04-12-48 v MINUTES OF THE REGULAR MEETING OF THE !iTLANTIC BEACH TONN COUNCIL HELL' AT THE TONN HPL ON MONDAY NIGHT, A'9RIL 12th, 1948 AT 8 P.M. Present: Beale Travis , N . A. Minchev , N. D. Merritt , N. E. ah'i l i i r , Jr. Harcourt Bull , Jr. Councilmen and G. L. Rosborough, Mayor, i'rank Thompson, Town Attorney , C. R. Frazier, Town Supervisor and Adele S. Grage , Town Clerk. The meeting via- culled to order by the President , Mr. Travis , who recognizedthe visitors. Mr. Stewart , of Stewart 's Bar, presented letters from Mr. George Richmond end himself , petiti ::oni_ng the Council to change the cloning hour for places serving and ceiling liquor in i-he Town. There was a discarsion of this meter and it was brought out thut Jacksonville beach has recently cha _god their Sunday night hours and allow their places to stay open until 2 A.M. on Monday morn- ing. The above mcntbned letters requested that they be allowed to remain open 24 hours a day except on Sundays. . Upon motion of Mr. Villiems, seconded by Mr. Minchevi , the matter Was referred to the Laws and Rules Committee for study and recommendation. Three proposal bids covering the now pump were ooened and re- ferred to Mr. hiker and Mr. O'Neill of Smith & Gillespie , to check and report back to the Council their recommendet'on. wile the Engineers /ore looking over these bids, the Council pro- ceededwith further business. The minutes of the meeting of March 22nd, were road and upon motion of Mr. Minchew, seconded by Mr. Merritt , they were approved. The Clerk read Ordinance No. 112 , covering the Cloning of the Seveni?i Street and Fifteenth Street Romps . Insertion of"75"feet for the distance was made in -he provided sneces, and upon motion of Mr. Bull , seconded by Mr. Minchew, this Ordinance was passed on third and final reading. Mr. tollce : advised'Mr..Thompson that Fifteenth Street was a part of the Town when the Charter wen adop- ted and i; therefore in the Town , however, upon request of the Town in 1939 , the County did take over the maintenance of the rr;r,o and street . Mr. Thompson said that if it is not a County Road, as advised by Mr. Sollee , it is a part of the Town and a Town Street . Mr. Nalker next adviscd that they had looked over the bids on the new pump end si r_ce each -of_ t'ha bldg had a trer•iance fro is the spoci- ficet-ilons he could not make a recommendation at this time . He ./ stated each bid and what it covered , discussed with the Council the items in which it differed. The Council asked. the Engineer to take the bids and give them a further study and make recommen- dations as soon es possible. Mr. Walker then presented tentative plans which have been drawn up covering the proposed new waterworks plant and plot plan. Mr. Nalker also had plans of the proposed distribution system and flow plan, which ho and Mr. O 'Neill discussed with the Council. These plans were f°eferred to the public Norks Com- mittee for further study and recommendations to the Council . "ayor. 4111/ P,9 Upon motion of Mr. Merritt , seconded by Mr. Minchew, the resolution as p3 ssed on March 22nd, 1948 covering the Pritchard Tract in Section 18 , located at the Canal Right-of-Way, was rescinded. Upon motion of Mr. Minchew , seconded by Mr. 'Williams, the following Resolution covering this Sane' tract of land , was adopted: " WHEREAS, the property described as Unsurveycd Pt.Soc .18 (Ex.Pt. covered by easement to U S A Recd. D Bk.689-214 and Canal Right-of- Wuy & Pt. in County Road) , was through error assessed. at 11 ,000.00, for purposes of ad valorem taxes , and " WHEREAS, the said property in fact has practically no value what- over , "NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TONN OF ATLANTIC BEACH , FLORIDA , that an error is hereby recognized on the Tax Roll of the above described- property and in lieu of the figures erroneously inserted , there shall appear upon the Tax roll as the asserted value the rum of 110.00." Upon motion of Mr. Bull , seconded by Mr. Merritt , the following Reso- lution was adopted: "WHEREAS, the follbwine property owners signed the necessary epnlica- ti on for homestead exemption with the County, but copies thereof were nat received by the Town of Atli retic Beach, end "NHEREAS , copies in proof therefore have been presented to the Tax 111 Collector, NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOS+N OF ATLANTIC BEACH, FLORIDA, That. Homestead Exemption for the year 1946 b: allowed on the following : Julius Standlciy end Lillie Mae on Lot 8 , Block 19 of Donner' s Sub- clivis on and Estelle Anderson on pert of Lot 12 , Donner's Subdivi s' o n" . Upon motion of Mr. Mincew, seconded by Mr. Williams, the following Resolution was adopted: " WHEREAS, the improveLent es shown on the 1947 Tax Poll on Pt.of the North `1 • v kof Block 13, Donner 's Subdivision, was shown in error , NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND TOP'N COUNCIL OF TH' TOWN OF ATI..ANTIC BEACH, FLORIDA , that ''An error is hereby recognized on the Tax Roll and that the amount assessed against this improvement be stricken therefrom." A letter was read fro', the General Mills , Inc . relative to their bill against the Town for sand bags bou^ht during the emergency and Mr. Frazier was requested to answer this letter , acknowledging the indebtedness and advising that we are taking steps to collect the special Seawall Assessment in order to pay off all the seawall emergency accounts, which total something like x'25 ,000.00. Mr. Frazier presented to the Council the need of a revision in our present license Ordinance and i-his matter war referred to the Fi- nance and Taxation Committee who were recuested to report back at the Muy 10th meeting of Council. It was Council' s understanding that we would furnish lube icai: on and mainte- nance but not gas. Mr. Frazier advised the council that Mr. Ernest Roche installed the drinking fountain et no cost to the Town. Sewerage was discussed end the question of whether to hold a bond elec- tion or not , was raised. It was suggested that perhaps it would be a better idea -io get out a letter on this subject :with a questionnaire as to whether or not the freeholders arc in favor and riv? ng some approximate figures . Mr. Bull was asked to get together with Mr. Frazier and get some figures ready. Upon motion of Mr. Bull, seconded by Mr. Williamv, an Ordinance regulating the hours for the sale or alcoholic beverages, was tx ssed on first reading. That the benefits recejved 'b y the public at large from the doing of said work amount to $3756.23 and the same is hereby apportioned to be paid from the general fund of said town,. That the benefits received by the owners of said lots and lands amount to the sum of $14339.11. That the total-I:enefit1 to the public at large and the owners of said lots :and landi amount to the sum of 418095.34. SECTION 2.
