07-17-51 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, JULY 16 E, 1951 at 8 P.M. with Mr. R.S. Thames and Mr. W.G. Kirby present. For lack of a quorum the meeting adjourned to Tuesday, July 17th at 8 P.M. upon motion of Mr. Thames, seconded by Mr. Kirby. Also present: G.L. Rosborough, Mayor, Frank Thompson, Town Attorney, J.D. Brotchie, Town Manager and Adele S. Grape, Tomr Clerk. MINUTES OF THE ADJOURNED MEETING CF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON TUESDAY, JULY 17th, 1951 at 8 P.M. Present: E. Gerry Adams D.W. Bremer D.P. Mason W.G. Kirby R.S. Thames, Councilmen and G.L. Rosborough, Mayor J.D. Brotchie, Town Manager Adele S. Grape, Town Clerk The meeting was held for the purpose of considering the bids on street paving received in response to Call for Bids as published in the Florida Times Union on June 20th, 1951, proof of publication(certified) is attached hereto and made a part hereof. Also attached hereto and made a part of these minutes is the certified proof of publication of the Resolution providing for the paving and improvement of a portion of 2nd, 3rd, 7th, 8th Streets and Sherry Drive. NOW, THEREFORE , BE IT RESOLVED BY THE TOWN COUNCIL OF THE TCWN OF ATLANTIC BEACH, FLORIDA: Section 1. A copy of said Special Assessment Roll shall be published once a week for a period of three (3 ) weeks in a newspaper of general circulation published in Duval County, Florida, it being hereby found and declared that there is no newspaper published in said Town of Atlantic Beach. In the publication of said Special Assessment Roll there shall be attached to the copy of said roll a notice directed to all property owners interested in said assessments of the time and 0 place where complaints will be heard with reference to said assess- ments and when said roll will be finally approved and confirmed by said Town Council sitting as an equalization board. Section 3. Complaints will be heard with reference to said assessments at $ o'clock P.M. on August 13, 1951 in the Town Hall of and at said Town of Atlantic Beach. Section 4. At said time and place the said Town Council of said Town will sit as an equalization board and after said complaints have been heard as aforesaid and when needed and reasonable adjustments made with respect to any assessment on any particular lot or parcel of land as shown on said Special Assessment Roll, the said Roll will then and there be finally approved and confirmed by said Town Council. Section 5. The notice provided for in Paragraph "2" above shall be in substantially the following form: WHEREAS, the Town Council of the Town of Atlantic Beach, Florida did duly advertise for bids for the furnishing of all labor, materials and equipment required by said town for the paving and improving of those parts or portions of those certain streets as particularly described in Resolution dated June 11, 1951 of said town, and WHEREAS, in response thereto the said Town Council received bids for the same, which bids were duly opened, read, tabulated and considered by said Town Council, NOW, THEREFORE , be it resolved by the Town Council of the Town of Atlantic Beach, Florida, that: Duval Engineering & Contracting Company, a corporation, is hereby determined to be the lowest responsible bidder for the furnishing of all said labor, materials and equipment required by said town for said work and that the said bidder is hereby awarded a contract for the furnishing of all said labor, materials and equipment at the price of $_11,912222___ to be paid in manner set forth and specified in Specifications for said work, said contract to be in the form specified in the call for bids, a copy of which form of contract is on file with the Town Clerk. BE IT FURTHER RESOLVED, that E. Gerry Adams, as President of the Town Council, and Adele5.Grage, as Town Clerk, be, and they are, hereby severally authorized and directed to sign, execute, attest and deliver such contract for and on behalf of said town. BE IT FURTHER RESOLVED, that this resolution shall take effect immediately upon its passage.
