MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL
HELD AT THE TOWN HALL ON MONDAY, I''1ARCH 14TH, 1949 at 8 P .M.

The meeting was ,called to order by the President , Mr. Ganzel,
who called for the reading of minutes.
The minutes of the regular meeting of February 28th , 1949
were read and upon motion of Mir. Mason, seconded by hr. Kirby
• they were approved as read, after Mr. Kirby' s name was added to
the list of those present .
Upon motion of Mr. Mason, seconded by Er. Kirby the Treasurer 's
Report was approved.
Upon motion of Mr. Kirby, seconded by Mr. Mason, the following

Mr. Ganzel recognized visitors present . Mr. Wm. Frey of
Saltair Blvd. presented to the Council a petition signed by
property owners and residents of the Saltair Section asking
that , due to the traffic on Atlantic Boulevard, a roadway
be cut through from Saltair Boulevard to the school on
Sherry Drive. There was a discussion of this , and it was
II/ brought out that Mr. Lohse' s offer to "throw-up" the road
when staked was still open. Upon motion of Mr. Rawls,
seconded by Ir. Kirby, Mr. Frazier was instructed to stake
out Park Ave. to the school grounds , and to advise Ir. Lohse
when ready.

It was reported that complaints have been received of signs
at the Lighthouse Service Station ,on Atlantic Boulevard at
the intersection of Saltair Blvd. These signs make a blind
approach into the main thoroughfare from Saltair Blvd. There
was a discussion, and Mr. Russell was instructed to request
the Ligthouse Station to move the signs back. The Town
Supervisor was instructed to place "stop" signs on Saltair
Blvd. where it enters Atlantic Blvd.
Mrs. Dunlap' s letter thanking the Council on beliall of the
Atlantic Beach Garden Circle for their interest , etc . was
read. Mr. Rawls reported that he is trying to secure a
boulder for the Garden Circle .
Mr. Thompson reported that the charter changes have been
advertised, and certificates of publication are attached
to these minutes .
Mr. Mason brought up the question of groins, .etc on the
beach, and there was a discussion. One of the charter changes
being sent to Legislature covers this matter.
Mr. Frazier reported that �S new street lights have been installed.
It was reported that Mr. Sollee and I r. Acosta plan to come to
Atlantic' Beach this week to go over the ditch and drainage
work.
Letters were read from the Atlantic & Neptune Busine-ss'Club
relative to traffic supervision on Atlantic Blvd. There was
a discussion, during which it was brought out that the children
who cross the boulevard going to and`from school,are children
from Neptune Beach , and that the traffic is heavy and super-
vision is needed. Upon motion of Ir. Rawls, seconded by lir.
Kirby, the Town Clerk was instructed to write the Atlantic &
Neptune Business Club acknowleding receipt of their letter ,
advising that the Mayor and Council are in favor of supervision
for the protection of school children , and want to co-operate
within our ability to do so .
A letter was read from the State Road Dept . thanking us for
our resolution.
The waterworks plans were next discussed. Upon motion of Mr .
Kirby, seconded by Mr . Bremer the Council action of January 2.4th ,
V 1949 approving the Town Park as the site for the pump and reser-
voir was rescinded.
Upon motion of Mr. Bremer , seconded by Mr. Mason the offer of
Mr. George Bull , President of the R .C.B. S. Corp. , was accepted
to purchase approx. 4.3 acres adjacent to the incinerator site
for a total of 41500., this site to be used for the water plant,
This offer was accepted in line with the conditions as set forth
in Mr . Bull 's letter of January 26th , 1949 .
Upon motion of Mr. Mason, seconded by Mr. Bremer , it was agreed
V to ask Smith-Gillespie , Engineers to re-work the flow plan along
the lines discussed, end give us a figure on that basis. Mr.
Ganzel and Mr . Kirby are to see Smith Gillespie Tuesday , the 15th
and go over the changes with them.
Mr. Gaezel advised Mr . Carrison of Clyde C. Pierce Corp. that we
do not know how long it will take to got the waterworks plans
modified.
There was a discussion of the offer of the County to " Black-tap"
and slag Ocean Boulevard from 10th St. north, if the Town would
prepare, the base. This offer was made to Mr . Kavanaugh by Mr .
Bob Gordon. There was a discussion, and upon motion of Mr. Mason,
seconded by Mr. Rawls, Mr. Frazier was instructed to see Mr.
Sollee, County dagineer, and advise him that we are prepared to 4111
go ahead end accept their proposition.
Certified copies of proof of publications on notices of intention
to apply for enactment of local legislation aro attached to
these minutes, and made a pert thereof.

Upon motion of Mr. Mason, seconded by Mr. Bremer , Gordon
Blitch, C .P.k. was approved as auditors for this year at
the same fee as last year, and they can corse in for a 6 months
audit on April 1st .
Mr. Carrison of Clyde Pierce Co. requested that the auditor
be asked to furnish them with the following information:
Assessed value - total ,
- homestead
Debt and reserve for debt payment
Taxes assessed - total
- mills
tt collected on current roll
rr .r " delinguent roll
Upon motion of Mr. Bremer, seconded by Mr. Kirby the auditor is
to be requested to prepare the above information.
Mr. Ganzel reviewed the work that has been done as set forth
on the report of August 24, 194$ which was made by the Public
Works Committee re : repairs to Seawall. The work to be done
by the City has been pretty well completed, but there are still
some private property owners who have not yet repaired.
There was a discussion of meeting dates, and upon motion of
I-Ir. Bremer, seconded by I'Ir. Mason it was i ecided to r;eet once
a month on the second Monday in the month. - on an adjourned
basis.
There was a discussion of the drainage condition at 9th St . and
East Coast Drive , and upon motion of MtP. Bremer, seconded by 14r.
Mason, Mr. Frazier is to get Mr. Durden to complete the survey,
and report back to Council, and also to submit to the Council
an estimate of the cost to correct this condition.
There was a further discussion of the Saltair Street paving, and
it was reported that the 19 lots owned by the Saltair Companys
were in favor of the paving and of the 10 remaining lots , 5 had
been heard from with 2 in favor of paving and 3 against . Of the
5 remaining ones , our letter had advised if they did not reply by
this meeting that it would be underr;tood that they were in favor
of the paving. Mr. George Bull advised that it was not proposed
that the Town should finance or put out any money on this pro-
ject , but that they, themselves would find a market for the liens
or arrange with the contractor to take . ir. Ganzel questioned if
100% could be charged against the property owners , and Mr. Thompson
advised that he thought that only the property owners would bene-
fit ; and not the Town as a whole , and thereof;e he thinks it possible
that 100% assessment against the property owners can be made. r.
George Bull again advised that he believed that the contractors
would take liens in lieu of money for the paving, as this is the
way it is handled at Jacksonville Beach, and that the Town would
have no financial obligations , and that they would endorse the liens ,
and put up property as collateral. There w as further discussion,
and upon motion of hr. Bremer , s econded by lir. Kirby, the Council
would go on record as faving the paving of the street , and the matter
was turned over to the Town Attorney to draw up the necessary
ordinance, and papers , making the assessments 100% against the
property owners , same to be referred back to the Council at the
next meeting for further action. The Call vote was : Mason,
Bremer, Kirby, and Rawls , "aye" ; Ganzel, "no".
Upon motion of Mr. Bremer the meeting adjourned from day to day.
