10-04-48 v MINUTES OF THE ADJOURNED MEETING OF THE ATLANTIC REACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY , OCTOBER 4th, 1948, AT 8 P.M. Present : D.P. Mason Hugh M. Rawls D.W. Bremer F.P. Ganzel (late) , Councilmen and C .R. Frazier, Tpwn Supervisor Adele S. Grage , Town Clerk Mr. Ganzel phoned that he would be late , and requested Mr. Mason to preside. Mr. Mason recognized visitors present and called for any matters they wished to present. Mr. Wisham spoke on behalf of a number of citizens whp were present , and wanted to know what had been planned, when and can anything be done on the drainage. The condition caused by the excess rains is very bad , ana they feel that it is urgently needed right now, and important that something very definite be done. The matter was disgussed, and it was brought out that it is thru the interest and co-operation of the citizens as evidenced over the week-end with the work of putting in the culvert on the Mayport Road, that the Town would be helped. Upon motion of Mr. Rawls , seconded by Mr. Bremer the Council expressed their thanks to Mr. Caton Out ler, Jr. , Mr. George Bull, Mr. Ervin Bowe$y, Mr. Fred Lawrence , and others for the work done on Sunday on the Mayport Road culvert ; for their donation of their time, efforts , and in some cases money in getting this culvert across Mayport Rd. In discussing the drainage plans , it was brought out that this installation of this culvert is just a temporary measure , as it is not at the level that will be needed in the final plans. The matter of drainage is going to be pushed as fast as can, subject to availability of funds. It is hoped that the present work on the culvert can be completed in the next day or so. Mr. George Bull brought out that in the permanent drainage plan we will need a bridge across Mayport Road rather than culvert . The Town Clerk asWed if any further action was needed authorizing her to issue the necessary warrants to pay for this drainage work, and was advised that the previous action of the Council was all that was needed, and it would be OK for the warrants to be issued. Mr. J.T.G. Crawford was present and talked over with the Council the matter of Town Attorney. He feels that they do not need the continuous services of an attorney , but just at meetings in an advisory capacity. The Council advised that there were many things coming up where we would need an attorney , and especially at the meetings , but that perhaps it could be worked out so that the Attorney would only need to be at the regular meetings , and anything coming up at special meetings could be held over to regular meeting tine . Mr. Crawford stated his views on the Seawall Emergency Assessments. He offered to come to the next three or four meetings with no obligation on either side , and with no fee for present , as he would like to be of any assistance he can to the Town and the Council. Upoh motion of Mr. Rawls , seconded by Mr. Ganzel this offer of Mr. Crawford' s was a ccepted. A letter was read from Mh. Lawrence of the Lafayette Realty Co. , who operate the Copper Kettle , requesting that they be allowed to pay their Seawall Emergency Assessment in payments of $75. per month on the 15th of each month, final payment amounting to 4102.05 , wit,' no interest charge. Upon motion of Mr. Rawls , seconded by mr. Ganzel the terms of the letter were accepted. ;;Ir. Gillespie ,lint which hadreceived of offered to meetrwith ither Council and go over the Waterworks project. Upon motion of Mr. Ganzel, seconded by Mr. Rawls it was agreed to invite Smith & Gillespie to r.eet with the Council at the next Regular meeting on October 11 , 1948. Upon motion of lir.
