08-12-52 v MINUTES OF THE METING TING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUFMAY, AUGUST 12, 1952 AT 9:30 P.M. Present 1111- E. Gerry Adams W.C:. Kirby R.S. Thames, Councilmen �1l.MED and MICT G.L. Rosborough, Mayor Fbank Thompson, Town Attorney J.D. Brotchie, Town Manager Adele S. Grape, Town Clerk The meeting wad called to order by the President, Mr. Adams, who called for the reading of the minutes. Minutes of the regular meeting of August 11, 1952 were read and upon motion of Mr. Kirby, seconded by Mr. Thames were approved. There being no old business for this Council to consider at this time, they went into session as a Canvassing Board to receive the report from the election officials covering the 1952 General Municipal Flection. 1111, The following Resolution was presented by Mr. Kirby, seconded by Mr. Thames and approved: WHEREAS, the Inspectors and the Clerk of the General Election held in Atlantic Beach, Florida on August 12, 1952 for the purpose of electing a Mayor, and five Councilmen, canvassed the votes cast and did make due returns of the same in words as follows: • !CERTIFICATE OF RESULT OF GENERAL ELECTION OF THE TOWN OF ATLANTIC BEACH, HELD TUESDAY, AUGUST 12, 1952, FOR THE PURPOSE OF ELECTING A MAYOR AND FIVE COUNCILi EN. TO THE TOWN COUNCIL TOWN OF ATLANTIC BE4CH DUVAL COUNTY FLORIDA We, the undersigned, being the Inspectors and Clerk 111A-0 conduct the General Election in the Town of Atlantic Beach, on Tuesday, August 12, 1952, for the purpose of electing a Mayor and five Councilmen, hereby certify that we conducted said election on said date, and counted the ballots cast for and against the candidates whose names are printed on the ballots and find the results to be as follows : The number of qualified voters, according to the Registration Book, Was 507 The number of such qualified voters who participated in said election, and who cast ballots in said election, Was 4/ /h/ The number of Ballots cast for John A. NOW THEJEFORE BE IT RESOLVED, That it is hereby unanimously voted that said returns be accepted as reported, AND BE IT FURTHER RESOLVE), and it is hereby found and determined by the Town Council of Atlantic Beach, Florida, acting in the capacity of a Canvassing Board, that a majority of the qualified voters, who par- ticipated in said General erection cast their votes in favor of the above candidates as follows: FOR MAYOR John A. Reid 336 FOR COUNCILMEN E. Gerry Adams 315 Norman A. Minchew 286 D. Wilmore Bremer 285 R.S. (Rex) Thames 29_2 Glover Weiss 216 and it is further found and determined that the above named candidates are elected to serve for the next two years. • The following Resolution was presented by Mr. Themes, seconded by Mr. Kirby and adopted: WHEREAS, the Honorable G.L. Rosborough has served the Town of Atlantic Beach as Mayor for the past twelve years , and as Councilman for four years previous to that, and has declined to run for re-election for a further term, NOW THEREFORE BE IT RESOLVED That the Town Council does hereby record their deep appreciation for his faithful and efficient serviced to the Town and extends to him their best wishes for his health and happiness. Mr. Rosborough expressed his appreciation for the Resolution and also the pleasure he has had in serving with the Councils, Town Officials and personnel. In line with the findings of the Canvassing Board, the following were sworn into office by the Town Clerk: John A. Reid, Mayor and E. Gerry Adams Norman A. Minchew R.S. Thames Glover Weiss, Councilman. (D. Wilmore Bremer, absent) The Mayor presided and called for nomination for President of the Council. Upon motion of Mr. Thames,` seconded by Mr. Minchew, Mr. E. Gerry Adams was elected as President. The meeting was turned over to Mr. Adams. Upon motion of Mr. Minchew, seconded by Mr. Thames, Mr. Glover Weiss was elected Vice-President. Upon motion of Mr. Thames, seconded by Mr. Minchew, Mr. Frank Thompson was appointed Town Attorney. The Mgyor recommended the anointment of '"r. A.H. Craig as Municipal Judge. Upon motion of Mr. Thames, seconded by Mr. Minchew this appoint- ment was approved as recommended. The Mayor recommended the appointment of Mr. J.L. Russell as Town Marshall, and Mr. Wade Hicks as Deputy Town Marshall. Upon motion of Mr. Thames, seconded by Mr. Minchew these appointments were approved as recommended. Upon motion of Mr. Thames, seconded by Mr. Minchew the firm of Blitch, Tyson & Meeks wave/ approved as auditors for the 1952 audit. Upon motion of Mr. Thames, seconded by Mr. Weiss Mr. Richard Hamilton was appointed as Tax Assessor,and Mr.Geo.U.Mo'.o,Jr. was appointed Town Treasurer. Mr. Weiss moved that all present Town employees be retained, this was seconded by Mr. Minchew and carried. There was a discussion as to the time for regular meetings, and upon motion of Mr. Thames, seconded by Mr. Weiss the 2nd Tuesday in each month was approved for regular meetings. The bids for the paving of portions of 1st, 2nd, 11th, 12th Sts.,East Coast Drive, and Plaza were opened at the meeting of August 11th, 1952 and tabulated as follows: B.B.
