MINUTES CI THE REGULAR I'mETING HELD AT THE TON HILL MONDAY
JANUARY 12th, 1948 at 8 P.M.

The meeting was called to order by Mr. Travis , President . iho
called for the m' nutcs of previous meet' ngs .
Upon motion of Mr. Bull , seconded by Mr. Minchew , the minute:- of
the regular meeting of December 8th , 1547 were r:ppcoved.
Upon irotion of Mr. rlirichew, seconded by Mr. Bull, the minutes of
the adjourned meeting of December 11th , 1947, were approved.
Upon motion of Mr. Bull , seconded by Mr . Minchew, the minutes of
the adjourned meeting of December 17th , 1947 w.re approved.
Upon motion of Mr . Minchow , secor:ded by Mr . Bull , minutes of the
adjourned meeting of PecUiiber 2Thd, 1947 , were approved.
Mr. Travis recognized the visitors present and heard from them
before taking up the regular routine business.
Mr. Lada appeerod on behalf of Mr. Kirov and Lir. Gillette to get
information relative to using the drag line Al the Beach for sand.
They also wontej to know if the drag line loaned us by the Govern-
ment could be used by them. Mr. Travis advised that he had talked
to Mr. Gine, tte during the afternoon end told him that the drag
line was WAA surplus ond could not bo used by individuals. There
was a discuss' on as to the sand and it !las the ocin; on of Council
that no send should be removed from the Beach at this time . Mr .
Thompaon was rccucsted to give us a ruling at the next rileeting as
to the jurisdic' ' on on the Beach.
Mr. Lada also roouc;tee, information as to action the Town is going
to take on filling in the trot end at Third S' reet. Mr . Frazier
advised that the coad.ition} at Third rtrcct had appeared to be worse
since the tieback wall had been constructed there , but he did not
know whether ;this was the cause and did not wish to make any recom-
mendation. The mutter was referred to the Public "orks Committee .

on the electric light bills.. Mr. Travis read a letter which had
been received from the City Comm'iss" on of the City of Ja.ksonville
wherein they advised that they could do noth ' rg about reducing
the rates in Atluntic Beach as they could not discriminate against
other users . The poi: t was broaght out that it was putting too
much on the large tax payers who already pay heavy taxes and lunge,
licenses to the Town and whose electric bills arc already high .),
Mi'. Frazier suggested that a scale be worked out on the Utility

Mr. George Bull presented -moo Council '-he matter of drainage . He

advi sed that the County had made a survey of a proporea drainage
ditch going Hest and not using Sheerman Creel- in its entirety. Mr.
Bailey of the Hercules Powder Company -
has beer wer the pi aposed ditch and estimates that the cost of
blasting from the Muyliort Road to the marsh land , would be
t941 .5C. Mr. Frazier advised that his reckommendat-'on would be
for the Council to set un on overall drainage program before
starting wo_'k on any part of the ditch. Mr. Bull was asked to get
the estimate cost of joining present Sherman Creek to the ditch at
?1uyport Road . Then he receives this information, he is to turn
same over to the Finance end Taxation Committee iho will give
their recommendation to Council .

Mr. Borden of Smith & Gillespie talked to the C _uncil about the water-
works contract. He asked for specific informat'. on as to just what
r they wanted the contract- to cover and udvi sed he would prepare same
in lino with the informat' on received and pre-ent their proposal with-
in a fey, days .

A letter was read from the City of Jacksonville Beach asking for
assistance on the sower pipe which was iurnished at the Fletcher
High School stadium. Mr. Frazier aas asked to anis=aer the letter
advising them that the matter nad been referred to our Town
Attorney 'iho ruled that in line with our Charter , we could not
make donation: of this type. The Council was very much in
sympathy with this project and regretted that they could not
make a donation from the Town .
Mr. Frazier recommended that Leroy Johnson be put on at $100.00
per mont-i to take cure of reading meters , repairs to meters , set-
ting the meters, cure for rhe equipment at the pumping house ,
assist in fixing the bills and help on police work. There was a
discussion of this matter and Mr. Bull moved that this recommen-
dation be accepted, however, there was no second to this motion
and the matter was carried over to the next regular meeting. Mr
Minchew advised that he felt there should be a full attendance
of Council for the passage of this recommendat ' on.
Upon motion of Mr. Minchew , seconded by Mr . Bull , the Treasurer' s
report was approved. Balances were as follows:

purchase of the 1950 issue of the Seawall Bonds

Atlantic National Bank wis discussed!.. Mr. Travis advised
that Mr. Cranford had talked to him about the souiall money 1111
that had been transferred during the emergency to the general
furl . There was a discuss' on of this matter i nd upon motion
of Mr. Bull , seconded by Mr. Minchcw , the Town Clerk was instruc-
ted to transfer the monies back to the seawall fund that had been
used for emergency work . It les brought out in the discussion
that it vias the wish of the Council to carry out our arra--n gormen_t

tifieai:cr , therefore , upon motion of Mr . Bull, seconded by Mr.
Minchew , the following Resolution was passed:
RESOLUTION .
BP IT RESOLVED BY THE MAYOR AND TORN COUNCIL OF THE
TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA:
That, the surplus funds in the Seawall Account be used
for tho purpose of retiring Bonds now hold by the Atlantic
National Bank of Jacksonville, and
THAT, the President or Vice-President of the Town Council
and the Town Clerk bo and they aro hereby empowered in the
name of the Mayor and Town Council of the Town of Atlantic
Beach, Duval County, Florida, to do all things to carry
out the purposes of this Resolution.

The matter of uncollected seawall accounts was discussed and upon
motion of Mr. Bull , sucon_dcd by Mr. Minchew, the following Posolu-
tion covering certification to the Attorney of those seawuil ac-
counts that are tie or more installments in arrears for collect _ -on
without suit:

property assessments with interest and penalty interest the con

wholesale house in Jacksonville.
Mr. Allen's resignation as Town Treasurer, was reod.Affcr discussion,
Mr. Bull moved acceptance effective upon the selectIon of a successor.
This was seconded by Mr. Minchew end carried.
A letter was read from the Federated Garden Circles of the Beaches
requca'c_,-g that Ari offort be male t_ clean up streets in At-
lantic 'Beach. This was refcrredto the Public 'Yorks Committee.
It was requested that conditions that exist at the corner, in par-
ticular at the rear of the stores, be brought up at the next regu-
lar meeting.
Mr. Minchow reported that there had been no mee-: r0 with the Nee-.

but the plans wore to meet on tlVednesdoy, Januar 14th .
Mr. Frazier advised that he had not boon able to contact all the
companies on the 2%-10-day terms.
Mr. Leroy Johnson advised that due to a death in that ncar*iculur
department in the City of Jacksonville , he had not boon able to
contact the right person relative to a low-drain radio for the Po-
floc car. He will try to have some definite information by the
next Council meeting.
Upon motion of Mr. Bull , seconded by Mr. Minchew, an Ordinance ,en-
titled "AN ORDINANCE FIXING AND ESTABLISHING PULES GOVERNING THE
SALE AND DISTRIBUTION OF WATER BY THE TUN OF ATLANTIC BEACH,
FLORIDA, REGULATING THE SERVICE TENDERED CONSUMERS THE'EDF; PPOVIDIN&
A PENALTY FOR THE VIOLATION THEFEOF; ", was passed on first

There was no report at this titic from the Boeru of Appraisers on
the .^.eawall emergency. Considerable discussion wos had on various
points on subject.
Upon motion of Mr. Minchew, the meeting adjourned.
