TWIN COUNCIL HELD AT THE TO NN HALL MONDAY, APRIL 26,
AT 8 P.M.

Tho meeting was called to order by the President, Mr. Travis , who
called for the reading of the minutes of April 12th meeting. Upon
motion of Mr. Minchcw, seconded by Mr. Merritt, these minutes
were approved as read.
There was a discussion on the 7th Street end 15th Street ramps end
it was recommended by the Town Supervisor that the 7th Street ramp
be put in a usable condition. It was brought' out that we will need
Police protection on the Beach, that Life Savers will need to get
on the Beach in emergencies and at present the only places avail-
able for then to use arc either Florida Boulevard or Steele Avenue.
In 'an emergency our Beach could not be reached ouickly. After fur-
ther discussion and upon motion of Mr. Williams , seconded by Mr.
Minchcw, the Town Supervisor was euthor izod to put this Ramp in
a usable condition.
Recognition_ , was made of the Town of Atlantic Beach-City Limits
sign placed on the Boulevard oi313osite Third Street and Mr. Frazier
was requested to sec if a similar sign could be placed at the Ratak
City Limits near the Canal .
The McCormick Brothers were present and talked w th the Council
relative to the collection of assessments end the possible paying
of the seawall emergency bills. Ben McCormick spoke on behalf of
their Company, advising that they would like to receive a payment
as soon as possible. There was considerable discussion on this
matter during which the Council ' s Alen relative to the assessment
roll end meeting of the Board of Appri i.sera on the seawall emergency
assessments was outlined to Mr. McCormick. He again stated that
they were willing to do everything they could to assist the town
in collecting this money.
The minutes of the adjourned meeting of April 20th., ;core read and
upon motion of Mr. Nilliams , seconded by Mr. Merritt, they were
approved with the following amendment; that they show that the
Public Works Committee reported to the Council and Smit-h &
Gillespie , Engineers , on the plans for the water works plant and
distribution system.
Upon motion of Mr. Minchew, seconded by Mr. Williams , Ordinance
No. 113, covering hours for the sale of alcoholic beverages, was
passed on third and final reading.
Mr. Frazier ' s letter to the Mayor end Town Council relative to
F.W.A. lend-lease materiel was read . In it he advised that they
would ask for the return of the Jeep and Grader et an early date ,
but will leave us the Dump Truck and Motorized Crane for en addi -
tional time .
The Town Supervisor reported very favorably on the work done with
dynamite at the drainage ditch. He advised that in his onini-on
the ditch can be maintained by dynamite end he suggested that a
recommendation be made i?o the incoming Council that the balance
of the drainage ditch be put in the new budget. The County deliv-
ered the culvert for Mayport Hoed this afternoon, April 26th.
The letter from Colonel Willis E. Teele , U. S. Engineers , giving
notice of a Public Hearing s Beach 2resiori, May •l61h,1948, 10 A.M.
Jacksonville Beach community Center wilding . was road and dis-
cussed. It was decided that the a ,uncal would attend this meeting
in a body and that Mr. Frazier be requested to make a written_ '
statement in quadruplicate to be turned over to the Engineers. It
was suggested that eer. Frazier confer with General Youngberg when
preparing this statement .
A letter was road from G. W. Joseph relative to drainage and sea-
wall steps. Also Mr. Prezio- 's reply to this letter . Mr. Frazier
advised that oil has already been spread on the ditches mentioned.
There was a discussion es to the seawall emergency special assess-
ment rolls and upon motion of Mr. Bull , seconded by Mr. Merritt ,
the following Resolution was passe- covering the Special Assess-
ment Rolls t ckc§ c:That the Special Assessment Rolls as
prepared by the Town Clerk were tentatrively approved and the Clerk
was directed to publish the same to-gether with notices, that the
Council auccalck would set as an Equalization Board and to hear all
complaints of interested parties at $ o' clock P.M. Monday, May
24th, 1948. Said Rolls and Said notices to be published for a
period of three weeks in a newspaper of )general circulation in
Duval County, Florida .
Upon notion of ,,r. l;inchew, ;Seconded by Lr. 1G:erritt , the Town Clerk
was instructed to cancel and destroy Interest Coupons #29 'Bonds
#129 thru 135 , inc . and 137 thru 150, inc. Couplons redeen,ed Apr.l5th.
It was decided that the Council would meet at 5 o'clock Friday 111,
afternoon, April 30th to inspect the recently dynamited drainage
ditch west of Mayport Rd.
Upon motion of Mr. Williams, the meeting adjourned.
