01-26-48 v Pr. 44 MINUTES OF THE REGULAR METING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, JANUARY 26TH , 194$ AT $ P.M. Present : Beale Travis N.A. Minchew W.D. Merritt W.E. Williams, Jr. Harcourt Bull , Jr. , Councilmen and Frank Thompson, Town Attorney C .H. Frazier, Town Attorney Adele S . Grage, Town Clerk The meeting was called to order by the President , Er. Travis, who recognized visitors present and heard from them before taking up the minutes and regular business. For the benefit of the Councilmen who were not present at the last meeting, Mr. George Bull reviewed the drainage project and advised further that the cost of fixing 4,000 feet east of Mayport Road would be approximately X1,714.63. There was a discussion of the drainage matter and upon motion of lir. Minchew, seconded by Mr. Williams , it was referred to the Finance and Taxation Committee for further study and recommendation. As to the Utility Tax, Mr. Thompson will consider the possible sliding scale and confer with the Finance and Taxation Committee. There being no further matters brought up by the visitors, Mr. Travis called fpr the reading of the minutes of the last meeting. Upon mo- tion of Mr. Ninchew, seconded by Mr. Williams , the minutes of the meeting of January 12th, 1948, were approved as read. m . Thompson will give his opinion at the next regular meeting on jur- isdiction of the Beach. The condition of the street-end at Third Street was discussed at length. The situatvion is a bad one and it was brought out in the discussion that this is the only street-end where there is a break and the wall completely out . Upon motion of Mr. Bull , seconded by Mr. Minchew, approval was given for the Town to assume one-fifth of the cost to bulkhead Third Street , providing the amount for the Town' s part would not exceed $225 .00 and that all interested parties participate and pay their part. The Waterworks contract prepared by Smith & Gillespie was studied and / discussed. It was referred to Mr. Thompson to review and thentturn over to the Finance & Taxation Committee who are to make recommendations. Report was received from the Board of Appraisors on the Seawall Emergen- cy work and upon motion of Mr. Bull, seconded by Mr. Williams , it was not accepted as rendered but referred back to the Committee for comple- tion. This report was made by majority members of the Committee , namely Mrs . Wright and Mr. Reith and did not contain any figures as needed and set up by the Ordinance. Iir. Wilcox tendered his resigna- tion as a member of this Board. Upon motion of Mr. Linchew, seconded by Mr. Bull, an Ordinance amend- ing Ordinance #106, which is an Ordinance creating Board of Appraisors by striking therefrom the name of " C .P . Wilcox" and substituting therefor the name of Thomas McCroskey, was passed on first reading. Upon motion of Mr. Linchew, seconded by Mr. Williams , it was passed on seconde reading. The matter of employing Leroy Johnson for various duties with the Waterworks and Police Departrent , was discussed and upon motion of Mr. Bull , seconded by Mr. Williams , approv_1 was given for the em- ployment of Mr. Johnson at a salary of 0 0.00 per month, 60% charge- able to Waterworks and 40% to Police. It was brought out that some cleaning has already been done on the Town Streets and it was suggested that we endeavor to get better co- operation from the merchants at the corner for cleaning their places. The Ordinance covering Waterworks was discussed at length and was referred to the Town Attorney to re-write. A table covering excesses to be allowed and charges is to be included in this Ordinance. Upon motion of Mr. Bull, seconded by Mr. Minchew, the Resolution covering the Waterworks was amend&d to include this table as follows : "WATER RATES "# of units yearly Minumum quarterly per meter minumum allowance 1 X15 .00 20,000 gallons 2 22 .50 30,000 Gallons j 3 30.00 40,000 gallons 4 37.50 50,000 gallons 5 45 .00 60,000 gallons 6 52.50 70,000 gallons 7 60.00 80,000 gallons 8 67.50 90,000 gallons 9 or more 75 .00 100,000 gallons For quantities in excess of the above minimum quarterly allowances the rates will be as follows: Next 20,000 gallons at 15¢ per thousand gallons Next 30 ,000 Gallons at 12¢ per thousand gallons All additional quantities at 100 per thousand gallons ." Upon motion of Mr. Bull , seconded by Mnl Minchew, the minimum yearly rate for customers outside the town was set at 1 minimum rate with a minumum quarterly allowance of 20,000 gallons, on one unit to the meter. Mr. Shanks esented to the Council his side of the question on the water cool and after some discussion, upon motion of Mr. Merritt , seconded y Mr. Minchew, the bill covering the water cooler was approved for payment . A request from Joe Ke'ler that we take off the assessment of his house in Sec. "H", Lot 205 , since the house is in the street and not on his lot , was referred to the Town Attorney who ruked that nothing could be done on the matter on the 1947 Tax Roll, but should be corrected on the 1948 roll . Upon motion of Mr. Minchew, seconded by Mr. Merritt , the following Seawall Bonds and Coupons which have been cancelled, were burned by the Town Clerk: Bonds Nos . 122,123 ,124,125,126,127 and 128 to which were attached on each bond, coupons from numbers 29 thru 34, inclusive . r Bonds Nos . 58, 59, 60, 61, 62 , 63 and 64 with coupon,' #18 attached to each.
