I am writing in response to our recent telephone conversations regarding the required
inspections in the City of Atlantic Beach.
We have thoroughly researched our records and would like to offer our explanation of the
following jobs in question.
Job#12982 Elizabeth Parish at 436 Osprey Ke
This was a remodel of an old existing aluminum screen porch(October 1996). We
were not aware that a final inspection was required
Job# 17841 Donald Ames at 1614 Park Tefface West
Originally,Pat in your office indicated that there was a footing inspection on this job,but
not a final inspection. I advised Pat that our records indicated that both a fboiting and
final inspection had been called for. It was then determined by Pat that a final
inspection had been completed.
Job#1612
Shortly after we pulled the permit for this job,the customer cancelled the job.
Job# 17841 Brady at 1072 Lfttle Cypress
A permit was pulled on this job,however,no footer inspection was called for.
Photographs were taken to confirm the reinforced footing.
I accept total responsibility for our failure to call final inspections for several jobs.
Specifically, on the Brady job, although a footing inspection was not Galled, we did take
photographs to demonstrate that there is in fact a reinforced footing. I am enclosing copies
of these photos for your review and records. The breakdown in our procedures occurred
when an employee accidentally confused the process we used in another municipality.

We take these allegations quite seriously and would like to express our regret that there
were apparently some minor paperwork infractions in dealing with the inspection process. It
is important to stress, however,that in no way were any of the jobs improperly constructed
during this time. There was no willful intent to deceive your office or to refrain from
completing each job in a legal and upstanding manner. Rather, It was an innocent mistake
made by one of our employees due to the various requirements within each county.
For example, several counties (Baker, Nassau, St. Johns and Clay) do not require footings
for screen rooms or glass rooms. Also, between 1993 and 1997, Duval County did require
concrete footings. However, in lieu of actual footing inspections, we were permitted by
Duval County to obtain photographs of the excavated footings with the rebar. (Recently
Duval County began to require actual footing inspections.)
As you can see, there are varying degrees of inspection requirements within the
surrounding jurisdictions. On occasion,this has led to situations that resulted in minor
infractions from a procedural standpoint, but which, ultimately, did not negatively affect the
construction of the job.
Additionally, as you may be aware, Patterson Home Improvements is currently the largest
home improvement Contractor in the North Florida area. We are aware that many of the
other Contractors also have incurred minor violations as a result of procedural problems
within their own operations. We feel that the number of violations we have received has
remained exceptionally low in proportion to the large number of jobs we have constructed.
My employees here at Patterson Home Improvements are completely committed to building
the finest enclosures in the industry. We have always stressed the importance of complying
with the engineering code requirements within the various municipalities. As a Registered
Professional Engineer myself, I understand the significance and consequences of not
following the code. I am also aware of the significant impact that this situation could have
on our business. My concern is that any reported incident with the Department of
Professional Regulations (DPR)will become a permanent blemish for our company. It is my
hope that you will consider the above explanations as reasonable and will not file a
complaint with the DPR. We will make every effort to guarantee that all future inspections
are called as required for the City of Atlantic Beach.

1.) ENGINEERING PRINCIPLES AND ASSUMPTIONS
This manual was prepared to se!ect the various structural component parts of Aluminum Speciality
Structures. The manual is applicable to any building code that has the same wind load and/or dead load plus
live load as the Standard Building Code 1994 edition. The following is the designers interpretation of said code.
All values assume a mean roof height of 0- 15'.

Unless local codes require a specific wind velocity load, this designer selects a wind load of 110 MPH for the
coastal areas of North & Central Florida South to Lake Okeechobee and 25 miles inland. For the inland areas
perviously described, a 95 MPH wind load is selected. For the area from Lake Okeechobee South a wind
velocity load of 120 MPH is selected.
All tables furnished are for extrus:ions most common to this area and available to contractors and suppliers,
The aluminum alloy that all suppliers and contractors should specify when ordering is shown in the applicable
tables.
If your area building department allows 100 MPH design then multiply the span of the 102 MPH wind load
spans by 1.03 to obtain the 100 MPH span.
If your area building department allows 95 MPH design then multiply the span of the 102 MPH wind load
spans by 1.08 to obtain the 100 MPH span.
Wind loads for screened surfaces are the same for all wind conditions.

Maximum chair rail spacing is 6'-8" o.c. Thus with chair rail @ 2'-6" the maximum wall height
without additional chair rail is 9'-2".
Notes:
Glass Rooms-, The addition of aluminum frame windows with glass panes that are designed to 110 M.P.H.
wind load requirements to the above upright sizes increases the strength so that additional framing is not
required.
Using screen panel width "W' (See typical glass room drawing.), select upright required from the maximum
height allowed for each extrusion.

SCHEDULING_INSPECTIONS
Requests for inspection are taken from 8:00 a.m. until 4:30 p.m.
Inspections are made the following working day; please specify am or pm
inspection. When calling in an inspection please have the permit number,
job location and type of inspection needed. Inspections am scheduled as
follows:
1. Footing
2. Under slab plumbing/sewer
3. Slab
4. Framing, rough electrical, mechanical, plumbing call for cover-up on
building. use building permit number and reference other applicable
permit numbers (electrical, mechanical, etc.)
5. Insulation
6. Final in5pection/Certificate of Occupancy.
BUILDING CARD 14UST BE POSTED OR NO INSPECTIONS WILL BE MADE
Concrete cannot be poured and work cannot be covered up until the building
card is SIGNED by the inspector. You may be required to uncover any work
that has not been inspected. It is the responsibility of the
BUILDER/CONTRACTOR to post the building card.
A fee of $15 is charged for all reinspections.
