11-08-48 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL MONDAY, NOVEMBER 8TH, 194$ AT 8 P.M. Present : F.P. Ganzel D.P. Mason W.G. Kirby D.W. Bremer Hugh Rawls , Councilmen and G.L. Rosborough, Mayor Frank Thompson, Town Attorney C.R. Frazier, Town Supervisor Adele S . Grage , Town Cl.e'rk The meeting was called to order by the President , 1r. Ganzel who called for the reading of minutes. Upon motion of Mason, seconded by i':r. Rawls the minutes of October 25th , 1948 meeting were approved. Upon motion of I ir. Bremer, seconded by Mr. Mason, the rAnytes of the adjourned meeting of November 8th, 1948 &t 7 P .M. were approved. Mr. Mason reported that Smith-Gillespie were not yet ready for a meeting of the Council with fiscal agents. ix. H. Geo . Garrison of Clyde Pierce Corp. was present and advised that his company was interested, and he was requested to contact the Engineers who have the information at their offices. The Public Hearing on the Re-Zoning of Lots 1 & 3 , Block 8, Atlantic Beach from Residence 'B" to Residence "C" in line with Notice in Ocean Beach Reporter(certification attached hereto ) , was called. There being no objections , the Clerk read Ordinance #120 Amending Zoning Ordinance No. 50 by changing the Zoning on Lots 1 & 3 , Block 8 Atlantic Beach to Residence "C" , and upon motion of Mr. Rawls , seconded by Mr. Mason this ordinance was passed on third and final reading. 11r. Mason advised that he was being contacted by :Stevens- Southern Co. relative ti payment on the water pump, and advised that they would like for us to give them a note to cover which they could discount at the bank. After discussion Upon motion of Mr. Mason, seconded by Mr. Rawls it was decided to give Stevens-Southern a note for the amount due on the pump with interest not to exceed 65 for 90 days , with the regular resolutions to cover. The Towrf Clerk requested that Warrant #8713 be voided as it it had to be re-written from two accounts , and that warrfnt #'8724 be voided as it is a duplicate of Warrant #8717, so upon motion of Mr. Rawls, seconded by lir. Mason the following Resolution was passed: BE . IT RESOLVED BY THE TCUN COUNCIL OF THE TOWN OF ATLANTIC BEACH, DUVAL COUNTY, FLORIDA, That Warrants # 8724 and 8713 Ue voided, due to other warrants being issued to cover . It was brought to the attention of the Council that there is no house on Lot 13 , Block 10, Donnerts and that same appears IIP on the 1946 and 1947 Tax Rolls in error. Therefore upon motion of Mr. Mason, seconded by Mr. Bremer the following Resolution was approved: P9 z BE IT RESOLVED BY Trig T(JJN COUNCIL OF THE TOWN OF ATLANTIC BEACH , DUVAL COUNTY, FLORIDA: That An error is recognized in Tax Rolls for the years 1946 and 1947 in showing a house on Lot 13 , Block 10, Dormers Sub-division, and that same be stricken therefrom. lir. Frazier reported that the County h s put some shell on Mayport Road where the culvert was installed, and that it is npw in the County' s hands. There was a discussion of the WAA truck and dtagline, and upon motion of Mr. Rawls , seconded by Mr. Mason it was decided to offer 050. for the dump truck , and 2000. for the dragline , to be written over the signature of the I,ayor. There was discussiun relative to the installatiLn of the / pump and Lr. Frazier advised as to pr .sent status. The forms ,/ have been built for the base , but the base has not been placed because of the difference in the Engineering specifications and the physical facts . Er. Bremer brought up the matter of those wishing to change the Zoning status of their property, suggesting that they show that they have let property owners around him know that he wishes to have the change made. After a discussion and the motion of i r. Bremer, seconded by Mr. Kirby that the person wishing their property changed should file a petition with his request showing that he has served notice on adjacent property owners for 150 feet of his desired change, was passed. Upon motion of Mr. Mason, seconded by IMr. Rawls the Treasurer's report was approved. This report showed balances as follows : General Fund 11-1-48 1165.55 Seawall Fund 11-1-48 2433.40 Special Seawall Fund 11-1-48 . 796.87 Waterworks Fund 11-1-48 122 .77 Upon motion of iM-ir. Rawls , seconded by Mr . ( Drainage $32.17 Police 45.90 Garbage 55 .25 ) 133.32 1314.14 There was a discussion of the tires on the police car, and it was brought out that two of the tires were in very bad condition, and needed to be replaced at once. Upon motion of Mr. Mason, seconded by i,r. Rawls it was decided to buy two tired . There was a discussion of the Preliminary Tax Roll for 1943, and it is planned to have ready by Wednesday night , at which time l,,r. register will meet with the Council again. 1•ir. Parson asked permission to fill a hole in the street in front of his place . Upon motion of Mr. Mason, seconded by Mr. Rawls, permission was granted.
