12-06-48 v MINUTES OF THE REGULAR MEETING OF THE ATLANTIC BEACH TOWN COUNCIL HELD AT THE TOWN HALL ON MONDAY, DECEMBER 6, 1948 AT 8 P.M. Present: F. P. Ganzel W.G. Kirby D. W. Bremer Hugh W. Rawls, Councilmen and Frank Thompson, Tpwn Attorney C.R . Frazier , Town Supervisor Adele S. Grego, Town Clerk Thu mooting was called to order by the president , Mr. Genzol who called for the reading of minutes. Upon motion of Mr. Kirby , seconued by Mr. Bremer the minutes of the regular meeting of November 8th, 1948 were approved as ream. Upon motion of Mr. Kirby , seconded by Mr . Bremer the minutes of the adjourned meeting of of November 10, 1948 were approved as read. Upon motion_ of Mr. Kirby, seconded by Mr . Bremer the minute of the meeting of November 22, 1948 covering the Lausl ization Board and regular meeting were approved. Upon motion of Mr . Bremer, seconded by Mr. Kirby the minutes of the recessed meeting of November 24th, 1948 were spni'oved. Mr. Ganzel _ ecog.riized visitors present, and Mr . Brennen of Bureau of Community Facilitiosri NAA discussod with the Zouaoil the price on the NAA truck and crane . He advised that $860. 83 on the truck and $3958.25 on the crane were the best they could offer , but that terms wore allowable . After discussion and upon motion of Mr. Rawls, seconded by Mr . Kirby it was decided to return this equipment to the government and not ourchesu et the figure proposed. A letter is to be written to Mr. Brannon, so informing him, the letter to be signed by Mr . Frazier. r. Chas. Weimer requested permission tb .hold a turkey shoot at the Old Army Camp site on December 18th from 1: 30 to dusk • for the benefit of the Sea Scouts. Upon motion of hr. Rawls , seconded by its. Bremer, this request was granted. Er. Leroy Johnson advised that it had been the policy of the Town to decorate a tree atthe Town Hall, and he would like the Council' s approval to co-operate with th . A&N Club and use out lights on their• tree located on Atlantic Blvd. at inter- section of Ocean Blvd . Upon motion of r . ;awls, seconded by 14r. Bremer, approval was given for this. The matter of heating the Town Fall was again discussed and upon motion of Lr. Rawls , seconded by i:r. Kirby the Town Sup- ervisor was authorized to buy a suitable heater the cost not to exceed .150. It was thomght that the opening could be made into the present chimney at less cost . hr. Ganzel advised that irs. Rosborough was in hospital for an operation, and upon i::otion of •.r. Rawls , seconded by Fir. Bremer the. Town Clerk was asked to write a letter hrs. Rosborough expressing a wish for her speedy recovory; A letter was read from Mr. George Bull requesting that papers and maps used by committee in preparing the Tax Assessment Roll for 1948 be made available for reproduction. There was a dis- cussion and upon motion of Jr. Rawls, seconded by VI'. Kirby, it was de- &tided since these wereocoru ittee papers , that the request be denied. A letter From Hr. George Bull relative to types of streets the Town would require to be built in Saltair was read. Tfter a .discussion the letter was referred to the Public Works conic ittee for study and immediate receorddation. A letter was read. from Mrs . Josephine Blondheim requesting that she be allowed widow' s Exemption for 1948. This was referred to Mr. Thor pson who will check and advise. A letter was read from i r. D.P . Mason advising that we had failed to allow homestead exemption on hisnLots 14 & 16, Block $, and that he had signed for same uith0tb Cp}�nty y Tax Assessor . This was referred to the the Count and make necessary corrections. Mr. Ganzel read a letter from Smith Gillespie in re : fiscal agent for the Waterworks. They enclosed a proposal from Stubbs-Smith-Lombardo pf Birmingham, Ala. ler. Rawls brought out that there was no assurance of sale of bonds at any de- finite price . There was a discussion of the matter and it was referred to the Town Attorney for study and. recommendations. A letter was read from Claud Nolan re ; a Pontiac , and same is to be acknowledged with advice that it is being taken under consid- erat ion. hr. Geo. Bull requested that the papers referred to previously be kept intact and riot destroyed. Council advised that they __ had already taken action on this Latter , and it was now closed. Mr. Thompson advised that in his opinion these papers and maps were committee papers. Mir. Bowery read a letter relative to garbage collection and disposal. There was a discussion of the Latter during which 11r. Rawls advised that the Public Works Committee has inspected ___ the incinerator and that the Council will appreciate any assis- tance Lr. Bowery can give in klietiotxx getting the incinerator,----- to ncinerator- .