02-14-49 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, FEBRUARY 14 , 1949 AT $ P .M. Present : F.P . Ganzel D.P . IMiason D.W. Bremer, Councilmen and G.L. Rosborough, Mayor Frank Thompson, Town Attorney G.R. Frazier, Town Supervisor Adele S. Grage, Town Clerk T}_e meeting waF called to order by the president , Mr. Ganzel. Minutes of the regular meeting of January 24th, 1949 were read, and upon motion of 1,1r. i anon, seconded by Mr. Bremer they were approved aF read. Minutes of the adjourned meeting of February 1, 1949 were read and upon motion of Er. Mason, seconded by Mr. Bremer they were approved as read. Er. Bremer expressed his appreciation, and that of his family for the flowers and expressions of sympathy at the death of his father. Mr. Ganzel recognized visitors present and Tars. H.A. Holcomb asked permission to build a two story garage apartment on rear of their Lot 6, Block 11 . At present they have a duplex on the front of this lot , and in line withZommng Ordinance only a one story garage with servants quarters are allowed on the rear. Mrs. Holcomb presented a sketch of the building they wish to construct . There was a discussion of the matter and it was turned over to the Laws & Rules Comr,1ittee for report and recommendation. The Treasurer's report was read and upon motion of Mr. Mason seconded by ir. Bremer, it was approved. Grage(2 bags cement ) 2.60 Tresca, the Florist ) 10.00 1526.19 Upon motion of Mr. Mason, seconded by Mr. Bremer the Town Clerk was authorized to pay[ the note at the Atlantic National t Bank covering the Stevens Southern Co. Inv. 4$$03 in amount of $1904.96. Upon motion of Mr. Bremer, seconded by Mr. Mason the Town Clerk was .instructed to write letter to each member of the Citizens Waterworks Comr;ittee, the Citizens Drainage Committee and the Street Light & Electric Committee, thanking them for the good work done by these committees, expressing appre- ciation of the time and effort spent.. Also, to write the chairman of the Street Committee and ascertain if that committee has a report and if they were ready to meet with the Council. Upon motion of Mr. Bremer, seconded by Mr. Mason, it was decided to take the $100. deductible insurance policy on the police car only. Upon motion of Mrl Mason, seconded by L r. Bremer it was requested that Mr. Rosborough see Mr. Payne in an effort to collect his outstanding taxes and assessments, as the Town gives all of _their insurance to his company. A letter was read from General Mills , requesting information as . to when they might expect to receive the balance due them on the Seawall Emergency account . The Clerk was instructed to_ write and advise them our policy on liquidating these accounts. A Resolution received from the Atlantic-Neptune .Business Club relative to traffic on the Atlantic Beach Highway , was read and discussed. It was brought out in the discussion that Atlantic Beach has traffic jurisdiction over streets and roads adjacent to the Town limits, and that our speed limit of 25 MPH would apply on the highway from the canal eastward. Upon motion of Mr. Mason, seconded by Mr. Bremer the Town Clerk was instructed to write a letter to the A & N. Club advising that the speed limit. is 25 MPH on that part of the highway under the Town's jurisdiction and that the Town Marshall has been instructed to make every effort to enforce same. , and that a copy of letter be sent to the Town of Neptune Beach asking their co-operation in this matter. Also , that adequate signs be placed on the road between Salt Air Boulevard and East Coast Drive . A petition was considered from Mrs . Jonnie Norris to operate an antique shop in the rear of J.T.G. Crawford's place on Beach Ave . In line with the present Zoning Ordinance this cannot be done . Mr. Thompson advised that in regard to the charter changes, he has drafted papers on changing the. Bond section, the warrant system, ' and the streets . He will have ready by the next meeting. There was a discussion on the old incompleted structure on Lot 19, Block 7 located on 6th street , and upon motion of Mr. Mason, seconded by Mr. Bremer the following Resolution was adopted in line with Ordinance #63: BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEAHH, DUVAL COUNTY, FLORIDA, thatIlk The Structure on Lot 19, Block 7,- Atlantic Beach be and the same is hereby declared to be a nuisance, dangerous and detrimental to the health and safety of citizens, and that , The Town Clerk be instructed to notify the record owner to remove said structure or to make same conform to the building code and Zoning Law of the Town as outlined in Ordinance #63. Mr. Rosborough advised that Er. 1.1). :yams asked that he bring to the Council the information that a meeting was being held at the Jacksonville Beach City Hall on Tuesday afternoon, February 15th at 4 o' clock to talk over with Bus Officials the new increased bus rates to Jacksonville. There was a discussion of the subject , and upon motion of F-Ir. Mason, seconded by _Mr. Bremer t e fo llowing Resolution was passed to be sent to Mr. Sams , and7riY of the officials who could would attend the meeting: WHEREAS, the Jacksonville Coach Cotn.pany has only recently increased bus fares to and from the City of Jacksonville, and WHEREAS , subsequent to that said increase the said Jacksonville Coach Company han failed to im- prove its services to the Beaches or the equipment used by the said Company, and WI{ERLJ1S , the said Jacksonville Coach Company now proposes another increase in bus fares, ?&W BE IT R45OLV D BY T}1} S YUR AND TCiN COUNCIL OF THE TURN OF ATLANTIC BEACH, DUVAL C;U!TT, FLORIDA , That, the proposed new increase in bus fares is strenuously objected to, and furtherr:' re by reason of the previous increase it is felt tbw4t before any further rate .increases should be undertaken the service and equipment should first bi improved. Mr. Frazier reported on meeting with Mr. J.B. Bailey of the Hercules Powder Co. hlr. Bailey spent some time with Er. Frazier to-day studying the drainage situation. Lr. Bailey feels that further drainage east of I Iayport Road will be useless , unless adequate culvert or bridge is placed at the I•'iayport Rd. A letter from Er. Bailey was read and discussed. Upon motion of Mr. Mason seconded by Mr. Bremer Mr. Bailey's letter was referred to the Public Works Committee for study with other drainage data . Mr. Mason asked if we had heard from the Chamber of Commerce relative to housing accomidations for the navy families, and was advised that we had not. Er. Ganzel advised 1 r. George Bull that the waterworks matter was still tabled and we would not be able to tell him anything about the site for at least another two weeks . Mr. Bull advised that he thought it possible to leave open for 2 weeks . Mr. Frazier' s monthly report was discussed and filed. The Council advised I•Ir. Frazier to go ahead with the work on 15th St . Ramp, as it seems the materials are now availble . There was a discussion of I r. Frazier' s re co_mneddations for building to house the new equipment and also remodeling the Town Hall to provide office space for the Town Clerk . Upon motion of 11r. Bremer seconded by Mir. Mason, the Town Supervisor was instructed to get 2 or 3 bids on getting the building constructed and the remodeling done , and when received to turn over to the Finance and Taxation Committee for study and recommendation. 110 The part of Supervisor's report pertaining to the dams found in the drainage ditch. Iir. Bremer said •he would like to offer a $25. reward for offenders who deface and molest property. The quest ion was raised by Mr. Out ler, Jr. as to whomSherman Creek belonged Vv. Mr. Thompson advised that Sherman Creek was a natural waterfall, and constituted a drainage for the community and therefore must be kept open. It was brought out that the Town' s money was being spent on .this drainage program, and it is important that this creek be kept clear . A Bill was presented by Mr. Parsons in amount of $67 .50 to cover rental of bulldozer on drainage culvert at Mayport Rd. Upon motion of Mr. nason, seconded by Mr. Bremer the bill was approved for payee nt . There was a discussion of garbage collection delinquents and it was agreed to allow a little more time for payments . Upon motion of Mr. Bremer the meeting adjourned from day to day. F.P .
