ATLANTIC BEACH TOWN HALL ON APRIL 20TH, 1948
at 7:30 P.M.

In the absence of Beale Travis , President of the Council, the meeting
was presided over by N. A. Minchew, Vice President .
Mr. Walker of the firm of Smith & Gillespie , Engineers, reported that
a further investigation revealed that there is an $ inch pipe feeding ,/
the water from, the reservoir to the tank. He advised that upon find-
ing this situation, the requirements for a pump as well as the results
to be obtained from a pump would be somewhat different from the original
specifications ; that after due consideration of the three bids received ,
namely. , from the Florida East Coast Salvage Company, Cameron & Barkley
and Stevens-Southern Company, that they recommended, for two reasons ,
the purchase of the Stevens-Southern Company pump which is a Dayton-
Dowd pump at the F.O.B. Quincy, Ill. price of 31,7$9.3$; that their
reason for recommending this pump is because Stevens-Southern Company
can deliver in eight weeks , whereas Cameron & Barkley , the next best
choice agreed to deliver in twelve to fourteen weeks . The bid sub-
mitted by the Florida East Coast Salvage Company covered a pump not
suited to the Town 's purposes and is quoted at a much higher price.
Upon motion of Mr. Merritt , seconded by Mr. Williams, the contract
for furnishing a pump was awarded to the Stevens-Southern Company.
This resolution was unanimously adopted. The Engineers suggested
we place our order immediately and we then ask for bids on installa-
tion. This was agreed upon. The bid submitted by Stevens-Southern
Company is dated March 27th, 191 $ and amended on the request of the
Engineers. Upon motion of Mr. Bull, seconded by Mr. Williams , the
Engineers were asked to submit specifications of installation and a
list of firms doing this sort of work . Upon motion of Mr. Merritt ,
seconded by Mr. Williams , the Town Supervisor was directed to solicit
bids for the installation of this pump as soon as the Engineers have
furnished detailed specifications .
Upon motion of Mr. Williams , seconded by I"Ir. Bull , after discussion,
the Resolutions passed on Monday , April 12th , setting up the legal
procedure in reference to assessments covering cost of storm damage
to the seawall, was ordered published in the Ocean Beach Retorter.
A bid was submitted from the Stevens-Southern Company to make a test
of the well at the Army Camp with the view of determining its value
for use of the waterworks .
Upon motion of Mr. Bull , seconded by Mr. Merritt , the Stevens-Southern
Company bid was accepted, with the understanding that the hid should
incorporate an appraisal in monetary value of the well.
