TOWN COUNCIL GELD AT THE TOWN HALL ON MONDAY, MARCH 22, 194$

Mr. Travis called the meeting to order, and recoginzed the
visitors present . Mr. George Bull advised that he has talked
to Mr. Bailey of the Hercules Powder Co. , who advises that he
can come whenever the Council is ready for him to supervise
the dynamiting work. The matter was referred to Ir. Frazier
who is to be in charge of the drainage work for the Town, and
he is to officially notify the Hercules Powder Co. and make
whatever arrangements necessary for getting the work done.
The Council advised that they had already approved the project
and the funds for same.
The minutes of the regular meeting of March 9, 194$ were
read and upon motion of Mr. Bull, seconded by Mr. Williams
they w e re approved .
Mr. Frazier advised that he has given out specifications
on pump and hopes to have bids by next meeting.
Mr. Thompson has been out of the city and does not have the
Ordinance on closing 15th and 7th Sts. ready, nor the Loashe
contract. He advises that he will have them ready for the
next meeting to-gether with information on whether 15th St.
is County of Town.
Mr. Travis read letters from Messrs. Alvin Register , Lloyd
4ones ,jr. , Col. Lockwood, M.K. Magarian (representing Messrs .
Hall, McDerment , Gillette , Reid , and Kirby) , Frank Bisbee , and
Estate of Robt. Meyers on the Special Seawall Emergency Assess-
ments. Mr. Travis has answered these letters , giving information
desir4d by each. There was a discussion of the matter and Mr.
Thompson w as asked to draw up the necessary lesolutions to set
up these assessments as legal. It was brought out that the assess-
ments fr the sandbagging and rip-rapping should be separate from
the tie-backing. There will have to be a Board of Equalization
meeting before the Resolutions can be finally passed.
It was decided that the monies received for the Special Seawall
Emergency should be kept in a separate account in the Beach Bank,
and the following Resolution was passed on motion of Mr. Merritt ,
seconded by Tr. Minchew:

ATLANTIC BEACH, DUVAL COUNTY, FLOFIDA,
That a separate account be cn cncd at The Beach Bunk for Special
Soawell Emertcncy Fund, said Fund to have the usual Town signa-
tures , and

Upon motion of Mr. Merritt , seconded by Mr. Bull the
following bills were approved for payment :

Mr. George Notter and Mr. Cliff Porter appeared on behalf
of the Fletcher Band Association asking for endorsement by
the Council and any assistance that could be given to-wards
the uniforms for the Band. Mr. Thompson again advised that
the Council had no authority to donate taxpayers money to
any cause of this k9nd, and there is nothing in the budget
that covers. The Councilmen advised of their approval of
the movement and upon motion of Mr. Minchew, seconded by
Mr. Williams the following Resolution was adopted :

permanent band organization at the rietcher nigh School is
hereby endorsed end rccomricnded to the citizens of the Town
of Atlurtic beech for their individual suo ,art, ond
BE IT FURTHER RESOLVED that the Mayor and Town council regret
very much that under the law a direct- contribution cannot be
made to this organization. • •
BE I7' FURTHEF RESOLVED that a copy of this Resolution be fur -
niUhed to the rlotchcr Bund Association, end a cooy to the
Press .
Mr. Frazier advised thit he had talked with Mr. Brennan of
' he barcuu of community racilities , relative to the w.A.A.
equipment, as covered by the uovcrnment reccipt forms. Mr.
Brennan says that It is understood that we would not be re-
quired to ship this equipment to any unreasonable distance
should the uovernment ask for its return . After some dis-
cussion , and upon motion of Mr. Bull , seconded by Mr.
Uoni'itt , authorization was given for the return of these
Government forms prooerly executed by the Town Supervisor
end Town U1erk, who shall also sign and return the forms
covering the expandible materials .
There was a discussion of the unsightly condition at i-ho
entrance to the Town on uccan boulevard, esoecially the
old garage building- on the buggy lots . Mrs. uragc was asked
to takc .up , with the Garden circles , grid 3c.� If they could
get something done on this. If they can get permiss on,
the Town will tear the structure down.
There was a discus- ion of i-hc property owned by Mr. George

and upon moi-ion of Mr. Bull , seconded by Mr. Minchew , a

a Resolution was passed striking this/part of section l$
except the part as covered by the U.S. Canal right-of-way
from the 1947 Tax Roll as no municipal service has been, is,
or likely ever will be available , and it is not potentially
capable of receiving any minucipal benefits.
