03-10-52 v MINUTES OF THE REGULAR MONTHLY MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HFT,D AT THE TOWN HALL ON MONDAY, MARCH 10TH, 1952 AT 8 P.M. Present: E. Gerry Adams D.W. Bremer - ° , R.S. Thames W.G. Kirby, Councilmen and G.L. Rosborough, Mayor Frank Thompson, Town Attorney J.D. Brotchie, Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, Mr. Adams and went immediately into session for Public Hearing on re-Zoning of certain lots along -East C-ast. Drive north of 10th St. and Selva Marina to Residence '-A", and certain $alt-air lots to Residence "B". There was . no one present objecting and after discussion upon motion of Mr. Kirby . seconded by-Mr. Bremer an• Ordinance- amending Zoning Ordinance $50 was - passed on third and final reading. Proof of Publication covering notice of this Public Hearing is attached hereto' and made a part of these minutes. Minutes of -the regular meeting of, February 11th, 1952 were read and upon motion: of Mr. Bremer, seconded by Mr. Thames were approved. • Mr. Adams presented a request from Mrs. Gladys Evans, owner of Block 51 Section -"H" that her property be- re-zoned to Business "B" to allow for the erection of a motor court. This property is located on May- port Rd. just south of Levy Rd. and is at present zoned as Residence "D". It was the con8census of opinion that all the property along Mayport Rd. should be zoned Business "B", and after further discussion and upon motion of Mr. Kirby, seconded by Mr. Thames an Ordinance amending Zoning Ordinance #50 by making Mayport Rd. Business "B" from Atlantic Blvd. to the Town Limits was passed on first reading by title, upon motion of Mr. Thames, seconded by Mr. Bremer it was passed on second reading. The Town Clerk was dirented to publish the necessary notice of a Public Hearing on this re-zoning for April 14th, 1952. Upon motion of Mr. Thames, seconded, by Mr. Bremer Ordinance 0147 covering requirement of a $50.00 deposit by Contractors to secure and indemnify the Town against damage to public property arising out of work done in or about said construction or impaovement, was passed on thrid and final reading. Upon motion of Mr. Kirby, seconded by Mr. Bremer approval was confirmed of the transfer of the beer license from Lloyd K. & Mary McCabe Boussie of the Hide Away, to Robert Hupp, Owner. The Town Clerk advised that the Girvin property Section 40 was listed on the 1951 Tax Roll in error, as this property is no longer in the Town limits since the passage of the Legislative Act which moved the west boundary line ol the Town eastwggrd to exclude the marshland. Upon motion of Mr. Tames, seconded by Mr. Kirby approval was given ,dor the Town Clerk to refund the 1951 taxes collected from the Girvins, and to take the property off the Tax Roll. Mr. Bremer presented a plan for the Town to have a celebration on Sunday afternoon, April 20th to open the season at the beach. Believe that Jack- sonville Beach is going to have theirs on April 27th, and it was brought out that it would be better for Atlantic Beach should have theirs on a separate day. Mr. Bremer advised that we can get Fletcher Band for music and the Model Airplane-,Club in Jacksonville will have a showing of model planes, and it would he nice to have trophies. He estimated it would take approximately $25. to cover. There was a discussion and upon motion of Mr. Thames, seconded by Mr. Kirby April 20th was decided upon as Opening Day for Atlantic Beach and $25.00 for trophies was approved. Mr. Bremer was appoint4d to take charge of the arrangements. The Town Clerk reported. that Seawall Bonds # 142 and 143 with attached coupons # 37 and 38 have been redeamed and cancelled. Upon motion od Mr. Bremer, seconded by Mr. Thames approval was given for these bonds to be destroyed by fire. I The Treasurer's report was presented and upon motion of Mr. Kirby, seconded by Mr. Bremer was approved with the following balances: General Fund Balance 2-29-52 $8,920.43 Seawall Fund " " 906.28 Waterworks " if II 5,697.75 Cigarette " " II 421.88 Upon motion of Mr. Kirby, seconded by Mr. Bremer approval was given to transfer to the General Fund monies due that fund by the Waterworks Fund. The bills were studied and upon motion of Mr. Bremer, seconded by Me.
