COUNCIL HELD AT THE TOWN HALL ON MONDAY, APRIL 14TH, 1952 AT R P.M.

The meeting was called to order by the President, Mr. Adams and
went immediately into session for Public Hearing on Re-Zoning
Mayport Road to Business "B", from Atlantic Blvd. to Town Limits
for a depth of 350 feet on each side of the road. There werennoo -':,; )
objections and after discussion upon motion of Mr. Thames, seconded
by Mr. Kirby Ordinance No. 148 entitled " An Ordinance Amending
Zoning Ordinance #50, etc." was passed on third and final reading.
Minutes of the regular meeting of March 10th, 1952 were read and
upon motion of Mr. Kirby, seconded by Mr. Thames were approved as
read.
Application was considered from Mr. Angelo Ponti for the transfer
of the beer license at the Hideaway from Mr. Robt. Hupp to himself.
There was a discussion and upon motion of M!r Mason, seconded by
Mr. Kirby the matter was referred to the Laws and Rules Committee
for decission.
Application was received for the transfer of E.D. Wood's liquor license
to Mrs. John Henry Wynn, 2251 Myra St. , Jacksonville. This license
is located at the Sandbar and will be operated by Mrs. Wynn's son,
Mr. Lester Tyndall. There was a discussion and upon motion of Mr.
Kirby, seconded by Mr. Bremer the matter was referred to the Laws
and Rules Committee for investigation and decision.
The question of the names of the streets in Section "H" was discussed
and the fact that it was confusing having numeral streets out there
that do not co-incide with the numeral streets in the main section
of Town. Also there has been objection to the flower named streets.
The matter was referred to the Town Manager to ascertain what names
the peop'e in the section would like to have.
Mr. Adams advised that a man from the City of Jacksonville had offerred
to revise our street numbers in line with the system used in Jacksonville
and outlying areas and plot them on a map for us without charge. It seems
the City of Jacksonville Electric Dept. feel there EOM some discrepencies
andduplications in our street numbers, but we do not know of any, as
our numbers are given out in line with Ordinance covering same. It is
believed the confusion is due to Section "H" streets having numeral
names known as "west 1st", etc. The matter was discussed, and upon motion
of Mr. Bremer, seconded by Mr. Kirby the Town Manager was instructed to
rectify and errors in our present numbers, and work out whatever arrange-
ment he felt advisable with the City of Jacksonville man.
A letter was read from the Junior Chamber of Commerce relative to blood
donors for the armed forces . The American Red Cross unit will be at the
Beaches onApril 16th, 1952, and they hope to have 300 pledges for blood
donors for that day.
A letter was received from Mr. C.E. Young requesting that we take an ad
in the program of the colored PTA of the Jacksonville Beach School #144
to which our colored children of Atlantic Beach go. Upon motion of
• Mr. Bremer, seconded by Mr. Thames approval was given for a $10. ad in
the program from the Mayor's Fund and subject to his approval. Mr.
Rosboroug_h instructed the Town Clerk to take the ad from his Fund.
Upon motion of Mr. Bremer, seconded by Mr. Thames the Council went on
record as approving April as Cancer Control month in line with the
Mayor's Proclamation.
Upon motion of Mr. Kirby, seconded by Mr. Mason the following Resolution
was approved and adopted:
WHEREAS, the Town Council of Atlantic Beach, Florida, through
the Duval County Engineer' s office, has made surveys of a drain-
age outfall on Sherman Creek in the Town of Atlantic Beach from
the Plaza to a point on Sherman Creek approximately one mile
thence across low ground and connecting ponds to a point at the
intersection of the old and new Mayport Roads, thence North and
West to Puckett Creek (tidewater) , and
WHEREAS, at large expense to the1bwn a considerable amount of
work has been done both East and West of the Mayport Roads toward
the completion of this drainage outfall ditch:
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND THE TCW N COUNCIL OF
THE TOWN OF ATLANTIC BEACH, FLORIDA,
That adequate provision be made by the S tate Road Department to
provide a ditch from the old and new Mayport Roads of sufficient
depth, presumably tidewater, U.S.C .& G. Grade Zero (0) , to take
the place of the Town's present outfall ditch, in connection with
re-location of State Road AIA, Section No.7224-301, and
That copies of this resolution be forwarded to the State Road
Department, State of Florida, and the Board of County Commissioners,
Duval County, Florida .
This Resolution was presented to the County Commission at their meeting
and Mr. Brotchie reportegl on same.
Upon motion of Mr. Bremer, seconded by Mr. Kirby approval was given for
payment of a $10. ad for Fletcher Band Parents Association show, same to
be paid from the Mayor's fund subject to his approval. The Mayor approved.
Mr. Harcourt Bull reported on the airport, and advised that the Jacksonville
Beaches Chamber of Commerce has sent Petition to the Civil Aerinautics
Board to renew the certificate of convenience and necessity to the Southern
Airways, Inc. with a view that the Beaches will be included in their schedule
if and when airport facilities are available. Upon motion of Mr. Bremer,
seconded by Mr. Mason, the Council went on record as approving this Petition
as presented.
The matter of water rates in the Town was discussed and ±eferred to the
Public Works Committee for study and recommendation to the Council at soon
as can he ready.

of Mayport Road is attached hereto and made a part of these minutes.
