08-28-48 v MINUTES OF THE ADJOURNED MEETING OF THE TOWN COUNCIL, TOWN OF ATLANTIC BEACH , DUVAL COUNTY, FLORIDA , HELD AT THE TOWN HALL, SATURDAY AFTERNOON, AUGUST 28th, 1948 AT 2 P.M. On August 28, 1948 at 2 p.m. Mr. Ganzel, Mr. Mason, and Mr. Rawls being present and constituting a quorum, as previously agreed upon, business was resumed: Mr. Rawls reported that he had been unable to get a meeting and understanding with Mr. J. Alvin Register in reference to the work proposed to be done on the Seawall at his north line by contractors for Mrs. E.F. McCullough, it having been requested that permission be given to cut the wall at the property line. Mr. Rawls stated that he would endeavor to get an answer by August 30. The Public Works Committee submitted a report of its findings and recommendations relative to work to be done by the Town on Town property at the Seawall. This report was discussed at length.,and a copy is attached hereto and made a part of these minutes. Upon the suggestion of the President of the Council, the report was adopted and the chair congratulated Mr. Rawls, the Chairman on the work his committee had done. The Council took up this report item by item. Mr. Rawls moved that all property owners be written a letter requesting that they proceed immediately making repairs to the seawall in front of their property, such repairs to be of such a nature that the wall would be reasonably secured against future storms; that this letter be s ent immediately. The motion was seconded by Mr. Mason and passed. The Town Supervisor was then instructed to get copies of Ordinances from Jacksonville Beach and Neptune Beach and prepare an Ordinance requiring property owners to make repairs to private property seawall. It was the consensus of opinion that something along the lines of the requir- ments by the other two Beach towns should be done. It was definite- ly understood that all repairs to private property would be done at the expense of the owners. Upon motion of Rawls seconded by Mason, AN Ordinance entitled an Ordinance requiring Ocean Front Property Owners to make repairs of the Seawall in front of their property at their own expense was passed on First Reading. Upon motion of Mr. Rawls, seconded by Mr. Mason this Ordinance was passed on Second Reading. Upon motion of Mr. Mason, seconded by Mr. Rawls, the Town Clerk and Tax Assesser was directed to forthwith render final bills to all Ocean Front Property Owners covering Assessments for Emergency Storm Damage Work. That the bills shall be plainly marked "Final Notice". A discussion was had on the appointment of a Town Attorney. Mr. Ganzel stated that Mr. Frank Thompson had definitely refused to accept another appointment to this position. It was then suggested that Mr. J.T.G. Crawford be contacted in reference to his considering this work. Mr. Mason was designated to contact Mr. Crawford. Taking up again the report of the Public Works Committee on repairs to the Seawall; Upon motion of Mr. Rawls, seconded by Mr. Mason the Town Supervisor was directed to make repair to cut-off wall at 16th Street, this work to be done by boxing in the break with reinforced concrete and placing at least six buffer piling in front of the break. The Town Supervisor was directed to make repairs just north of 15th Street and to render a bill to Dr. Van Schaick for whatever 410 expense is incurred on his behalf in repairing this break. On item No. 3 , Mr. Rawls moved and Mr. Mason seconded that the Town Supervisor be authorized and directed to proceed with work to rehabilitate 15th Street for use by traffic. It was estimated that this work would not exceed 5890. Upon motion of Mr. Rawls, seconded by Mr. Mason the Town Supervisor was directed to proceed with repairs as mentioned in Item No.6. The Town Supervisor was directed to write B.B. McCormick & Sons a letter advising them that the new Council is entirely unfamiliar with much of the work confronting them and that they have determined to lose no time in catching up at least the larger and more important matters as soon as humanly possible. For that reason the New Council would like to have a letter giving in review all of the transactions, work done , etc. , in which they were involved during last October storms. Upon motion of Mr. Rawls seconded by Mr. Mason, the meeting was adjourned from day to day. F. P. Subject: Survey on sea wall ordered by ("email. Gentlemen: On the afternoon of Thursdays r.ugust 25, 1948 the Committee OA Public ltiorks together with the City tanager surveyed existing damage to the sea wall caused by the 1947 Fall disaster. ',e respectfully submit below our findings and recommendations for repairs which we deem necessary for temporary security. We emphasize that these recommendations are for temporary repairs and in our opinion will not constitute a permanent remedy. 1. At the foot of 16th street on City property, the wing wall con- structed of pre-fabricated concrete slabs has separated at one joint. : e reve - coemerd that a box slab of concrete tied through the separation with re-in- forced steel he poured on bctn sides of this separation, making same water- proof, and that 6 or 8 buffer pings be driven on the north easposare. Estimated Cost: $ 125.r0 2. At a point approximately 15 feet north of the foot of 15th street there are several large cracks which indicate a complete break in the sea wall. / le recommend that this area be excavated to determine trusamount of damage, and be repaired by boxing in with re-inforced concrete from the rear and made water- proof in front. This damage is located on private property owned by Dr. Van 3chaik. he stelggest that Dr. V ::;chaik be advised of this condition and that repairs be made by him. Estimated Cost: 3 150.00 3, At the foot of 15th street Bing walls on both aides of 15th street ramp are weakened and cracked and approximately 85 lineal feet of ramp carried away. : ee recommend that this ramp be rebuilt by filling in with rip-rap congealed by cement Grout poured down through. This t'; be covered by a 6-inch re-inforced concrete slab with expansion joints at necessary intervals, os consider that this would be a more or less permanent repair. Estimated Cost: > 890.00 4. Bete eon 13th and 14th streets the entire sea u13 has shifted forward and outward apprcax.iraately 2 to 4 feet, with breaks between Bisbee and Hough proper- ty and elsewhere. The wall on the Hough and Lockwood property is now being re- paired by `Mood Hopkins Co.. This is being accomplished by underlining the back side of the wall mend Mowing sae to settle back into approximately its original position, and tying back to piling driven approximately 20 fest behind the wall. Retaining wing wale made of a double row of piling trill extend back toward the houses om the outside property lines. In the remainder of this block no other repairs have been started, however, we understand that other property miners are contemplating ieree.nte repairs. We recommend that all property veers in this area be advised that prompt attention to necessary repairs is urgent. 5. Between 11th and 12th streets on George Pull property a similar condition as listed in Item 4 exists. jae recommend that the property owner be advised that repairs should be made immediately, with the minimum repair possible being to box in breaks with reinforced concrete. 6. At the foot of 11th street on City property we recomme a that break be boxed in with reinforced concrete ord tied back with cable.
