05-20-48 v MINUTES OF THE SPECIAL MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE OWN HALL ON THURSDAY, MAY 20, 1948 st A P.M. Presant : Beagle Travis , N . A. Mi nchew, Harcourt Bull , Jr. , _ N. E. Williams , Jr. N. D. Merritt: , Councilmen and • Mr. Frank Thompson, To vci Attorney , G . L. Fosborough, Me.yor, C . R. Frazier, Town Supervisor Adele S. Gra8e , Town Clerk. Mr. Nallace Smith of Smith & Gillespie , Engineers , presented to the Council plans and specifications for e new municipal water plaint. Mr. Smith read his lett-c to the Council and also pre- se;-rated the cost estimates ( letter of tranom' ttel) which arc as follows: Water plant, complete (Part A) $44 ,000.00 1 Elevated wu '-cr tank (Part B) 25 ,000.00 Water distribut' on system 54, 850 .00 (Lines as decided on) $123, 85(1.00 Donner 's Subdivision 23 ,500.00 x'147 ,350.00 Za Mr. 420EN . presented an alternate olan for Donner ' s Subdivir' on which would Cary an ert:imated cost of X16 ,050 .00. There was considerable d'.scuss' on of the cost as well er the plans and Mr. Smith suggestedthat the Council study them and whaicver cuesti ons or suggestions we might have could be referred to the Engineers for their consideration. Mr . Smith also talked with the Council on the use of construc- tion management contract for installing the new numo rather then / the usual installation contract *here bids would be ca- led for. He explained in detail the management contract as outlined on the information sheet which he left for uouncil ' s consideration_. The Council requested Smith & Gillesoic to make a financ' cl and economic study and have reedy for our concideral l on as soon as possible . Upon motion. of Mr. Bull , seconded by Mr. Williams the Engineers, Smith & Gillespie , were directed to prepare the fina:n- eiel report as covered by Article V1 of our contract dated Feb . 23, 1948. The Town Clerk waslinstructed to write letter to the Engineers confirming this cction. wat er There was a discussion of the low/pressure et places in south part of town . Mr. Bull and Cdr. Frazier! repor '-ed on a break in the loop line some years ago that was just plugged up , and which they believe will increase amount of water in line going south . if it is repaired. Council directed Mr. Frazier to find the break end correct the condition. The President of Council and the Town Clerk were instructed to sign the application forms being sent to the Florida State F oard of Health requesting approval of municipal rater plans. Upon motion of Mr. Minchew, seconded by Mr. Bull, Ordinance 41114 Amending Crdinence #112 ty operming 7t-h Street ramp wes passed on third and fin€+l reading. The statement for x'l25. from Mr. Robert Argas was presented. This covers the Town's share of the cost for preparing the report which ho complied anti which war presented to the U. S. Engineers at the meeting on Beach 7rosion. Upon motion of Mr. Merritt, recorded by Mr. Mirchew this was approved for payment. The Town Supervisor was instructed co ask Mrs. Luis C. Wi fliford, Lots 5 & 6, Block 32, for a certificate of occu- pancy. It hes been represented to officials of the Town that chs; house is being used in violation of the Zoning Ordiaer_ce. Upon metier_ of Mr. Bull , seconded by Mr. Williams the follow- ing Resolution covering the Bathing Zone hours Nes passed: BE IT REBOLWED BY THE MAYOR.
