07-22-52 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOM HALL ON TUESDAY, JULY 22, 1952 AT 9 P.M. Present: E. Gerry Adams D.W. Bremer W.G. Kirby, Councilmen and G.L. Rosborough, Mayor Frank Thompson, Town Attorney J.D. Brotchie, Tewm Manager Adele S. Grape, Town Clerk The meeting was called to order by the President, Mr. Adams. It was reported that Mr. Russell is better following his attack of July 15. At the suggestion of the Mayor and Council he went thru the clinic at the Riverside Hospital, and upon motion of Mr. Kirby, seconded by Mr. Brener the following bill was approved for Payment: Riverside Hospital $171.25 Upon motion of Mr. Kirby, seconded by Mr. Bremer the following Resolu— tion was adopted: WHEREAS, Warrant # 12840 made payable to L.J. Shepherd in amount of $4.50 has been lost, NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, that The Town Clerk be instructed to void said warrant and issue a duplicate warrant to Mr. Shepherd. The paving of portions of 1st, 2nd, 11th and 12th Sts., East Coast Drive and Plaza was next discussed. Upon motion of Mr. Kirby, seconded by Mr. Bremer Ordinance # 150 was passed on 3rd and final reading. Upon motion of Mr. Bremer, seconded by Mr. Kirby the following Resolution was adopted covering the paving of these portions of streets: • A b in a newspaper of general circulation published in Duval County, Florida, the Town Council having ascertained and determined that there is no newspaper of general circulation published in said Town. Section 9. This Resolution shall take effect immediately upon its passage. Passed and adopted by the Town Council and referred to the Mayor, this g , 1952 . attest: / /y'. , , Town C lerk An-proved this July Z , 19 52 Upon motion of Mr. Kirby, seconded by Mr. Fremer the following Resolution covering the "call for bids" was adopted: RESOLUTION RESOLUTION Of the Town Council of the Town of Atlantic Beach, Florida, authorizing the call for bids, furnish- ing the materials, equipment and labor required for the paving of certain streets of said Town as provided for by Ordinance No. 150 and Resolution of said Town Council pursuant thereto. BE IT RESOLVED by the Mayor and Town Council of the Town of Atlantic Beach, Florida: That bids be called for by said Town for the furnishing of all materials, equipment and labor required by said Town for the paving of those certain streets of said Town as provided for in Ordinance No. 150, heretofore adopted by the Mayor and Town Council of said Town on July ./ 22, 1952 and Resolution of said Council pursuant thereto, said work and '� improvement to be done and constructed in accordance with the plans and specifications attached to and made a part of said Ordinance and on file in the Office of the Town Clerk of said Town, such bids to be received by said Town up to and until 5 o'clock P.M. of the 11th day of August, 1952. BE IT FURTHER RESOLVED that the Town Attorney be and he is hereby directed to prepare appropriate form of call for bids and such other instruments and documents as may be appropriate to comply with the above requirements and deliver the same to the Town Clerk, who shall give public notice of the Town's request for bids by publishing such call for bids one time at least 15 days prior to August 11, 1952 in a newspaper pf general circulation published in Duval County, Florida. Meeting 7-22-52 Pg-2 Upon motion of Mr. Bremer, seconded by Mr. Kirby the following Resolution was adopted providing for publication of Special Assessment Rollon street paving, and setting August 11, 1952 as date for Equalization Board on said Roll: NOTICE• TO: ALL PROPERTY OWNERS OF AND IN THE TOWN OF ATLANTIC BEACH, FLORIDA, 4nterested in those certain Special Assessments shown and set out in the hereinbelow appended Town of Atlantic Beach Assessment Roll in accordance with the Reso- lution of the Town Council of said Town adopted July 22, 1952. You and each of you will please take notice that at 8 o'clock P.M on August 11, 1952, in the Town Hall of and at the Town of Atlantic Beach, Florida, complaints will be heard with reference to the here- inabove mentioned and hereinbelow described special assessments; and at said time and place the Town Council of said Town will sit as an Equalization Board and after said complaints have been heard as afore- said and any needed and reasonable adjustment made with respect to any assessment on any particular lot or parcel of land as shown on said Special Assessment Roll, the said Roll will then and there be finally wapproved and confirmed by said Town Council. RESOLUTION RESOLUTION providing for publication of 'copy of the Special Assessment Roll for the Paving of Portions of First,Street, Second Street, Eleventh Street, Twelfth Street, East Coast Drive, and The Plaza and providing for the publication of notice to all interested property owners: WHEREAS, the Special Assessment Roll for the Paving of Portions of First Street, Second Street, Eleventh Street, Twelfth Street, East Coast Drive, and the Plaza contemplated by resolution heretofore on July 22, 1952, adopted and passed by the Town Council of the Town of Atlantic Beach, Florida has been completed and filed with the Town Council the 22nd day of July, 1952. NOW, THEREFORE, BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH, FLORIDA: Section 1. A copy of said Special Assessment Roll shall be published once a week for a period of three (3) weeks in a newspaper of general circulation published in Duval County, Florida, it being hereby found and declared that there is no newspaper published in said Town of Atlantic Beach, Florida, Section 2. In the publication of said Special Assessment Roll there shall be attached to the copy of said roll a notice directed to all property owners interested in said assessments of the time and place where complaints will be heard with reference to said assessments and when said roll will be finally approved and con:'irmed by said Town Council sitting as an Equalization Board. Section 3. Complaints will be heard with reference to said assessments at S o'clock P.M. on August 11, 1952 in the Town Hall of and at said Town of Atlantic Beach. Section 4.
