The meeting was called to order by the President , Mr. Ganzel,
who by unanimous consent waived the reading of the minutes
of the last meeting until the next regular meeting, and the
Council went immediately into session as a Board of Equali-
- zation on the 1948 Tax moll.
A letter was read from the Estate of Ed. B. Walker protesting
the raising of :assessment on their Lot 5 , Block 4, and upon
motion of Mr. Mason, seconded by IIr. Kirby it was referred to
1411 the Tax Assessor for study and recommendation.

Letter
was read fror-. ,:r. & irs. Geo, Shearon owners of Lot 5 ,
Block 1$ protesting the increase on their property, and I,Mr.
Shearon appeared in -his behalf. Upon motion of Mr. Mason,
seconded by Mr. Kirby 'it was referred to the Tax Assessor for
recommendation.
Mr. Joe Drummond appeared on behalf of the southern Bell Tel.
& Tel. Co. advising that they did not know until that day that
their tax return which was made in the spring had not been ac-
cepted and the amount increased. He had not had time to get
their figures from their tax department and would appreciate
a deferment of action on their assessment Until he could get
additional information. Upon motion of Mr. Bremer, seconded by
hr. Rawls , this request was granted and the matter deferred
until itbednesday, November 24th.
A Letter was presented from Jr.- Gep. T. Shore protesting the
assessment on his Lot 4, Block 63 , and upon motion of Mr. Mason,
seconded by iir. Kirby it was referred to the Tax Assessor for
recommendation.
141/ A protest was presented by letter and in person from i r. R.S .
Thames on assessments on following property Lot 32 , Block 11,
Lot 194 Block 9, Lots 26 & 28, -Block 4. This was referred to
the Tax Assessor on motion of Mr. Mason, seconded by ttawls.

A protest was presented by letter and in, person by Dr. D. G.
Scott on Lot '1, Block 24, and upon -motion of Mr. Rawls , seconded
by Mr. Mason it was referred to the Tax Assessor.
A protest was presented by letter and in person by Mr. Gerry
Adams on the assessment against the Hotel property and upon
motion of i,_r. Mason, seconded by Jr.• Kirby, it was referred to
the Tax Assessor.
A letter was read from Ir. C .D. Towers protesting the assessment
against his Lots 7 & �` , block 51, and upon motion of Mr. Mason
seconded by Lr. Rawls, it was referred to the Tax Assessor.
A protest was presented by letter and in person from Airs. Ethel
Green re the assessment against her property Lots 2 ,4,6, Block 9,
4IP and upon the motion of Mr. Kirby, seconded by Mr. Mason it was
referred to the Tax Assessor.
Protest was received from Mr. John J. Ahern on the assessment
against his Lots 3 & 4, Block 17 , and upon motion of. Mr. Rawls,
seconded by Mr. Mason it was referred to the Tax Assessor.
A letter of protest was presented from Miss Louisa Dedottes ,
Exx. of the estate of Mary A. DeCottes re assessment against

Protest was received by letter and in person from 14r. & Mrs.
W.G. Garrett re the assessment on their Lot 2 , Block 24, and
upon motion of Mr. Kirby, seconded by Mr. Bremer it was referred
to the Tax Assessor. •
A protest was presented by letter and in person by Mrs. Ed.J.
Trotter representing Er. & Mrs. R.L. Chapman re : assessrent
on their Lot 2 , Block 23 , and upon motion of Mr. Rawls, seconded
by Mr. Bremer it was referred to the Tax Assessor.
Protest was presented by letter and in person from I;r. J.H.
Curlee re : assessment on their Lot 14, Block 9, and upon motion
of Mr. Rawls, seconded by Mr. Kirby it was referred to the
Tax Assessor.
Protest was made by letter and in person from Mr. A.G. Penman,
Beach Sales Corp. r$: assessment against his tract of land
on Atlantic Blvd. east of Mayport Rd. and upon motion of Mr.
Bremer, seconded by ir. Rawls it was referred to the tax Assessor.
A letter of protest was _read from Firs. Daisy E. Hale re : assess-
rent against her acerage on Atlantic Blvd. Also a letter written
in her behalf from Fr. Frank E. Jennings . Upon motion of Mir. Kirby
seconded by Mr. ' awls , it was referred to the Tax Assessor.
Protest was presented by letter and in person from Mr. Ernest W. 410
Keyser re the assessment on thir Lots 34, 35 , and Si of 33 , Atlantic
Beach Terrace, and upon mptio i of Mr. Bremer, seconded by Mr.
Kirby it was referred to the Tax Assessor.
A letter was read from hr. Fred Williams , Jr. protesting assess-
ments against his Lot 9, 11 Block 3 ; Lot 14, Block 12 ; Lots 30
and 36, block 13 ; and Lots 40 and 42 , Block 12 belonging to James
C . Edwards and Margaret Edwards. Upon motion of Mr. Kirby,
Seconded by Iir. Bremer it was referred to the Tax Assessor.
Protest was received from Er. Moody Clarkson re: assessment on
S . fart of Lot 1, Block 20, and upon mtion of Mr. Mason, seconded
by Mr. Rawls it was referred to the Tax Assessor.
Protest was made by letter' and in person from Er. W4E. Williams , Jr.
protesting the inequality of assessment on his Lot W2 of 5 , Block 16,
and upon motion of Mr. Rawls , seconded by Mr. Mason it was referred
to the Tax Assessor.
Protest was received by letter and in person from I Mr. F.J . Scheffler
re assessment on Lot 24, Atlantjc Beach Terrace , and Lots 42 and 44, 0
Block 11, and upon motion of Lr. Kirby, seconded by Mr. Mason it
was referred to the Tax Assessor.
Protest was received by letter and in person from FIr. John E. Bell
re : assessment on Lot N. $0 ft. of 2 & 4, Block 10, and upon motion
of Mr. Mason, seconded by Mr. Kirby this was referred to the Tax
Assessor.
Protest was made by letter and in person by Mrs. Sprothy S . Fermen-
ter re : assessment on her Lot 1, Block 23 , and upon motion of Mr.
Bremer, seconded by Mr. Kirby it was referred to the Tax Assessor.
Er. Frank J. Kinderdine appeared in person to protest the assess-
ment against his Lot 6, Block 10 and upon motion of Mr. Bremer,
seconded by Mr. Mason it was referred to the Tax Assessor.

