made on October 1, 1933 in amount of $150,000. , and this last bond pays the obligation in full. Upon motion of Mr. Thames, seconded by Mr. Weiss the Town Clerk was directed to close out the Seawall Fund Accoun__t at the Bank, and all unpaid assessments are to be put in the General Fund. Upon motion of Mr. Weiss, seconded by Mr. Marvin, the Town Manager was instructed to write a letter to Mr. M.C . Williford advising him to remove the obstruction at the Seawall within one week from the receipt of the letter and at his own expense, or the Town wazld take necessary steps to remove same. Upon motion of Mr. Thames , seconded by Mr. Weiss the following Resolution was approved: Whereas, the Duval County Board of Instruction was assessed for street paving on the 1951 Street Paving Assessment in error, NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN CW NC IL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That The Street Paving Assessment in amount of $225. listed against the Duval County Board of Instruction hn the 1951 Street Paving Assessment Roll be and the same is hereby cancelled. Upon motion of Mr. hames, seconded by Mr. Marvin the Preliminary Tax Assessment Roll for 1953 was approved and • adopted by the following Resolution setting the date for the meeting of the Council as an Equalization Board for Tuesday, October 13, 1953 at 8 P.M. in the Town Hall: RESOLUTION APPROVING THE PRELIMINARY TAX ASSESSMENT ROLL FOR THE YEAR 1953. pi WHEREAS, The Town Tax Assessor has completed the Preliminary Tax Assessment Roll of the Town of Atlantic Beach Florida, for the year 1953, and has submitted the same to the Town Council, and WHEREAS, It appears that all property, real and personal, in the Town of Atlantic Beach, subject to taxation has been assessed on said Tax Assessment Roll, and the Tax Assessment Roll is in due form. NOW THEREFORE BE IT RESOLVED BY THE TOWN COUNCIL OF THE T(W N OF ATLANTIC BEACH, FLORIDA, That the said Preliminary Tax Assessment Roll, be, and the same is, hereby approved. . BE IT FURTHER RESOLVED That the Town Clerk shall post at the Town Hall and at two other public places in the Town and shall also cause to be published daily for four consecutive days in a news- paper published in the City of Jacksonville, Duval County, Florida, notice that said Tax Assessment Roil has been submitted to the Town Council and approved, and also requiring all persons desir- ing to have corrections thereof made, whether in 'fisting, valuation of property or otherwise, to file with the Town Tax Assessor on or before the 13th day of October, 1953, at 8 P.M. their petition to the Town Council setting forth their objection to said Assessment Roll and the correction they desire made, and that also on the 13th day of October 1953 at 8 P.M. the Town Council shall meet at t e own Hall for the purpose of equalizing said assessments and making proper correction therein. Upon motion of i'ir.Thames, seconded by Mr. Weiss the Town Clerk was directed to post the following notice re the 1953 Preliminary Tax Roll: NOTICE NOTICE OF COMPLETION OF PRELIMINARY TAX ASSESSMENT ROLL OF THE TOWN OF ATLANTIC BEACH, FLORIDA, FOR THE YEAR 1953 : "TO WHOM IT MAY CONCERN: You are hereby notified that the preliminary Tax Assessment Roll for the Town of Atlantic Beach, Florida, for the year 1953, has been completed and submitted to and approved by the Town Council. All persons desiring to have corrections made thereof, whether in listing, valua- tion of property or otherwise, are required on or before the 13th day of October, A.D., 1953 at 8 P.M., to file with the Town Tax Assessor of the Town of Atlantic Beach, their objections and corrections they desire made. The Town Council will meet at the Town Hall in the Town of Atlantic Beach, Florida, on the 13th day of October A .D., 1953 at 8 P.M. for the purpose of equalizing said assessments and making proper correction therein. Upon motion of Mr. Thames, seconded by Mr. Weiss, it was passed on 2nd reading. The millage to be 11 mills. The Finance Committee presented the Budget for the year 1953-54 and was discussed.
