MINUTES OF THE ADJOURNED MEETING OF THE TOWN COUNCIL, TOWN
OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA , HELD AT THE TOWN
HALL, MONDAY EVENING, SEPTEMBER 20th, 1948 at $ P.M.
Mr. Ganzel, Fir. Mason, and Mr. Rawls being present at $ P.M.
constituting a quorum the meeting was called to order by the
President. The Mayor was present , C .R. Frazier, acting as
Town Clerk.
Mr. Ganzel, acting for a Committee named to examine into certain
storm Damage Assessments approved and adopted Nay 24, 1948, made
a report of the Committee' s findings. The Committee failed to
find grounds for an overall reduction or adjustment in the assess-
ments, but did find that b y taking the assessments one by one that
by a plan which would place about $1600 on the Town as a whole for
street ends some of the larger and seemingly unfair assessments
could be reduced slightly, such reductions ranging from $25 per
assessment to $150. This matter was discussed at length and in
detail , the Mayor participating and expressing his opinion that the
adjustments should be made where and when it appeared that such
adjustments would tend to more nearly equalize the assessments.
Upon motion of Mr. Rawls, seconded by Mr. Mason the report of the
Committee was accepted and approved that certain adjustments be made.
Mr. Ganzel advised that he had been authorized by Mr. B remer to enter
in the minutes his approval of the plan. It was definitely stated
that only such assessments as exceed $290 be given any consideration.
Thereupon the following resolution was offered by Mr. Rawls, seconded
by Mr. Mason and unanimously adopted:
RESOLUTION
Whereas, the Mayor and Town Council of the Town of Atlantic
Beach, Florida, approved and adopted an assessment roll
fixing assessments against abutting property owners on the
Ocean Front for cost of Storm Damage the said a ssessment
having been made on May 24, 1948, and
Whereas , numerous complaints have been made that inequalities
existed in various assessments , and
Whereas, the Mayor and Town Council have carefully reviewed
these assessments singularly and collectively and has found
that in some cases some excessive assessments have been made ,
and
Whereas , it is the desire of the said Mayor and Town Council
to correct any and all inequalities and in so far as possible
adjust any and all errors ,
Now, therefore be it resolved by the said Mayor and Town
Council that it finds the following correction of errors
justified and does hereby order and direct that these errors
be corrected and the person or persons be furnished with an
amended bill ; to wit
1. That the Town assume an additional $1600 of the
indebtedness incurred in this instance.
2. That the assessment on Lots 4,5 ,and 6, Block 36 be
reduced from $1097.05 to $947.05.
3. That the assessment on Lot 7, Block 36 be reduced
from $386.24 to $336.24
4. That the assessment on Lot $, Block 36 be reduced
from $379.30 to #329.30.
5. That the assessment on Lot 4, Block 33 be reduced
from $292.30 to $267.30.
6. That the assessments on Lot 5 , Block 33 be reduced
from $295.76 to $270.76.

7. That the assessment on Lot 6, Ex North 2 feet Block 33
be reduced from *292.30 to 267.30.
$. That the assessment on Part Lot 8, Block 33 be reduced
from $291.95 to *266.95
9. That the assessment on Part Lot 1, Block 32 be reduced
from $3$4.25 to $334.25.
10. That the assessment on Part Lot 1 and all of 2, Block 32
be reduced from $485.39 to $410.39.
11. That the assessment on Lot 3 , Block 32 be reduced from
$345.35 to $295.35 .
12. That the assessment on Lot 4, Block 32 be reduced from
$345.35 to $295.35.
13. That the assessment on Lots 5 & 6, Block 32 be reduced
from $539.$5 to $454.85.
14. That the assessment on Lot 1, Block 27, be reduced
from $642.48 to 4517.48.
15. That the assessment on Lot 2 , Block 27 be reduced
from $642.48 to $517.4$.
16. That the assessment on Lot 3, Block 27 be reduced
from $642.48 to $517.48.
17. That the assessment on Lot 4, Block 27 be reduced
from $642.48 to $517.48.
18. That the assessment on Lot 5 , Block 27 be reduced
from $642.48 to 4517.48.
