12-08-53 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, DECEMBER 8th, 1953 AT 8 P.M. Present: E. Gerry Adams Glover Weiss Marion Marvin Norman Minchew R.S. Thames, Councilmen, and J.A. Reid, Mayor Frank Thompson, Town Attorney J.D. Brotchie, Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr. Adams. Minutes of the regular meeting of November 10th, 1953 were read and upon motion of Mr. Minchew, seconded by Mr. Weiss were approved as read. There was a discussion of the sewerage project as tp whether it was better to delays action on getting an engineer to bring plans, etc, up to date and get a local citizen to make estimated schedule of costs to see whether feasible to go ahead with plans ; or to approve the letter agreement with the Engineers to bring the plans and sepcifications to date so that we might know positively what costs will be. After much consideration and discussion the following Resolution was presented by Mr. Minchew, Kid seconded by Mr. Weiss and adopted: BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That The Letter Agreement dated December 1, 1953 as presented by Russell & Axon to furnish engineering services to determine a workable and feasible water and sewer program for the Town r'. of Atlantic Beach for a total fee of $800. as outlined in said Letter Agreement be approved, and That The Mayor and Town Clerk be authorized to sign said Letter Agreement for the Town. Mr. Adams advised that Mr. Toler, Councilman from Neptune Beach would like to meet with a committee from Atlantic Beach Council to discuss fire charges, etc. Mr. Adams and Mr. Minchew will meet with him on Friday night, December 11th. Mr. Brotchie advised that the west side sidewwlk on Ocean Blvd . will be finished by end of this week, then they will start work on the east side . He advised that the Plaza was passable but not usable. Upon motion of Mr. Thames , seconded by Mr. Marvin approval was given for Christmas remembrance to employees in amount of $10. for laborers and $20. for administrative and police. Mr. Brotchie advised that there here some horses at the Polo Stables on the Old Army Camp site that are not getting sufficient food , as the supply left by the owner is giving out and has been rationed out to them. He wondered if there was anything the Town could do, and it was decided that the proper procedure would be for those looking after the horses to contact the Humane Society. 410 A letter was read from Mr. M.H. Moyer advising that his client had purchased tax deed on Lot 13, Block 5 and it was his understanding that the special assessments were extinguished but the ad valorem tax was still good. It was referred to Mr. Thompson and he advised that Mr. Moyer is correct and the 2own can do nothing but mark the special assessments as extinguished, but the advalorem tax remains as a lien against the property. The Council accepted Mr. Tbompson 's opinion in this matter. Among visitors at the meeting were Mr. Hugh McCotter, City Manager and Mr.R.A.Sey, Councilman, both of Jacksonville Beach, who wanted to talk over with the Council the land-fill plan for garbage disposal. Mr. Brotchie advised that we have been using that method for about two years, working in conjunction with the Navy who uses our incinerator site for trash disposal and furnishes their bulldozer when needed. This agrangement has been very satisfactory to date. The Treasurer 's report was presented and upon motion of Mr. Minchew, seconded by Mr. Marvin was approved with the fol- lowing balances : General Fund $15,619.26 Cigarette Tax " 1,485.10 The, billswere next studied and upon motion of Mr. Minchew, seconded by Mr. Marvin the following were approved for pay- ment: Quinn R. Police G&O $ 24.35 " R&R 36.48 Streets G&O 33.27 " R&R 55450 Garbage G&O 17.79 " R&R 6.40 171.79 945.61 Upon motion of Mr. Keiss, seconded by Mr. Marvin the following Resolution was adopted: Whereas, Check No. 166-G to American Red Cross, has been lost, NOW THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL BF THE TOWN OF ATLANTIC BEACH, FLORIDA, That Check #166-G be, and the same is hereby voided, and a new check be issued to cover. Upon motion of Mr. Weiss, seconded by Mr. Marvin the Town Clerk was authorized to refund $16.90 to Mr. Chalmers D. Horne for duplicate payment of taxes for Lots 7 & 11, Block 53 on Receipt No. 13035.
