08-23-48 v MINUTES OF THE ATLANTIC BEACH TOWN COUNCIL MEETING IN REGULAR SESSION ON AUGUST 23rd, 194$ AT THE TOWN HALL AT 8 P.M. Present : F.P. Ganzel - D.P. Mason W.G. Kirby Hugh Rawls D.W. Bremer, Councilmen and G.L. Rosborough, Mayor C.R. Frazier, Town Supervisor Adele S. Grgae, Town Clerk The meeting was called to order by the President , F.P.Ganzel. Minutes of the regular meeting of August 10th, 194$ were read, and approved. Mr. Rosborough advised that he had seen Mk. Register who will be glad to serve as Tax Assessor if we will give him the needed information on property improvements. Mr. Frazier advised that he has the information ready now to send to him. Upon motion of Mr. Mason, seconded by Mr. Kirby Mr. Register' s appointment as Tax Assessor for 194$ was approved. Mr. Rosborough presented the name of Mr. Arthur J. Craig as municipal judge . Mr. Mason innuired as to the qualifications necessary for a municipal judge, and MR. Rosborough advised that the main ones were good common sense and sound judgements. Upon motion of Mr. Rawls, seconded by Mr. Bremer , Mr. Craig was approved as Municipal Judge. Mr. Ganzel announced committees as follows: LAWS & RULES : D.W. Bremer, .P. son, F.P. Mr. Ganzel recognized visitors present. Mr. Bedell, repre- senting Mrs. E.F. McCullough, presented the plan for repair- ing the bulkhead in front of Mrs. McCullough' s property. He advised that she had contracted with Woods-Hopkins to make the repairs which included straightening the wall , tying back, and building a retaining wall at the line next to Mr. Regis- ter' s property. They wished permission to cut the wall at this point and only straighten that portion in front of Mrs. McCullough' s. The Engineer and Contractor on this were pre- sent and advised that they did -not feel that this improve- ment would damage the abutting property. There was discussion on the subject, and it was brought out that the adjacent prop- erty owner had not been contacted. After further discussion and upon motion of Mr. Mason, seconded by Mr. Rawls the matter was referred to the Public Works Committee for immediate study, to take up with the qadjacent property owner who lives in Jacksonville and be empowered to make decision in the matter. Mr. George Bull presented a letter re i of a -p of theSaltair sub-division by c�reatiAg a residence A-1 which would allow one story dwellings of 700 sq. feet minmmum coverage. Mr. Mason advised that this was due con- sideration as it is in line with a program that all are trying to co-operate with, as the FHA is endeavoring to supply lower bracket homes that the GI can afford to buy. Mr. Parsons spoke from the floor advising that he felt time was an urgent factor in this matter, since there is a certain amount of money al- lowed for such matters by the government , and when it is used up there is no more available . There was a discussion of the matter and the Building Inspector was instructed to post the necessary notices of a Public Hearing on September 13th, 194$ at $ P.M. Upon motion of Mr. Bremer, seconded by Mr. Rawles An Ordinance Amending the Zoning Ordinance was passed on 1st. Reading. Upbn motion of Mr. Rawls, seconded by Mr. Bremer it was passed on 2nd reading. Mr. Scheffler requested the Council to take steps to-wards re-writing the building code. The matter of a Town Attorney was referred to the Laws and Rules Committee. Mr. Bremer and Mr. Ganzel advised that they would see Mr. Thompson. The matter of finances was discussed at length, and upon motion of Mr. Kirby, seconded by Mr. Rawls it was decided to borrow ~$1000. until Oct. 1, 1948. However later in the meeting, Dr. A.F. Caraway offered the Town a loan of ;2000. without interest for 90 days. This offer was unanimously accepted by the Council with their appreciation and the following Resolution adopted: BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH , DUVAL COUNTY, FLORIDA : That We, the Town Coundil of the Town of Atlantic Beach, Florida do hereby appoint F.P. Ganzel and Adele S. Grage , respective- ly President of the Town Council and the Town Clerk of the said Tpwn , our joint attorneys for us and in our name , and stead, to jointly and in their said official capacities, draw, sign, and endorse promissary note in amount of x$2000.00 (two thousand dollars) for 90 (ninety) days for the General Fund; and do waive demand notice of protest of all such notes. Giving and granting to our said attorneys full power and authority to do and perform all and every act and thing whatsoever requisite necessary or proper to be done in and about the premises, as fully to all intents and purposes, as we acting in . an official capacity, might or could do; hereby ratifying and confirming all tnat our said attorneys shall lawfully do, or cause to be done by virtue thereof. Mr. Frazier presented a letter from the Bureau of Community Facilities relative to the equipment on loan from the gov- ernment and explained the arrangement for co-operative borrowing and rising between the 3 Towns. Mr. Mason suggested that the Mayor, Council members and Mr. Frazier get to-gether and make a survey of the Town. After a discussion Saturday afternoon, Augmst 28th at 2 o' clock was decided upon, to meet at the Town Hall and proceed from there. The Town Clerk advised that Col. R.E.. Carmody had returned Town Warrant #8483 issued to cover his services as an elec- tion official, advising that he wished to donate his services in this capacity to the Town. The Council expressed their unanimous appreciation of this gesture by Col Carmody. The Clerk requested also the voiding ofm Warrants #8525, 8526 and 8527 due to signatures being inwrong place. Upon motion of Mr. Rawls, seconded by Mr. Bremer the following Resolution was passed: BE IT RESOLVED by THE MAYOR AND TOWN COUNCIL OF THE TOWN OF ATLANTIC BEACH , DUVAL COUNTY, FLORIDA , That Town Warrants #8483, 8525, 8426, 867 be and the same are hereby voided. The Town Clerk was instructed to Write Col. Carmody a note of appreciation. Mr. Ganzel advised that he felt we should be getting ilefinite plans formulated regarding policies, etc. on the Seawall in111 case of future storms. Last year' s expenses have not been cleared up, causing very definite financial problem. Mr. Rawls 63 3/�3AL3 stated that he feels we must decide what will and can be done if the property owners along the front do not make improvements. Mr. Rosborough advised that he thinks the Council should take a very definite stand, that we should not give any financial aid, and that the public should be so advised. There was con- siderable discussion with co-census of opinion that we should make an immediate survey Ef the front , and take very definite stand on the matter. The question was referred to the Public Works Committee who will make the survey and report back ~,o the CounEil. The Public Works Committee , with Mr. Frazier, will meet Wed- nesday afternoon, August 25th at 4 o' clock to make this survey,- The Public Works Committee are checking on the pump.
