10-24-49 v MINUTES OF THE ADJOURN$D MEETING OF THE ATLANTIC BEACH TC ;'N COUNCIL HELD AT THE TOWN HALL ON MONDAY, OCTOBER 24TH, 1949 AT $ P.M. Present: F .P. Ganzel D.P. Mason R.S . Themes W.G. Kirby, Councilmen and G.L. Rdsborough, Mayor Frank Thompson, Town Attorney Adele S. Drage, Town Clerk The meeting was called to order by the President, Mr. Ganzel who called for any business from the floor other than Equali- zation. Mr. J .T. McCormick was present and appealed to the Council for a payment in full of their Seawall Emergency bill, as they are very much in need of funds at this time. He brought out the fact that had their original bill remained, rather than the reduced bill which they gave the Town, that we would have already paid them an amount on the percent basis which would have been more than this balance. There was a discussion, and upon motion of Mr; Mason, seconded by Mr. Thames approval was given for the payment of the McCormick bill in full in the amount of $954.99. The call vote was : Mason, Thames, Ganzel, "Aye" ; Kirby, "Nay". Mr. Kirby advised that he was in favor of paying all, if one was paid. Mr. Kirby moved that all bills be paid in full on the Seawall Emergency , no second. The financing of the new Dmdge truck to be arranged later. The Council next went into session as Equalization Board for the 1949 Tax Roll , Proof of Publication covering notice of meeting of Board of Equalization as furnished by the Florida Times Union is attached to these minutes and made a part thereof. Mr. Robt Debell advised that he felt the assessment on his property was too high, and not equal to other houses in the Town. His property is Wi Lot 14 and all Lot 16, Block 5. Mr. Kirby moved it be referred to Tax Assessor, seconded by Mr. Ma s o n and carried. Arriprotest was presented by P.S . Clarson on his Lots 5,6, 7, Block 35. He feels assessment high for income being received. Upon motion of Mr. Kirby, seconded by Mr. Thames this was referred to the Tax Assessor who will meet Mr. Clarson next Tuesday and go over the property, etc. with him. Mr. Rawls requested that the Tax Assessor review the assessment on his L6t 5, Block 30. This was referred to the Assessor upon motion of Mr. Mason, seconded by Mr. Thames. Mr. Chalmers Horne protested by letter and in person the assessments on the unplated strip lying west of Blocks 1, 2,3 & 4, and also his lots west of East Coast Drive are too high. Upon motion of Mr. Mason, seconded by Mr. Kirby this was referred to the Tax Assessor for study and recommendation. A protest from the Bull interests covering their holdings in • the Town was next considered. Mr. Harcourt Bill appeared in person and also had presented a detailed study and tabulation of the properties with assessments, values, and recommended assessments. There was considerable discussion, and upon motion of Mr. Mason, seconded by Mr. Hirby it was decided that ihcall fairness to everyone, the Council meet with the Tax Assessor and study. Mr. Hamilton advised that he had been over the land and felt there was adjustments needed. The chair appointed Messrs. Thames and. Mason to meet with Mr. Hamilton and make a study and recommendations. Mr. Panton recommended that new office furniture be purchased for the Town Clerk. He was instructed to get prices and report at next meeting. Mrs. Helen Higgin's request that she be oermitted to build outstairs on back of her place was discussed, and ergs referred to the Public Works Committee for recommdndations. It was announced that the County will paYe:thh Ocean \Blvd. from 7th St. to the Seminole Rd. Itbwill be good, satisfactory paving. The County will handle all the details of advertising,find letting bids, etc. The Town Clerk reported that interest coupons #32 from Seawall Bonds Nos. , 131, 132, and 137 thru 150 inc. had been redeemed. Upon motion of Mr. Mason, seconded by Mr. Thames, the Town Clerk was instructed and authorized to destroy by fire the above listed interest coupons.
