COUNCIL HELD AT THE TOWN HALL ON MONDAY, JUNE 28TH, 1948
AT 8 P.M.

The meeting was called to order by the President, Mr.
Travis, who recognized visitors present.
Mr. I.W. Brant appeared on behalf of the Kiwanis Club
and was given permission to install chewing gum vending
machines in the Town for the benefit of underprivileged
children. The Kiwanis Club is sponsoring these machines.
Minutes of the regular meeting of May 24th were read
and uppn motion of Mr. Bull, seconded by Mir. Williams ,
they were approved.
Mlinutes of the ajourned meeting of June 7th were
read, and corrected to show that Mn1 Frazier was authorized
to extend the 4" line down Sherry Dr. to 2nd St. . With this
correction they were approved as read, upon motion of Mr.
Minchew, seconded by Mr. Williams.
• Upon motion of Mr. Bull, seconded by Mr. Williams , the
minutes of the regular meeting of June 14th were approved
as read.
Ther was further discussion of Mrs. Wright's letter
relative to loitering at the corner. Mr. Thompson advised
that the Town limits begin at the North line of the street,
and that has to be determined before knowing whether the
sidewalk is under Town's jurisdiction or not, however it is
believed that the line is along the front of these stores.
In which case the Town only has traffic jurisdiction there ,
and peaceful loitering is not a traffic problem. Council
recognizes that it is a bothersome situation, but regrets that
there is no action that they can take. Mr. Frazier was
requested to answer Mrs. Wright 's letter.
Mr. Frazier advised that Stevens-Southern have wired for
shipping information on the pump, but have had no reply. Mr.
Frazier will follow up and try to get some definite information
on shipping date.
Mr. Thompson has the Construction Management Contract
ready and it was suggested that Stevens-Southern look it over
and see if form is agreeable with them.
° I'Ir. Frazier presented an analysis of the Sewerage Poll
which gave a more detailed picture of those "for" and Ragainst".
Those whp were against Sewerage at this time with those who
had conditional "yes" , were in the majority over those who
answered straight "for". It was brought out in the discussion
that the waterworks is a "must" and must come before sewerage.
Council does not feel justified in taking further steps on
sewerage at this time due to costs, etc .
Mr. George Bull admisedc2that he is going to contact those
in his block relative to putting on more tie-backs to secure
their seawall , and asked if the WAA cable °would be available
for their use. He was advised that itrwould.
Mr. Frazier advised that he had made a survey of the
step situation, and he is putting hand rails on thoee steps
that are intact . There was a discussion of steps , and it
was decided that we did not have funds available to build
any additional steps at this time .
Town finances were discussed and it was decided to
borrow $1000.00 for 30 days. Upon motion of Mr. Bull,
seconded by Mr. Minchew the following Resolution was
adopted:
"BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH, DUVAL COUNTY, FLORIDA: That
We, the Town Council of the Town of Atlantic Beach, Florida,
do hereby appoint Beale Travis and Adele S. Grage , respective-
ly the President of the Town Council and the Town Clerk of the
said Town, our joint attorneys for us and in our name , and
stead, to jointly and in their said official capacities, draw,
sign, and endorse promissary note in amount of $1000.00 for thirty
(30)days for general fund; and do waive demand notice of protest
of all such notes.
Giving and granting to our said attorneys full power and
authority to do and perform all and every act and thing whatso-
ever requisite necessary or proper to he done in and about the
premises, as fully to all in#sents and purposes, as we , acting
in an aggregate official capacity, might or could do; hereby
ratifying and confirming all that our said attorneys shall
lawfully do, or cuase to be done by virtue hereof."
Mr. Frazier reported on the operation of the crane . He said
that several things had interferred with efficient operatian,
but it had been determined that he can dig 400 yds. of dirt
a day at a cost of $20. We have been disposing of the dirt
at $1.00 per load on the truck. There was a discussion of
the fill dirt, and upon motion of Mr. Bull, seconded by
Mr. Williams , it was decided that "on the ground" fill dirt
would not be sold in quantities less than 100 yds. at a
price of 10¢ per yard. '
The financial study prepared by Smith-& Gillespie, Engineers
was considered and discussed, to-getgier with their supple-
mentary letter of June 14, 1948. Upon motion of Mr. Williams ,
seconded by- hr. Minchew, the financial study w as approved with
the suggestion that it be revised to use the schedule of water
rates as shown on page 2 of their letter of June 14th, 1948,
except the paragraph "For quantities above the minumum quar-
terly allowances" be changed to read "Next 20,000 gals . C
25¢ per ISI gallons ; next 30,000 gals. L 20¢ per M gallons ;
All' additional L .5¢ per M gallons" ; that, the excess readings
for the 2nd quarter be included; and that not just the amount
collected on the 1st quarter's excess, but-a the total
amount earned be included. IIr. Frazier was instructed to
so advise the Engineers,
Mr. George Bull advised that he has approximately 600 ft . of
4" pipe that he will let the Town have for $0¢ per footj As
this pipe is badly needed and hard to get , it was decided tztoh
motion of Mr. Minchew, seconded by Mr. Williams , that the Town
purchase this pipe from Hr. Bull.
Letter frok Iar. Willis relative to Special Seawall Assdssment
was readand the Clerk '1was instructed to advise iir. Willis
that the Board of Equalization Meeting was held on May 24th
when complaints were received and considered, and that if
he studies the Seawall Emergency that he wiLlifidd thatuhe-
received the benefits as covered by the Special Seawall Al
Assessment Rolls.

The question of a Tax Assessor for the year 194 was dis-
cussed, and upon motion of Mr. Bull , seconded by Mr.
Minchew, Mr. Alvin Register was appointed Tax Assessor
on the same basis as last year, and subject to his accept-
ance.
Mr. Bull suggested that .aAbudget study be made and certain
information gotten to-gether for the benefit of the new
Council. This was referred to the Finance and Taxation
Committee.
Mr. Johnson advised that he will get the water meters read
for excess on July 1st amd''2nd.
Upon motion of Mr. Williams, the meeting adjourned.