---to burn. ir. Bowery requested that the- Council go over to the • incinerator with him after the meeting. i.r. Bowery' s letter was referred to the Public- Works Committee. Mr. Ganzel advised that it was his desire that- we have harmony and co-operation between the citizens end the Council and to-wards this end he would like to appoint citizens committees to advise with the Council and make recommendations to the Council on the various Town Departments . It was brought out in the discussion that there are two ways of • raising money, one by raising assessments and one by increasing milleage on existing assessments , and that the former was the method decided on by the Council. It was boncensustof opinion that the citizen' s committees would be beneficial to the Town and very helpful to the Council , and Mir. Ganzel wall name the committees. Mr. Wilcox advised that he thinks that -the r:.ajority of the people feel that the Council increased the taxes in order to get the Town on a better finan- cial basis and that the Council is doing the best they can. IIr. Remus read an article he had. written to the Council, and was thanked by the Council. The question of the location of the water plant was discussed, and ier. Rawls advised that he thinks the location is suitable Jand the proposal of Mr. Bull a fair one , if the well is suitable , and that the matter should be referred to the Citizen' s Committee on Waterworks for study and recommendation at next regular meeting. Mr. Ganzel appointed the following on Citizen' s waterworks committee : ©on Goodling, Chairman, Will Merritt , Ernest Keyser, Gerry Adams , and Pleasant H. Gay. A letter is to be written them, over the Pres- ident 's signature , advising of their appointment . The Treasurer' s report was read and upon motion of r r. 3reeer, seconded by Mr. ,.awls it was approved. Frazier' s report to the Council was read and filed. There was a discussion as to the cleaning of the ditch as covered in his report , and i ir. Frazier was advised to go ahead with this work, and the other plans as outlined in his letter. The Mayor had phoned and r !commended that a Resolution be adopted requesting the removal of the toll charges between Jacksonville and the Beaches. hr. bawls mdvcd that the Council attend the Public Hearing to be held at the Mayflower Hotel On Friday morning, December 10th at 9: 30 A.M. and that the following Resolution favoring the commission' s proposal be adopted. This was seconded by ler. BE IT REQ ULV :II BY THE TUN COUNCIL OF THE fumviIN ar fI 7.NTIC Big:".CH, 7 LORIDA; - --- That it is the consesus of opinion of this body that numerous advantages will accrue to the inhabitants of the of Atlantic Beach and its environs by coordinating the telephone exchange facilities extending throughout Duval County, so that the several exchanges in the County will be consolidated with the 1ain excha .ge located in the City of Jacksonville, and by reason thereof the Florida :railroad and Utilities Commission are hereby urged to make an appropriate order consolidating the Jacksonville Beach telephone exchange, which also serves the Town of rtlant_c :.?each, with the City of Jacksonville tele,hone exchange, to the end that the telephone users within the Town ci Atlantic :each will be accorded the privilege of calling anywhe.'e within the County of Duval without the iay ent of long-distance toll charges and obtain speadier and more efficient service which y reasonably All be expected from such censcliaetiun. Be it further resolved that the Town Clerk be instructed to furnish copies of t his resolution to the Florida H:ailroad and Utilities C omission, the T own of Neptune Beach, City of Jacksonville Beach and to the 5outhern 3011 Telephone and T elegraph Company. . A letter was read from the Graham-Jones Paper Co. relative to balance due them on Seawall Emergency Bill. This will be paid when funds are available . It was suggested that the time for yearly collection of garbage fee be changed to July l,st , to give some relief to tax payers , as so many bills fall due around the 1st of the year. Upon motion of lir. Rawls An Ordinance Amending GarLage Collection Ordinance was passed on first reading. This was seconded by ir. Bremer.
