COUNCIL HELD AT THE TOWN HALL ON MONDAY, JULY 26TH , 194$

In the absence of the President , the meeting was called
to order by the Vice-President , N.A. Minchew, who recog-
nized visitors present.
The minutes of the regular meeting of July 12th, 194$
were read and upon motion of Mr. Williams, seconded by
Mr. Merritt they were approved as corrected.
Nothing has been heard from Mr. Register relative to acting
'„as Tax Assessor for the year 1948. It was suggested that he
be contacted for an answer, as the time for preparing the 194$
Tax Roll is getting short.
Mr. Frazier }reported that the shipping date of the new
pump is August 4th. Drawing covering the pump ,insyallation
has been received from the Engineers, Smith & Gillespie .
Upon motion of Mr. Bull , seconded by Mr. Merritt the
following election officials for the General Election on
August 10th , 194$ were appointed: W. Zode Smith, Clerk,
Mrs. Palmer Purser and Firs. Fred E Williams , Jr. , Inspec-
tors.
Upon motion of Mr. Bull seconded by Mr. Williams the
fee to be paid the election officials was $10.00 each.
Upon motion of Mr. Williams, seconded by Mr. Bull,
I4rs. Dorothy Fermenter was appointed Deputy Registration
Clerk to serve during the present registration period.
The Laws and Ruled Committee presented their recommenda-
tion covering changes in the Zoning Ordinance. These
changes had special reference to the definition of "enclosed"
and "minimum coverage". There was considerable discussion
as to the required minimum coverage per living unit , to be
enclosed. 500 sq. feet as recommended by the committee was
decided on. Upon motion of Mr. Bull, seconded by I-r. Williams
An Ordinance amending Zoning Ordinance # 50 was passed on
1st reading by title. Upon motion of Mr. Bull, seconded by
Mr. Williams ? it was paissed on 2nd reading. Mr. Bull suggested
that the emtire Zoning Ordinance he referred to a Commission
for complete study and recommendations.
The Financial studies were received from Smith-Gillespie �c
Engineers , and one copy each were given to Mr. RosboroJugh,
and Mr. Travis , who have turned over to fiscal agents and
financial men to study.
Mr. Thompson advised that he had not been able to contact
Mr. Stevens of Stevens-Southern Co. relative to the Cohstruc-
tion Management Contract, but that he would follow up and
get the contract ready .
Mr. FraYier had prepared a study of the current budget which
he turned over to the Finance & Taxation Committee for their
information in making suggestions for. new budget to the new
Council.
Upon motion of Mr. Bull s ec onded by Er. Williams , it
was decided to renew the 1000, note at the Beach Bank and
the following Resolution was adopted:
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC
BEACH , DUVAL COUNTY, FLORIDA: That
We , the Town Council of the Town of Atlantic Beach, Florida,
do hereby appoint Beale Travis and Adele S. Grage, respective-
ly President of the Town Council and the Town Clerk of the
said Town, our joint attorneys for us and in our name, and
stead , to jointly and in their said official capacities , draw,
sign, and endorse promissary note i6 amount of S1000.00 for
sixty (60) daysff or General Fund; and do waive demand notice
of protest of all such notes .
Giving and grnatting to our said attorneys full power and
authority to do and perform all and every act and thing
whatsoever requisite necessary or proper to be done in and
about the premises, as fully to all intents and purposes ,
as we , acting in an aggregate official capacity, might or
could do; hereby ratifying and confirming all that our said
attorneys shall lawfully do, or cause to be done by virtue
hereof.
Mr. Bull advised that he had not been able to secure to date
the easement form to be used in securing the pnoperty for
the Hotel Reservation Rpad right-of-way.
Mr. Frazier advised that ism had suspended the work tempora-
rily on the Drainage ditch, as he would like to keep the
receipts for the dirt in line with the expenses of operation.
He also advised that we would have to clean out the east end
at Mayport Road as the levels are too highbc for the level
of the culvert when it is put in.
Upon motion of Mr. Merritt , the meeting adjourned.
