The meeting was called to order by the President, Ivr. Ganzel.
Minutes of the Regular mmeting of September 13th, 1948 were
read, and upon motion of Mr. Kirby, seconded by Mr. Rawls
they were approved.
Minutes of the adjourned meeting of September 20th , 1948 were
read and approved upon motion of Mr. Mason, seconded by Mr.
Rawls.
I'viinutes of the adjourned meeting of September 21, 1948 were
read and upon motion of Mr. Kirby, seconded by Mr. Mason they
were approved.
The chair recognized visitors present. Mr. Stephens of
Stephens-Southern Co. presented to the Council a report on the
pump, advising that it was in Jacksonville , ready for delivery.
He desired information as to the Councils wishes as to installa-
tion of the pump. Mr. Stephens quoted a price of $
for the installation of the pump and temporary alluminum pump
house. There was a discussion of the matter during which it
was brought out that the present pumps could take care of the
right now, as the peak demand is over; and also that if the new
pump is installed, it can be moved and is to be a part af the
future plant. After further discussion, Mr. Rawls moved, with
second by Mr. Mason, that Mr. Stephens be instructed to deliver
the pump to the Town Supervisor, who will store in a suitable
space, and that will not install at this time . The motion carried.
Mr. Outler raised the question of drainage , stating that the water
table is rising, and the water is getting very high. Mr. Ganzel
advised that we are studying this problem, and are trying to find
ways and means to do something about it .
Mr. Mason presented some pertinent questions relative to the
Waterworks and feels we should have a citizens committee to
help work out the plans. lir. Rawls asked Mr. Harcourt Bull to
give the Council some information as to the status of the Water-
works planning as handled by the previous Council. Mr. Bull
advised that the plans, etc . had been drawn up by Smith- Gillespie
Engineers , and had been handled up to the point of letting a
contract; that they had in mind floating Revenue Certificates,
and Mr. Thompson had made a study of this . He also advised that
the old Council ordered this new pump which has been r eceived,
as it could be used in the future plans.
Upon motion of Mr. Mason, seconded by Mr. Kirby, it was decided
that the Public Works Committee confer with Smith-Gillespie,
Engineers on the waterworks , and make recommendations to the
Finance & Taxation Committee, so thA we can go ahead with the
waterworks .
Illk As to Town Attorney, Mr. Mason advised that he had not had time
to look after this. Ug:on motion of Mr. Rawls, seconded by Mr.
Kirby the chairman of the Finance & Taxation Comrittee was
requested to contact Mr. Crawford and advise the Council of a
suitable meeting date and place for a conference .
Ordinance No. 118 was read by the Clerk and upon motion of
Mr. Rawls, seconded by Mr. Kirby , this Ordinance was passed
•
on third and final reading. This Ordinance covered speed
limits and no parking to Certain streets .
Ordinance #119 amending Zoning Ordinance to allow outside
stairways in two-family district was read by the Clerk and
upon motion of Pir. Rawls , seconded by Bir. Mason this Ordi-
nance was passed on third and final reading.
The matter of the 1500. Engineer fee due Smith Gillespie for
the Economic' Report was discussed and it was decided to defer
the matter until later after we have conferred with Smith &
Gillespie .
Upon motion of 111-4, Rawls, seconded by Mr. Kirby the following
were approved for payment :

Upon motion of hr. Rawls , seconded by Mr. Kirby the following
Resolution was passed:
BE IT RI SOLVED BY THE I:AYOR AND TOWN COUNCIL OF THE TOWN
OF ATLANTIC BEACH FLORIDA:
That, Warrant #$492 dated $-10-4$ in amount of $7.$3 made
payable to Southern Bell Tel. & Tel. Co. having been reported
lost , that payment be stopped on same, and
That , a new warrant be issued to Southern Bell Tel . & Tel . Co.
in amount of $7.83.
There was a discussion of the two bills from W.K. Converse
for work done on the seawall at 15th and 16th streets. It was
brought out in the discussion that the Town Supervisor had been
authorized to have this work done , and also that 1/2 of the
375. bill for the 15th St. work was being billed to Dr. Harold
VanSchaick. Upon motion of Br. Mason, seconded by iMMr. Rawls
the Converse bills were approved for payment as follows :

hr. Ganzel advised that he felt that all matters involvd.ng the
expenditure of money should be taken up with the Council before
the bills are made , and that he made this staterent in order to
save any of the Town personnel from any criticism.
Upon motion of Mr. Rawls, seconded by Mr. Kirby the following
Resolution was passed:
BE IT RESOLVED BY THE TOWN COUNCIL OF THE T OWN OF ATLANTIC
BEACH , DUVAL COUNTY, FLORIDA: That ,
The Town Clerk be instructed to maker efunds to the Seawall
Emergency Accounts that were adjusted where payment has
already been received by the Town.

Mr. Rawls reported on cutting a street thru from Sherry
Drive to Saltair for the school children. He advised if
a street was cut thru and left that way, that When it
rained and the street became bogged down, the children
would still have to use Atlantic Boulevard. It was brought
out in the discussion that there was a 5 foot 4asment along
the highway with only one small encroachment , and this could
be used for walk, but if this is just cleared, or even if
coquina were put on it , the children would still use the
street . Mr. Rawls will study the matter further with his
committee and Mr. Frazier, and report to the next regular
meeting.
I r. Rawls advised that he would like a little more time
before reporting on the drainage , He has been over part
of the work, and asked Mr. Geo. Bull to go with him
when he looks over the reraining part of the drainage
ditch that he has not seen.
Mr. Mason reported for the Finance and Taxation Committee
that they are working on the assessments. He advised that
Mr. Frazier had prepared a L emo on each piece of improved
property, and that he to-gether with lair. Ganzel, Mr. Goshorn,
Mr. Bowery and Mir. Frazier had studied the ocean front property
from 7th St. to the Copper Kettle. It is going to take time ,
and he advised that they had already found many inequalities
He requested the committees to meet Saturday afternoon and
go over ocean front north of 10th street , and on Sunday after-
noon to start on the back properties.
The question of Zoning was again discussed and upon motion
of Mr. Mason, seconded by Mr. Rawls the president was directed
to appoint a 5 man committee to study and make recommendations
on Zoning. Mir. Ganzel advised that he would study the matter
and make his report on the fommittee at the next regular
meeting.
Mr. Parsons again brought up the matter of Drainage , bringing
out that Neptune Beach has secured County help, and feels that
we should investigate and see what has to be done to get in
County Budget . There was a discussion during which Mr. Geo.
Bull brought out that the present ditch is not the finished
project , but in for immediate relief, but that when the larger
program is started we will need all the help we can get . It
was brought out that it will be next July before we can get
on the County Budget , but that we should be getting costs and
figures lined up ready for that time . fir. Rawls and his committee
were asked to start working on this.
fr. Rosborough reported that I.J. Sams is chairman of the Beaches
Red Cross Disaster Committee , and they want someone appointed from
Atlantic Beach to line up Atlantic Beach Committees and meet
with Mir. Sams, who is asking for co-operation of the 3 Beaches.
Mr. Frazier was appointed for t; is.
Upon motion of Mr. Mason the meeting adjourned from day to day.
