10-11-48 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, OCTOBER 11, 194$ AT $ P.M. - Present : F.P. Ganzel U.P. Mason W.G. Kirby D.W. Bremer H.N. Rawls, Councilmen and G.L. Rosborough, Mayor C.R. Frazier , Town Supervisor Adele S. Grage , Town Clerk The meeting was called to order by the President , F.P. Ganzel. Minutes of the regular meeting of September 27th were read and upon motion of Mr. Rawls, seconded by hr. Mason they were approved. Minutes of the adjourned meeting of September 30th were read and approved upon motion of Mr. Bremer , seconded by Mr. Rawls. Minutes of the adjourned meeting of October 4th were read and upon motion of Mr. iaawls , seconded by Mr. Bremer were approved. The chair recognized visitors present and Er. Frank Lewis , Chairman of the Health Council of the Beaches spoke on behalf of the Health Council, thanking the Council for past assistance and co-operation, and inviting them to the 10th anniversary Open House to be held at the Health Center on Monday night , October 25th from 7 to 9 o, clock. The Council assured him of theirminterest and desire to co-operate at all times. George Richmond requested that the closing hours for liquor places be extended to 4 A.M. He advised that he was , in a way, representing the other liquor interests in Atlantic Beach. There was a discussion and upon motion of Mr. Rawls , seconded by Mr. Bremer the matter was turned over to the Finance and Taxation Committee to study and report their recommendation at the next meeting. Mr. Wallace Smith , representing Smith-Gillespie , Engineers / conferred with the Council on the Waterworks. Mr. Smith reviewed the steps taken to date on this project, advising that in line with authorization by the previous Council they had made and presented plans and specifications for a watersystem in Atlantic Beach , and had then prepared an Economic Study, and that he understood this had been brought up to the point of presenting to Financial houses. He and Mr. Borden, also of Smith & Gillespie, answered vsrious ques- tions and explained some of the plans . Mnl Smith advised that they stood ready to help in any way they could and would be glad to contact Fiscal Agents on behalf of the Town. Upon motion of Mr. Rawls , seconded by Mr. Bremer Smith Gillespie was requested to contact Fiscal Agents and have those that were interested meet with the Council. Mr. Smith advised that they would write on behalf of the Town of Atlantic Beach to those Fiscal Agents that they felt would be interested, request- ing that they send a representative to the office of Smith & Gillespie to go over the matter, and that any who are interested they will bring down for a meeting with the Council at their convenience . Mr. Smith also advised that it will take around three months to validate bonds , and that he would suggest that no contracts be let until the Bonds are validated, and that it will take at least a year to get all materials , etc . needed. to complete the work , and therefore , time is ant _,ssence . There was a discussion of the work done on Mayport Road to relieve the drainage condition east of the road. AIr. Frazier reported that all the culvert furnished by the County was in, but that they needed about half a culvert more to really finish and also need something to make railing at edge of hard surfacing. We are keeping flamboys there . Council directed Mr. Frazier to arrange with Llr. Sollee amout more culvert and the County's fixing the road. The 15th St . runway was discussed , and Tr. Frazier advised that he had put in some rip-rap, but had not put in all , as he was waiting on availability of cement. McCormick have promised to advise as soon as they can furnish. It was suggested that all the rip-rap be put in ready for the cement when secured, and should be closed out and fixed at once . Mr. Frazier advised that he is short in his labor crew, and that he would like a white man to look after some of the outside work and relieve him, so that he can take care of other duties. There was a discussion of where he could use a white man to best advantage , but no decision was reached. There was a discussion of the Town Attorney and it was brought out that we must have an Attorney secured between npw and the next regular meeting. Mr. Crawford was not present for this meeting and the advice of at attorney A.s especially needed at this time for the problems arising at the regular meetings. The matter was referred to the Finance & Taxatimn Committee, and it was