04-10-50 v MINUTFS OF THE REGULAR MEETING OF THE ATOANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, APRIL 10TH, 1950 AT B P.M. Present: • F.P. Ganzel W.G. Kirby R.S. Thames, Councilmen and G.L. Rosborough, Mayor Frank Thompson, Town Attorney J.D. Brotchie, Town Manager Adele S. Grage, Town Clerk The meeting was called to order by the President, F.P. Ganzel, Who called for the reading of the minutes. Upon motion of Mr. Ganzel, seconded by Mr. Kirby the minutes of the regular meeting of March 13th, 1950 were approved as read. Upon motion of Mr. Ganzel, seconded by Mr. Kirby the minutes of the adjourned meeting of March 21, 1950 were approved as read. Upon motion of Mr. Kirby, seconded by Mr. Thames the minutes of the adjourned meeting of March 22, 1950 were approved as read. IIIMr. Ganzel recognized visitors present and asked for any business from the floor. Mr. Harley Deloach was present, and talked to the Council about fire insurance and requested that a letter be written to the Insurance rate bureau , to-gether with a plat of the Town showing the existing vater mains, fire plugs, etc. requesting that they analize and make recommendations for reducing fire rates. Mr. Thames moved that this be done, seconded by Mr. Kirby and catried. Upon motion of Mr. Kirby, seconded by Mr. Thames approval was given to refund Dora Dixon $4.86 which covers overpayment on Receipt #4485. Upon motion of Mr. Ganzel, seconded by Mr. Kirby approval was given to accept Mr. Foreman's payment of Saltair Street Improvement lien without interest, as he did not receive the statement sent to him. His payment is covered by receipt # 4884. Upon motion of Mr. Kirby, seconded by Mr. Thames approval was given for Town Clerk to destroy by fire Seawall. coupons #33 from Bonds 139-150,inc. which were redeemed on April 5th, 1950. Mr. Ganzel gave a survey o f the Town's financial condition at this time, and advised that he felt it was very good. Upon motion of Mr. Kirby, seconded by Mr. Thames the bid of Duval Engineering and Contracting Co. in amount of $4670. be accepted on Items 1 and 4, and contract be signed as covered by Resolution • of March 22, 1950. There was a discussion of the sidewalk to the postoffice, and upon motion of Mr. Kirby, seconded by Mr. Thames the Town Manager was instructed to get 3 bids , with reservation to reject all, and report to council. Upon motion of Mr. Kirby, seconded by Mr. Ganzel approval was given for payment to the County of $2000. to :over Town's `share of paving between 7th and 10th Sts. on Ocean Boulevard. Mr. Johhson reported that it would cost about $2000. to put in the street lights wanted in the colored section, and we would also have to pay fornthe current used. After discuEEior, the Town Clerk was instructed to write the Women's Auziliary of the Colored Chamber of Commerce explaining that the cost is prohibitive at this time to put in the street lights, upon motion of Mr. Ganzel, seconded by Mr. Kirby. Mr. Brotchie is to go ahead on tank repairs, and he advised that he had received a new bid from the Tank Maintenance Co. revising their figure downward. Mr. Johnson advised that we need a new roof on the aereation 11110 basin before summer, and Mr. Brotchie is to lokk into the matter. Since the Seawall Emergency accounts payable have been paid in full out of the General fund, approval was given, upon motion of Mr. Kirby seconded by Mr. Thames, to transfer the balance of $771.50 from Special Seawall Emergency to General Fund. Upon motion of Mr. Kirby, seconded by Mr. Thames the resignation of Mr. J.A. Tischer as Town Treasurer was accepted with regrets. Upon motion of Mr. Ganzel, seconded by Mr. Kirby, Mr. George Mozo, Jr. was elected Town Treasurer. Upon motion of Mr. Thames, seconded by Mr. Kirby, the Town Clerk was directed to retire one seawall bond. Upon motion of Mr. Kirby the meeting adjourned from day to day. F.P.
