HELD AT THE TOWN HALL ON MONDAY, JULY 9th, 1951 AT 8 P.M.

The meeting was called to order by the Vice-President, Mr. Bremer
who called for the reading of the minutes.
Minutes of the regular meeting of June 11th, 1951 were read and upon
motion of Mr. Mason, seconded by Mr. Kirby were approved as corrected.
The Call for Bids date was changed from July 9th, 1951 to July 14th,
1951 for final date to receive the bids.
Mr. Bremer recognized visitors present and called for any business
from the floor. Mrs. Louis Silver requested some help on the drainage
of their property at the corner of Mayport Road and Atlantic Blvd.
Mr. Brotchie advised that it would cost approximately $3000. to re-
pave at this place to correct the problem to where storm water would.

the matter further and see what can be done.
Mr. Kastner requested that the Council advise him as to what he can
do about his seawall problem. The seawall is broken in front of the
property adjoining his to the north, and he would like for someone to
get the property owners together so that their block can be fixed. The
Mayor advised that it is a block project and someone has to work it
up and be responsible. Mr. Adams and Mr. Brotchie are going to confer
with Mr. Kastner on this problem.
Felix White advised of the work they are doing with the children at the
colored playground. Hr advised the Mayor and Councilmen particularly to
be present at the services on Sunday afternoon, July 15th at 3 o'clock
when their contest will terminate with the crowning of a king and queen.
Mr. Kirby reported in regard to paving East Coast Drive in connection with
the Selva Marina sub-division project, that the Town cannot pave at this
time, as there is no money available in this year's budget, and cannot
make any promises as to next year's budget. The Council concurred with
this report.
Mr. George Bull advised that he has talked to Mr. Milam of the Neptune
Land Company who won property on the east side of East Coast Drive , and
they think they should go ahead and pave East Coast Drive from 12th St.
to 16th Street at their own expense. He requested the Council to pass
a Resolution that the Town will aocept the pavement for maintenance if
done according to its specifications and if it passes the Town's inspec-
tion. There was a discussion and upon motion of Mt. Mason, seconded by
Mr. Adams the following Resolution was adopted:

DUVAL COUNTY, FLORIDA, That
The Town will accept for maintenamce the paving of East Coast Drive from
12th to 16th Streets proposed to be done by the owners of the abutting
property at their sole expense, provided, that such paving is done in
compliance with Plans and Specifications to be first submitted to and
approved by the Town Manager, and upon completion thereof, found and
determined by said Town Manager to have been done and completed in ac-
cordance with such Plans and Specifications.
• Mr. Rosborough reported on the Neptune Beach Volunteer Fire Department's
Beach Patrol, and recommended that the Town contribute $200. towards this
project. There was a discussion and upon motion of Mr. Adams, seconded
by Mr. Thames the Mayor's recommendation was approved.
A petition received from Miss Doris Averitt for the re-Zoning of Blocks
19 and 22 from Res.idence A to Residence B was studied and discussed, and
upon motion of Mr. Mason, seconded by Mr. Kirby the matter was referred
to the Lawv and Rules Committee for further study and recommendation.
The Town Clerk was directed to write Miss Averitt of the action taken.
The mosquito question was next considered. Mr. Mason advised that Mr.
Frank Miller of the Miller Fog Company has quoted the rental of his
fogging equipment as follows:
TIFA Fog Generator unit only $3.0.00 per day
Compkete Unit on seep 15.00 per day.
Mrt Bremer repoeted on the meeting with the officials of the other
beaches relative to mosquito control. Dr. Morgan is to start the nec-
essary procedure .for making this area a mosquito control district.
There was further discussion of the rental of the machine to take care
of the immediate need, and Mr. Mason moved that we enter into an
agreement with Mr. Miller to rent theccomplete fogging unit on the
basis of his letter, that the Town Manager furnish the driver and that
we go ahead fogging at once. This was seconded by Mr. Thames and carried.
Mr. Mason moved that Mr. Russell be given $75. towards expenses to Peace
Officer's Convention in Miami on July 22-25th, seconded by Mr. Thames and
carried.
Upon motion of Mr. Kirby, sedonded by Mr. Mason, the following Resolution
was adopted:
WHEREAS, On Lots 493,494,495,496, 514, 515, and 516, Saltair, the County
pro-rated to the Town an amount for taxes thru the year 1949 only from
sale of "Reverted Lands", and
WHEREAS, These lots were County Lots for the years 1950 and 1951, and
WHEREAS, the amount paid by the County is not sufficient to pay the taxes
in full,
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN
OF ATLANTIC BEACH, FLORIDA, That
The following amounts be accepted and pro-rated against these lots for
the years 1932-1949:

Upon motion of Mr. Adams, seconded by Mr. Mason the Treasurer's Report
was approved with the following balances:

Upon motion of Mr. Thames, seconded by Mr. Mason the $938.29 collected in
the Special Seawall Emergency Fund since first of the month, be transferred
by the Town Clerk to the General Fund as partial payment of amount spent
by the General Fund On Special Seawall Emergency Bills.

paving of 2nd,3rd,7th,8th Streets and Sherry Drive (portions thereof) is •
attached hereto and made a part of these minutes.
