10-23-50 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON MONDAY, OCTOBER, 23rd, 1950 AT 8 P.M.

The Council went into session as Equalization Board for 1950 Tax Roll,
following the call to order by the President, Mr. Adams. Proof of Publi-
cation covering notice of meeting of Board of Equalization as furnished
by the Jacksonville:,Jburna7 is attached to these minutes and made a part
thereof.
'Tr. Mason moved that the complaints be received and heard, then referred
to the Tax Assessor to consider with the Council in executive session.
This was seconded by Mr. Thames and carried.
Mr. John Gurtler protested the assessment on his project , Lots 23,25,27,
29, 30, 32 thru 35, and Wi 28 & strip west of 34 & 35, Block 5. He felt
that the assessment should be made lower to make up for the larger assess-
ment last year, then evened off next year. Mr. Hamilton advised that he
had used the information furnished by Mr. Gurtler and made the 1950 assess-
ment accordingly.
Mr. Frank Keinath protested the assessment made on his restaurant Bldg.
on Lots 055-858 Saltair.
Mr. 0.M. Ball protested on last year's assessment , but was advised that
his assessment had already been reduced by $550. on the 1950 Roll.
A letter was presented from `4r. Harcourt Bull requesting equalization
between his property on Lot 4, Block 44 and Pttof;?t & 30, Block 9,
Ft. of Lot 32 and 34, Block 8 , and Lot 7 Sherry Terrace.
There being no further complaints, Mr. Mason moved adjournment for a short
recess, before going into executive session.
The Council went into session with the Tax Assessor and carefully considered
and studied the complaints received on assessments and took action as
follows:
Upon motion of Mr. Bremer, seconded by Mr. Kirby, the Gurtler property to
remain same as listed on the Preliminary Tax Roll for 1950.
Upon motion of Mr. Bremer, seconded by Mr. Thames, the Keinath restaurant
assessment to be adjusted by reducing the alterations to $100., and the
restaurant building to $3500.
Upon motion of Mr. Mason, seconded by Mr. Bremer, th$ property referred
to in Mr. Bull's protest were assessed as follows:
Lot 4, Block 44 $5500.
Pt of Lt. 28 & 30, Block 8, 25300.
Pt. of Lt. 32 & 34, " 8, $5300.
Lot 7, Sherry Terrace , $5300.
The Council next adjourned into business session for consideration of
other Town business.
11, Mrs. Rosi: Silver requested the Council to take some action to correct
the water condition at the corner of Mayport Rd. and Atlantic Boulevani,
as there must be very poor drainage, or something at this point. Upon
motion of Yr. Mason, seconded by Mr. Bremer the matter was referred to the
Public Works Comnitt*e.
Upon motion of Mr. Mason, seconded bv Mr. Bremer the following bills
were approved for payment:

Mr. Brotchie advised that Mho McDaniel of Duck-Inn had requested
that if possible, the Town would furnish him with water from the
Saltair well. He is building on the southside of Atlantic Blvd.
There was a discussion and upon motion of Mr. Mason, seconded by
Mr. Kirby the Town Manager was directed to advise Mr. McDaniel that
it is not considered advisable to do at this time, and would suggest
that he contact Town of Neptune Beach for this service.
Upon motion of Mr. Mason, seconded by Mr. Bremer, the Council expressed
their appreciation ;o Mr. Richard Hamilton for the time and effort he
spent on the 1950 Tax Roll.
The condition of the seawall at 16th St. was discussed and the Town Man-
ager was directed to investigate and get cost estimate and report back
to the next meeting.
Mr. Brotchie advised that the Town could repair and widen the sidewalk
at the business district on Ocean Blvd. in front of the Clarson buildings
for about $130. which would improve the condition and looks of the
Town entrance very much. There was a discussion and upon motion of
Mr. Bremer, seconded by Mr. Mason, the Town Manager was authorized to
widen and repair this sidewalk for the Town.
The condition of the ramp at Atlantic Boulevard was discussed, and
the importance of a good, substantial approach to the beach was
brought out, and upon motion of Mr. Mason, seconded by Mr. Kirby,
it was decided that letters be written to the County Commissioners
and the State Road Dept. requesting that immediate action be taken
to replace this ramp, as soon as possible.
The Finance Committee next presented the Budget for the year. 1950-1951,
which was studied and discussed in detail. Upoh motion of Mr. Bremer,
seconded by Mr. Mason the following budget for the year 1950-51 was
adonted•

Ordinance #135 entitled " AN Ordinance to approve and adopt the Tax
Assessment Roll for 1950, etc." was read by the Town Clerk, and upon
motion of Mr. Kirby, seconded by Mr. Bremer it was passed on third
and final reading. Upon motion of Mr. Mason, seconded by Mr. Kirby
•
there was levied for all Town purposes for the year 1950 a tax of
12 mills. The Town Council has ascertained and determined that it is
unnecessary to levy any tax for the year 1950 for the purpose of paying
Seawall Bonds or interest thereon, and therefore, no tax for such pur-
pose is levied.
The Town Clerk advised that there is no house on part of Lot F(N1),
Block 15, Donner's sub-division belonging to Nettie Jordan, and that
said improvement was put on the 1947, 1948 and 1949 Tax Rolls in error.
Upon motion of Mr. Bremer, seconded by Mr. Thames the Town Clerk was
directed to eliminate the said improvement from the 1947, 1948 and
1949 Tax Rolls.
Upon motion of Mr. Mason, the meeting adjourned from day to day.
