05-10-48 v MINUTES OF TH REGULAR MONTHLY MT ETING OF TH3 ATLANTIC BEACH TOSTN COUNCIL HELD AT THE TO,VN HP? I ON MAY 10th, 1948 AT 8 P.M. Present: Beate Travis, Norman Minch.ew , N. D. Merritt, W. E. Nilliums , Jr. Harcourt 8u11 , Jr. Councilmen and G. L. Rosborough, Mayor, Frank Thompson, Town Attorney, C . R. Frazier, Town Suo.: rvisor and Adele S. Grego , Town Clerk. Mr. Rosborough advised the Council that he had 'm.:en contacted by representatives of the other two Beach communities who reauesi-ed that the Town have representatives at Mr. Angas' office on Tuesday morning May 11th to confer with Mr. Angas on getting up some vory definite date and reports for the Beach Erosion Meeting on May 18th. There was a discuss,. on following which Mr. 7Villiems moved that the Mcyor and Mr. Bull represent the Town in the meeting with Mr. Angas and authorize their incurring any necessary cxnen.ee In connection with Mr . Angas ' doing the work. This motion war seconded by Mr. Mi rc hew, a nd carried. Mr. Ganzcl requested pc mission to construct a walkway across the wash-out at 11th ttrcet to the seawall . After considerable dis- cussion, is- cussion, it was decided that a wooden walkway might be hazardous and Mr. Ganzel left the matter in Mr. George Bull ' s hands to worst out some means of approechi nr i-he seawall . Mr. Fink requested the Council to study over the edvisnbility of taking some definite stand in regard to property owners ' making repairs to their damaged yards and seewel1 . He suggested that perhaps an Ordinance could be passed renutrinr certain repairs or work to be done , especially when the condition of the proper- ty effected the adjacent property owner. There was a considerable discussion of this matter and Council was cf the opinion that they could not puss an Ordinance connelling oconlc to make repairs to their property, along the ocean front. They advised that trey were leaving it to the individual owners' to make whatever repairs were necessary . Minutes of the regular meeting of April 26th were read and upon mo- tion of Mr. Minchew , seconded by Mr. t3111 , they were el -roved. A jotter was presented from the Stevens Southern Company relative ive to the flow of the well on the proposed water works site and the approximate value ';hereof. Mr. George Bull , who was present- , ad- vised that he contested this ui oraisel es given and the matter was referred to the t'inuncc end Taxation committee for further dis- cuss' on i th the Engineers and .Mr. t eorge Bull. The Committee is to make rccomuendai:ion to the Council . Mr. Lohse discussed with the Council the matter of the crane and needed repairs. He estimated that it would take approximctely 1' 125 .00 to put the crane in good working order end said that he would be willing to pay half of th s cost If the Toon or !'r. Mannen would pay the other half . Mi'. Frazier advised that he was not wi l l- ing, for his part , for the Town to pay out any addit' onel money un- less we are going to got value received out of thccranc . The matter was discussed et length and the Council turned it over to Mr. Fra- zier to do anything reasonable and to confer with Mr. Mennen and Mr. Lohse . Mr. Frazier is to have full authority in -,e-king out a solution. Upon motion of Mr. Merritt , eccondc<.t by Mr. Bull , „n Ordinance covering Occupational Licenses was passed on first read' ng. Upon motion of Mr . Merritt , seconded by Mr. 'Williams , this Ordinance was messed on second reading. A suggested letter on the proposed sewerage system wes reed by the Ton ulerk. The letter tieci been compiled by Mr. Frazier end Mr. Bull and upon motion of Mr. Merritt , seconded by Mr. Williams , this letter was approved for mailing' to eli freeholders e nig of Sherry Drive .and"1.rproved"property=iitthers in Selta ir. A letter was read from General Youngberg referring to the bench erosion and the meeting with the U. S. Engtnccrs on May 18th. A quotation on a KB-1 International truck was studied aid dis- cussed. It was decided not to take any action but to get more information as to trade-in value on present u-2. Mr. Frazier reported that the 7th street ramp has been repaired and is now in usable condition. After discussion and upon motion of Mr. Bull, seconded by Mr. Williams an Ordinance Amending Ordi- nance 41112 removing that part referring to 7th Street ramp, was passed on first reading. Upon motion of Mr. Bull , seconded by Mr. Minchow, it was passed on second reading. Mr. Bull requested that we start now conferring with engineers, etc , looking towards the erection of permanent groins across the beach, having ell necessary information ready for next meeting of the State • Upon motion of Mr. Bull , the meeting adjourned.