decided that a letter be. written Mr. Crawford, over the President ' s signature , thanking him for his previous offer , but advising him that we need immediate legal advice. This was upon motion of Mr. Rawls, seconded by Mr. Kirby. Later in the meeting this matter was again brought up, and upon motion of Mr. Rawls , seconded by Mr. Bremer , Mr. Frank Thpmpson was appointed Town Attorney , subject to his acceptance. It was reported that Mr. Lohse had advised that if the Town. would stake out a walkway for the Saltair children to use , that he would use his machinery to throw it up without cost to the Town. Upon motion of Mr. Rawls , seconded by Mr. Mason this proposition of Mr. Lohse was accepted and the Town Supervisor was directed to put the stakes out. Mr. Frazier advised that he had communicated with Jacksonville Beach and been advised that all committees have been appointed and list has been received on the Disaster Frogram. There was a discussion of the Special Seawall Emergency Assess- ments, and it was decided to leave in present status until we get an attorney to advise on it . Communications from some of the creditors were considered , and upon motion of Mr. Rawls seconded by Mr. Kirby the Town Clerk was directed to rake a payment of 15% on the original amount on the Sees2ll Emergency bills . ivr. Mason advised that Mr. Tyson would have the auditors report ready by Friday, the 15th . Frazier reported that he looked at the grader at Gibbs Corp. and that one man said it was 4 years old and another that it was 12 years ols . I'r. Ganzel advised that he had heard the same stories and he felt that due to the conflicting information we should forget about it. Mr. Frazier advised that Mr. Cranford was willing to retire the Bonds one at a time if we wished to. Upon motion of Mr. Rawls, seconded by I1r. Mason it was decided to defer consideration of this until the next meeting. A Resolution w as r ead from the City of Jacksonville requesting E.P. Owen, Jr. reconsider his resignation as secretary of the Florida League of Municipalities , and again take that position. Upon motion of Mr. Rawls , seconded by Mr. Bremer the following Resolution w as adopted: a4SULUTIGN WHE EA S, the Down of Atlantic Beach is a r:,e;,.ber of the Florida League of unicipalities, and r. ()wen, Jr. A letter from the Federal Works Agency was referred to the Public Works Committee who are to report back at the next regular meeting, upon motion of Mr. : .anon, seconded by Mr. Bremer. Upon motion of Mr. Rawls, seconded by Mr. Mason approval was given of the payment on Seawall Bond Interest Coupon #30 from Bonds 129-135 inc . and 137-150 inc. , and the Town Clerk was instructed to cancel and destroy. Upon motion of I.r. Rawls , seconded by Er. Kirby the Treasurer's Report was approved. The balances were as follows : General Fund 10-1-,+$ $2505 .02 Seawall Fund 10-1-4$ 2$47.41 Special Seawall Emergency 10-1-4$ 3205 .05 Upon motion of Mr. Mason, seconded by i.r. Rawis, approval was made of payment of 220.40 to Payne-Garrison-Younger & Co. covering down payment on insurance premiums , subject to availa- bility of funds , and kaxt the balance being financed thru bank. Bank . . . 65 .74 675.94 Mr. Rawls asked what could be done about weeds on vacant lots , as he has been approached by many who want to know about this. Mr. Frazier advised that we did not have the money to carry out the lot cleaning program as in former year as it has to be financed by the, Town and the money then collected from the lot owners. The matter was referred to Mr. Bremer and lair. Kirby to study and bring back a suggestion. "qr. Rawls also asked that lir. Russell see i:r. Hardin and have him clean up in back of his store immediately and keep clean. It was concensus of opinion that this should be done . Mr. Rawls inquired as to what the Ordinances cover as to chickens . He has had strenuous complaints as to chickens . It was advised that 25 chickens are permitted per building lot , with the usual stipulations as to cleanliness , etc . The Chair recognized ihr. George Bull who brought out that mention had been made of water conditions in the Town, and he would like to ask ;whht the next,r step is on drainage , that we need some dyna- mite . Kr. Ganzel advised that only new business was being con- sidered at this time and that this was old business, however , he stated that a man had been given authority to go to work at once for 3 or 4. days to clear out the drainage ditch east of 1,ayport Road.
