COUNCIL HELD AT THE TOWN HALL ON MONDAY, JULY 12TH, 1948
AT 8 P .M.

The meeting w as called to order by the president , Er.
Travis who recognuzed visitors present.
Er. DeBell requested information as
to the Tax Assessor and Tax Roll for 194, as they feel there
are some instances where the values are not equalized. Ghey
were advised that lir. Register had been elected Tax Assessor
for 194 subject to his acceptance , but he has not advised to
date whether he will accept or not . It was suggested that
any change in listing, assessed value , etc . which they might
like. for the Tax Assessor to consider , be put into writing and
have in this office in time for the Assessor to have when
making the assessments.
Mr. Herrington advised that he did not believe the defini-
tion of "two-family house" as shown in the Zoning Ordinance
was adequate , and it was also brougEt out in the discussion
that garages should not be included in square foot area of
houses. There was some _discussion of this matter and the
president referred the question to the Laws and Rules Com-
mittee for recommendation.
Mr. Weisensee presented his request fOb permit'_,to. repair
his house in line with sketch . It was brought out in the discus-
sion that. this would be bettering a condition that was
in violat _' on of the Zoning Ordinance , and should be allowed.
Upon motion of Mr. Minchew, seconded by Ur. Williams , the
building inspector was authorized to issue permit to Er.
"eisensee for the repairs as requested.
IIr. Frazier advised that Mr. Frank Bisbee had requested
permission to move his house towards the front of his lot .
IJr. Frazier explained the set-backs , etc . , and since they
will be more in line with Zoning Ordinance than the present 4
ones , it was d ecided to allow. Upon motion of Ir. Bill ,
seconded by Ur. IrIinchew, the Bui; di ng Inspectori was author-
ized to issue .the permit. _
Minutes of the meeting of June 28th , 1948 were read, and
upon motion of Mr. Minchew, seconded by irr. Bull approved.
Mr. Bull presented specifications for the pump house .
Mr. Frazier advised that he had endeavored to get some infor-
mation as to shipping date on the new pump, and that MIr. Madden
of Stevens-Southern Co. had advised that it was being held
up because the gas pump was not available, and that he had
advised Stevens-Southern to let electric pump come on, and
not waits on the gas puirp. However , Mr. Merritt was of the
opinion that it would be better if they were shipped to-gether,
It was the concensus of opinion that the pump house plans
were more than needed, and that a good concrete foundation
with a cover put over it when the pump is received and
installed would be sufficient . Er. Thompson is to go over
the Construction Llanagement Contract with Stevens-Southern
Co and fill in the percents .
Smith-Gillespie have advised that they are preparing a
new economic study including the new figures which have
been furnished to them.
Mr. Thonpso l was requested to start the preliminary work
on drafting the necessary Ordinances , etc.. n ady for pre-
senting to a Bond Attorney. There was a discussion of the
various methods of issuing certificates. It was suggested
that we find out if they could be handled locally and at
approximately what per-cent , and if wecan, the Trustee
could be a local Bank, if not , then a New York Bank would
more than likely act as Trustee. As soon as the new
financial survey is received they are to be referred to
I.'Ir. Travis and Mr. Hosborough, who will discuss with local
men.
the Town Clerk reported that the $1000. was borrowed from
the Beach Bank on July 1, 1948.
The Treasurer' s report was read, and upon motion of Mr.
Merritt , seconded by Mr. I.inchew it was approved. The 6-30-4$
balances were as follows :

Upon motion of Hr. Bull , seconded by MrMinchew the
following bills were approved for payment , subject to the
availability of funds :

Upon motion of Mr. Bull, seconded by Mr. rlinchew, the Town
Clerk was instructed to pay 10% on the outstanding Seawall
Emergency bills.
A letter was read from Martin-Sack on behalf of the La.-
Fayette Really Co. ,owners of the Copper Kettle, relative
to their Special Seawall Emergency Assessment. The letter
was referred to lir. Thompson for reply.

Communications were read from General Outdoor Ad-
vertising Co. and Florida Outdoor Adv. Co. relative to
the 194$ License Fee. Iir. Bull again asked that it be
included in the minutes that he thinks the licesne fee
on the billboards is unreasonably high. No change was
made in the license ordinance.
Mr. Bull presented the survey made by the County on
the proposed Hotel Reservation Road. He advised that Mr.
Blount , County Attorney, will furnish the wasment form
to be used in securing right-of-way. Upon motion of Ir.
Bull, seconded by Mr. Merritt the proposed relocation was
accepted and action for securing by gift easment was
approved with view of securing by condemnation that part
not given by easment. This was referred to Mr. Bull
to handle as far as he can.
The Registration Books will be open for registering
of voters for the Municipal Election on August 10th,
from July 16yh thru August 4th at 5 P.M. Upon motion
of Mr. Bull, seconded by Mr. Merritt Resolutions approved
for a $5.00 qualification Fee for candidates for Mayor
and Councilmen , this fee to help defray election expenses.
Mr. Bull presented the following Resolution, which was
seconded by Mr. Williams, and adopted:
BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE
TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That
Candidates for the offices of Mayor and Town Council
in the Municipal Election of August 10, 194$ must
qualify between the dates of July 16th , 194$ and 5 P.M.
July 31 , 1948, both days inclusive.
