06-07-48 v MINUTES OF THE ADJOURNED METING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, JUNE 7TH, 194$ AT $ P.M. Present : Beale Travis N. A. Minchew Will D. Merritt T .E. Williams, Jr. Harcourt Bull, Jr. , Councilmen and G.L. Rosborough, Mayor Frank Thompson, Town Attorney C.R. Frazier, Town Supervisor Adele S. Grage , Town Clerk Mr. Wallace Smith of the Engineering Firm of Smith & Gillespie prsented the Economic Report on the proposed Municipal Waterworks. The Co,tincil, after looking over copies of this report , dmscu sed same with Mr. Smith and Mr. Walker. It was decided that the amount shown for excess water receipts for the year 194$ was low, and the Engineers were asked to revise this figure amd let Council have a letter by the next meeting on June 14th , with supplemental information . The Engineers will make their estimate on excess water on the 1947 usage as found in the meter book. Mr. Smith asked that if there was any further information they wanted after studying this report further to advise them a Mr. Frazier advised Ur. Smith that he had talked to Mr. Stevens of Stevens-Southern Co. and the pump people are to wire them as soon as the pump is dipped, which will allow āœ“7 7 time to get installations plans ready. Ur. Smith will phone Stevens-Southern and see if they have any further information as to shipment of the pump, and he will also give Stevens- Southern specifications on the pump installation. Mr. Thompson is to draw up a Construction-Ilanagment Contract for presentation to Stevens Southern to cover their part of the pump installation. Mr. Parramore again petitioned Council for permission to erect outside stairway to his second floor for use in case of emer- gency. Council advised that they could not allow, since it was in violation of the Zoning Ordinance , and suggested that he enclose same. He agreed that he could and advised that he will see Mr . Frazier to-morrow for permit for enclosed stairs. License Ordinance #115 was read by the Clerk and items on same discussed. There was a considerable discussion of the w50. charge on Billboards , and the wording of this item was changed to read "Billboards , advertising by, for each board,rented, serviced or maintained" . Upon motion of 11r. Bull, seconded by Mr. Merritt , the Ordinance was amended by eliminateng Section 3 from the present draft , this section covered signboards over 6 square feet in size. Upon motion of Mr. I+Iinchew, seconded by Er. Williams Ordinance ,#115 was passed on third and final reading as amended. Mr. Bull refrained from voting as he feels that the 50. for billboards is unreasonable and discrimitory, and that he regarded it as a proper subject for Zoning and not license regulation. He objected to the principal of attempting to tax out of existence a business or occupation. Mr. Bull tecommended that in order to relieve the pressure situation that a 4" line be extended down Sherry Drive to 2nd ā€¢ Street which would conplete the circuit and help the pressure , and also that the 6" line be carried on down Ocean Blvd. i.r. Frazier was requested to get, prices and delivery dates on 6" pipe and bring this information.to Council as soon As can be secured. Council also asked Mr. Smith to see if any 6" pipe available . Frazier was authorized to make the 4" exten- sion down Sherry Drive to 2nd St . Mr. Travis referred the Waterworks specifications to the Public Works Committee for their study and report to Council. Council instructed that the two ice cream companies be advised that their application for license would be accepted for operation of scooters in the Town.
