10-13-53 v MINUTES OF THE EQUALIZATION BOARD MEETING AND REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, OCTOBER 13TH, 1953 AT 8 P.M. Present: L. Gerry Adams Glover Weiss Marion Marvin N.A. Minchew R..S. Thames, Councilmen and Frank Thompson, Town Attorney J.J. Brotchie, Town Manager Adele S. Grage , Town Clerk The meeting was called to order by the President, Mr. Adams, and went into session as an Equalization Board to hear complaints or requests for changes in the 1;353 Tax Roll. There was only one written request, it being from Mr . Fres Langston owner of Lot 16 Atlantic Beach Terrace who advised that he only paid $5500. for the property furnished and that it is assessed on the Tax Roll at $5750. The matter was referred to Air. Dick Hamilf'on, Tax Assessor, for study and recommendation. There being no further complaints the Council adjourned into regular session. Minutes of the regular meeting of September 8th, 1953 were read and upon motion of Mr. Weiss, seconded by Mr . Marvin they were approved. Upon motion of Mr. Minchew, seconded by Mr . Weiss, the min1,tos of the adjourned meeting of September 29, 1953 were approved as read. . It has been determined that the excess water charge of $5.20 made against property of Mrs. Grace B. Kirby, 966 East Coast Drive was in error, and upon motion of Mr. Minchew, seconded by Mr. Marvin the own Clerk was directed to make refund on same. Upon motion of Mr. Marvin, seconded by Mr. Weiss the following Resolution was adopted : Whereas Check # 272-G is a duplicate of Check # 195-G, NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THL TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That Check # 272-G be, and the same is hereby voided . The Town Clerk advised that the necessary notices on the 1953 Tax Assessment Roll were posted at the Town Hall, the Postoffice, and Duval Laundry, and that Certification of Publication covering the Notice of the Preliminary Rax Roll for 1953 and the Equali- zation Board meeting as published in the Florida Times Union is attached hereto and made a part of these minutes . Upon motion of Mr. Thames, seconded by Ar. Weiss An Oddinance approveing by Title only the Budget which was adopted by the Council on September 29th, 1953 was passed on first reading. Upon motion of Mr. Minchew, seconded by Mr. Marvin it was passed on second reading. Upon motion of Mr. Minchew, seconded by Mr. Weiss the Ttwn Clerk was directed to close out the Waterworks Fund Account at the Beach • Bank, and deposit future waterworks receipts in the General Fund. The Treasurer ' s Report was presented and upon motion of Mr. Marvin seconded by Mr. Weiss it was approved with the following balances : General Fund $3,932. 54 Waterworks " 116.98 Cigarette " 0.00 Mr. Brotchie, Town Manager, gave a verbal report of the work being done in the Town. The pump is installed and ready to be hooked up. Due to excessive rains have had to work on drainage in Town, and make some of the roads west of Mayport Rd, and in Donner ' s section passable. Scott requesting the Council to take some action to construct appro- priate sewage facilities, including sewage disposal plant for the Town. There was a discussion of the situation, and Mr. Wm. M. Hall who was present, advised that he personally had not had septic tank trouble, but most of his neighbors had, and he was interested in the Council ' s action. He wondered if the Town didn't feel they could do the sewerage at this time, that perhaps they could do more work on the drainage which would relieve the situa- tion some. It was brought out that the drainage ditch which is being dug at the present time west of Mayport Rd. when connected with the one on the east side by the lowering of the culvert, will also lower the water table, and will help some, but not to the extent that sewerage system would. The Council directed Mr. Brotchie to work up figures by the next meeting on sewerage for the Town. Plans and Specifications for such a system were worked up several years ago by Russell & AxiM, Engineers and are on file. Mr. Brotchie was also asked to get up figures on waterworks system and plant. Plans and specifications made by Smith & §illespie, Engineers on Waterworks are also on file in the office. Upon motion of Mr . Thames, seconded by Mr. Marvin the Town Manager was asked to take a physical inventory of Town property in order that the Auditor can set up a record of same. • Upon motion of Mr . Thames, seconded by Mr. Weiss the Town Clerk was directed to have the last Seawall Bond # 145 with stub(interest) #40 attached, framed and kept in Town Hall, same having been marled "can- celled", Town Clerk is to arrange for burning of Bond #144 with interes coupon # 40 attached, with picture to be made of the burning. October 13, 1953 - Page #3 Upon motion of Mr. Thames, seconded by Mr. Minchew the bill for $110. covering bulldozing done by Clyde L. Hathcox on the streets , trying to relieve the condition caused by the heavy rains, was approved. The Council next received a tecommendation from Mr. dick Hamilton Tax Assessor, that the property of Fred Langston Lot 16, Atlantic Beach Terrace, be changed to $4750. on the 1953 Tax Roll. Upon motion of Mr. Thames, seconded by Mr. Marvin the recommendation of the Tax Assessor was approved. Ordinance # 158 being an Ordinance Approving and Adopting the 1953 Tax Assessment Roll was read by the Clerk and upon motion of Mr. Minchew, seconded by Mr. Weiss it was approved on third and final r eading with millage of 11 mills. The 11 mill levy has been approved by the Comptroller ' s office in Tallahassee. Upon motion of Mr. Thames the meeting adjourned from day to day at 8:50 P.M. E.
