COUNCIL HELD AT THE TOWN HALL ON MONDAY , AUGUST 9th' , 1948

The meeting was called to order by the President , Mr.
Travis , who recognized visitors present .
Upon motion of Mr. Minchew, seconded by Er. Merritt the
minutes of the regular meeting of July 26th, 194$ were approved
as read .
There has been no reply from Mr. Register relative to
acting as Tax Assessor for 194$ Tax Roll.

Mr. Wallace Smith predented two letters to Council. One
advised that Stevens-Southern Co. had received word from the
manufacturers that the pump would be shipped this week.
The other letter was read by the President , and upon motion
of Mr. Minchew, seconded by Mr. Williams, it is attached, hereto '/
and made a part of the minutes as requested:

Mr. Thompson reported that he had contacted Mr. Stevens of
Stevens-Southern Co, several times and he was to come by Mr.
v' Thompson' s office to go over the Construction Manager' s Con-
tract , but had not done so to date.
The Ordinance amending the Zoning Ordinance was presented
for 3rd and final reading, but it was decided by the Attorney 4
that there would have to be a public hearing on same, therefore
upon motion of Mr. Merritt , seconded by Mr. Williams , Monday ,
September 13th, 194$ was set as time for Public Heating and

Upon motion of Mr. Merritt , seconded by Ifir. Minchew the Treas-
urer's Report was approved with balances as follows:

Upon motion of Mr. Williams , seconded by Mr. Merritt the follow-
ing bills were approved for payment , subject to the availability

Upon motion of Mr. Merritt , seconded by Mr. Minchew
the Smith-Gillespie invoice dated July 27, 194$ covering
fee on Engineer's Economic Report was approved for
payment subject to availability of funds .
Upon motion of Mr. Williams , seconded by Mr. Minc w payment of
invoice from George Bull covering pipe and othe waterworks
supplies was approved in the amount of $577.$0. ir. Bull
in return gave the Town check in amount of $5$9.76 covering
1947 taxes of the Atlantic Beach Holding Co.
Upon motion of Mr. Minchew, seconded by IIr1 Merritt , Col. R.E.
Carmody was appointed as Election Clerk to serve in the place of
Mr. W. Zode Smith.
Mr. Rosborough advised that he had not talked further to Mr.
Cranford about the Economic Report . Mr. Travis talked to Mr.
Cranford ton the phone, but he advised that he had not studied
the report enough to give any definite opinion.

TJp0n motion of Mr. Merritt , seconded by Mr. Minchew
the location of the waterworks site and the price of the /
well thereon, belonging to the R.C .B.S. Corp. be left to /
the incoming Council. Mr. Geo. Bull advised that the
proposal as submitted previously isrmstill open to the
new Council for a reasonable time.
, Mr. Travis expressed his appreciation to the Mayor,
Council and Town personnel for the pleasant association
and co-operation during the past two years.
Mr. Rosborough also expressed his appreciation to all .
Upon motion of Mr. Merritt the meeting adjourned to
Tuesday, August 10th, 1948.

Town of Atlantic Beach, Florida
Gentlemen;
Due to the fact that your meeting tonight is the
last regular meeting of the present Town Council, we submit
this letter to review the status of services performed and
to be performed under our engineering contract with the Town,
dated February 23, 1948, for engineering services on pro-
posed Waterworks Improvements. Vie also request that this
letter be made a matter of record in order that the information
herein will be available to the incoming Council.
Services under Contract Article III (a) have been
completed. In connection therewith, the Council asked that
we prepare an Addendum to the specifications which would permit
bids being offered on a cheaper type of construction than that
specified for the :later Plant Pump House. This we will do when
directed, but we suggest it be delayed until further steps have
been taken to finance the project. It may not then be desired
to use the cheaper type of construction or it may be desired to
cover additional changes in the Addendum.
The fee of $2,500.00 for these services has been earned
upon delivery of the plans and specifications, but for the con-
venience of the Town may be paid upon receipt of funds for
financing the project or by February 23, 1950, whichever first
occurs.
Services under Contract Article III (b) have been com-
pleted and the fee for those services has been paid.
Services under Contract Article VI have been completed
and submitted to the Town. The fee of $500.00 has been invoiced
but payment has not been received as of this date.
All specific services cited by the Contract have been
completed by the Engineer with the exception of the inspection
services, covered by Article V, to be rendered during construction

if the Town so desires and at a fee to be mutually agreed upon
at that time.
We wish to express our appreciation of the courtesies
and cooperation extended to us by this present Council. We
wish, also, that the next Council be assured that we shall
continue to offer any advice and assistance we can in helping
the Town bring the Waterworks Project to the status of an actual,
operating utility.