19. That the assessment on Lot 6, Block 27 be reduced
from $642.48 to $517.48.
20. That the assessment on Lots 1 & 2 , Block 26 be reduced
from 4564.30 to $479.30.
21. That the assessment on Lots 3 & 4, Block 26 be reduced
from 4564.30 to $479.30.
22. That the assessment on Lots 5 & 6, Block 26 be reduced
from 4564.30 to 4479.30.
23. That the assessment on Lots 5 & 6, Block 20 be reduced
from 4340.20 to $300.20.
24. That the assessment on Lots 1 & 2, Block 42 be reduced
from $474.70 to 4399.70.
25 . That the assessment on Lots 3 & 4, Block 42 be reduced
from 4474.70 to 4399.70.
26. That the assessment on Lots 5 & 6, Block 42 be reduced
from $474.70 to 4399.70.
27. That the assessment on Lots 5 ,6 & 7, Block 62 be reduced
from 4340.47 to $290.47.
A letter was read from Mrs. Geo. W. Bains , owner of Lot 12 , Block
62 , objecting to the payment of the tie-back assessment . Mrs .
Bains stated that the tie-back was not on her property. lair. Rawls
moved, which motion was seconded by lir. Hason and passed that
Mrs . Bains objection be rejected and that the check be returned
together with the bill and a letter written her atatimgxk].A

stating that the tie-bacls were made throughout the block for
all owners in the block and while the tie-back may not have
been on her property it was for the benefit of her property and
all other property in the block, so the cost of tie-backs were
pro-rated on a lineal foor basis.
A letter was read from Mr. Robt. Towers , objecting to the assess-
ment against his property for sandbags and riprapping. After
discussion, Mr. Rawls moved that Nr. Tower's letter be answered
and that he be informed that in the opinion of the Counfil his
assessment for sandbagging and riprapping was in line with those
in a similar position is his section, some of whom have already
paid their assessment. That this assessment should be paid.
lir. Mason seconded the motion and it was adopted.
A notation on the bottom of a bill sent to Mr. Glover Weiss
covering his assessments for Storm Damage was read and discussed.
Mr. Rawls moved and Mr. Mason seconded the motion, whichvas
adopted, that Mr. Weiss should be advised that the Council had
carefully considered his bill and find it in line with like
assessments , except that a $25. reduction has been made in his
bill and that he be advised of th is fact and that a new bill be
sent him.
The Chair raised the question of school children in Saltair
having to walk along Atlantic Boulevard and that something should
be done to provide a walkway off the highway. The matter was
discussed and referred to Mr. Rawls , Chairman of the Public
Works Committee for further study and recommendation.
The Chairs called for a report on the study by the Police and
Public Safety Committee on traffic control on East Coast Drive
and Ocean Boulevard. The Committee recommended that the speed
limit on these two streets be put at 20 MPH and that Parking be
prohibited on East Coast Drive . Upon motion of Mr. Rawls,
seconded by Mr. Mason an Ordinance covering this was passed
on first and second reading.
Mr. Rawls moved that the Town Supervisor erect proper signs
indicating these restrif;tions and that the Marshall be instructed
to enforce the Regulations. Mr. Mason seconded the motion and
it was adopted.
The matter of Drainage was referred to Mr. Rawls, Chairman of
Public Works for study and recommendations as to work to be done .
A lengthy discussion was had on the preliminary Tax Roll for 1948.
The members studied the proposed changes in assessments as well
as assessments for prior years. Several inequalities were found.
By unanimous consent the Town Supervisor was instructed to arrange
a meeting with Mr. Register at $ P.I . , September 21 , 1948.
Mr. Mason moved that the chair appoint a committee of three property
owners to work with the Finance and Taxation Committee in an effort
to speedily prepare a Preliminary Tax Roll for the Year 1948. Mr.
Ganzel nEmed Mr. Bowery, James A. Cranford, and G.S . Goshorn to
serve int this capacity.
Upon motion of MrA Mason, seconded by Mr. Rawls , the Council took a
recess to meet again when a quorum is present, at $ P.M. on the
21st if possible.