Mr. Play Willisx appeared in person to advise that alt/ough he felt
his a ssessment was high, his main interest was that something con-.
structive and helpful to the Town be acconplished with the taxes
received. Upon motion of ir. Mason, seconded by r. Kirby the
assessment on Lot 11 & 12, Block 51 was referred to the Tax Assess-
or for review.
Request for review of the assessment on Lot 10, Block 10, J.L.
Russell was made , and upon motion of sir. Bremer , seconded by. Mr.
Kirby, it was r eferred to the Tax Assessor.

Mr. R.E. Herrington presented in person his protest re :
assessment on Lot Si of 2 & 4, Block 5 and upon motion of
Mr. Kirby, Seconded by Er. Bremer it was referred to the
Tax Assessor.
Protest was made by letter and in person from Mr. Geo. Bull
representing the Saltair Developr,ent Co. , Saltair Holding
Company and the Atlantic Beach Holding Co. re: assessments
against their properties in the Town. With his letters he
presented exibits listing sales prices and also land charac-
ter of their lots. Upon motion of Mr. Bremer, seconded by
Mr. Mason this was referred to the Tax Assessor.
A fifteen minutes recess- was declared.
Following this recess , the Council went into executive session
with the Tax Assessor during which they carefully considered and
studied each complaint received and took action a s follows :
Upon motiof} of Kirby, seconded by Mr. Rawls , assessment
on Walker Estate , Lot 5 , Block 4 to remain same as on Preliminary
194 Tax Roll.
° Upon motion of IIr. Rawls, seconded by- Er. Kirby, assessment on
Lot 5 , Block 1$, Geo. Shearon was redmuced to 7400, total.
Upon motion Of Mr. Rawls, seconded by Mr. Bremer Lot 4, Block 63 ,
George Shore to be 0000. total.
Upon motion of Mr. Rawls , seconded by Mr. Bremer assessment on
Lot 1, Block 24, Dr. B.G. Scott to be $39000. total.
Upon motion of Mr. Aawls, seconded by Mr. Bremer , Lots 7 & $,
Block 51 to be Improvement 9525. with total assessment of 912150.
Upon motion of Mr. Rawls, seconded by Mr. Kirby assessment on

Upon motion of hr. Rawls, seconded by ;,,r. Kirby assessment on
Lot 26 & E50' of. 2$, Block 4 to be reduced to $11,000. total;
on Lot 32, Block 11 Mr. Frazier to investigate and determine
date of completion and if after 1-1-48 improvement to be taken
off 194$ roll; property belonging to R.S.- Thames .
Upon motion of hr. Kirby, seconded by Mr. Rawls, assessment on
Lot S4 of 2 & 4, Block 5 , R.E. Herrington, reduced to 7500.total.
Upon motion of Mr. Kirby, seconded by Mr. Bremer Assessment
on Hotel, Hotel Reservation as presented by Mr. Gerry Adams
was deferred to Wednesday night , when figures requested are
received. Mr. Frazier asked to notify Mr. Adams Tuesday morning
that meeting will be Wednesday night .
The matter of the Atlantic Beach holding Co. , Saltair Htlding Co. ,
and Saltair Development Co. properties were next discussed, with
Mr. George Bull sitting in on the discussion. Upon motion of
Mr. Kirby, seconded by i ir. Bremer the following action was taken:
Lot 39 and Unplaced strip, Block 6 reduced to x;750.
Lot 43 and Unplated strip, Block 9 reduced to 750.
Lot 45 and Unplated strip, Block 10 reduced to $750.
Lot 46 and Unplated strip, Block 10 reduced to ' 750.
All lots listed in hr. Bull 's letter and attached tabulation
as "low and/or swampy" to be assessed the same as on the 1947
Tax Roll. These lots are in Blocks 11, 12 , 13, & 14 Atlantic Beach.

All other lots/to remain same as listed on 194$ Preliminary
Tax Roll,
Also, all other lots in same area that are swar:py, to be same as '
1947 Tax Roll.
Upon motion of Mr. Kirby, seconded by ;ir. Bremer the Saltair lots
to remain as listed on 1948 Preliminary Tax Roll.
Upon motion of Mr. Kirby, seconded by Mr. Bremer the meeting recessed
to meet on Wednesday , November 24th, 194$ at $ P.M.
