COUNCIL HELD AT THE TOWN HALL ON MONDAY, DECEMBER 13th , 194$

Mr. Snedeker requested that the Council take soi_e action
relative to firing of BB guns in the Town. There have been
some very near bad accidents Decently, and feels something
should be done restraining use of them. There was a discussion
of the matter, and upon motion of Mr. Rawls , seconded by Mr.
Kirby an Ordinance covering fire arms and air guns was passed
on first reading. Upon motion of I•-ir. -awls , seconded by Mr.
Kirby, it was passed on second reading. Lt.. Thor pson will
prepare Ordinance for next meeting.
A letter was read from Mr. Padgett protesting the assessment
made on the Beach Motel property. Upon motion of Mr. Bremer
seconded by Mr. Rawls , the records will be searched to determine
if an error was made in listing this assessment on the Tax Roll.
Mr. Ganzel advised that the waterworks Committee is functioning .,/ '
and will have a report ready for the next meeting. A letter
was read which Mr. Gay had received from Mr. H.H. Cooper, Jr.
Dist. Engr. U.S. Dept. of Interior, Ground Water Div. i# which
he offered to meet with the committee the week of December 27th
and give them whatever assistance he could . Upon motion of
Mr. Rawls, seconded by Hr. Bremer a letter is to be written
from the Council over the Mayor's signature requesting that
the services of Mr. H.HL Cooper , Jr. be made available to
the Town.
Mr. Ganzel announced the following Citizens Committees :
Streets : Fred Lawrence , Chr. , Harcourt Bull , apd T.N. Parsons.
Zoning: N.A. Ninchew, Chr. C .P . Wilcox, Frank G_ te'itf' , John
Tischer , Andrew Greig, and Rex Thames.
Drainage : George Bull, Chr. , E.H. Bowery, Jason Cutler .
This cor ..ittee will have a report ready for next
meeting.
Electrical do Street Lights : LeRoy Johnson. Mr. Johnson reported
that he has made a survey of the Street Lights and also contacted
City of Jacksonville Engineers who will give ue:AA report of costs
for 4 addition lights to be located at 2nd sherry Dr. ; 5th and
Sherry Dr. ; 7th and Sherry Dr. ; and just east of the Shore property
on the Plaza.
The Mayor recommended an Insurance Ordinance covering shingle roofs.
There was a discussion of the matter and upon motion of. Mr. Kirby,
seconded by Mir. Rawls , it was decided that the P:ayor would write a
letter to these in the Town having shingle roofs on their houses ,
outlining the plan, and advise when he hes received answers as
to their opinions. i•r. Frazier is to give him a list of places
with shingle roofs .11/
Mr. Madden of Stevens-Southern Co. requested that we take some
action on payrnt of their bill. Upon motion of Mr. Rawls, seconded
• by Mr. Bremer they were requested to discount our bill, and at time
discounted send Town-bi11''for -interest and stamps. • A letter was
written to go with this bill advising that same is in our current
budget and approved for payment subject to availability of funds.
A letter was read from ler. P.M. Burroughs protesting the assessment
on his Lots 6 ?!. 7, Block 16. The records have been found to
be correct as assessed by the Tax Assessor, and therefore can
not change. Mr. Bremer advised that he would see Ir. .Burroughs
and advise him.
Er. Frazier reported on the progress being made in cleaning
out the ditch, at Sherman Creek.
ler. Frazier recommended that for th4 winter months of January,
February, March and April that garbage be collected on Monday ,
Wednesday and Friday only; but that a letter be gotten out first
to the property owners to see if favorable to them, and if so ,
to then put the plan into effect . There was a discussion, and
upon motion of I1r.Bremer, seconded by i r. .awls , garbage collec-
tion days for the months of January , February , March and April
be set as Monday, Wednesday and Friday, and that information
be furnished the press advising that this was considered necessary
to reduce the cost of collection.
Mr. Bob Gordon is to make a survey of the streets and make a
report on the costs of re-surfacing the streets where possible.
Mr. Frazier will contact him again to-morrow.
There was a discussion of the hotel Reservation Road , and also
the status of County Roads in the Town. Mr. Thompson outlined
the anticipated changes in the Town charter , and it was suggest-
ed that we get an amendment going so that we would be sure and
have ready for the 1949 Legislature. _ Mr. Thompson will bring
the papers already worked up for the Council' s consideration.

_ Kr. Thompson advised that we should allow i_rs. Blondheim the
widow's exemption. Upon motion of Fr. Rawls , seconded by Mr.
Bremer thebTax Collhctor was instructed to allow Mrs. Blond-
heim widow' s exemptions Mr. Thompson reported that he could find
nothing in the law that would exclude a widow from getting the
exemption now.
Ir. Thompson advised that he does not feel that the proposal as
r/ submitted by Smith-Gillespie from Stubbs , smith & Lombardo
was a proposal as it had no binding restrictions on the proponent.
Upon motion of i:r. Bremer , seconded by Mr. Kirby the Town Clerk
was instructed to write a letter to Smith & Gillespie so advising.
Mr. Rawls reported that with reference to the letter from Mr.
George Bull r : streets in Saltair that he thinks Mr. Bull
should advise us what type street he desires to make giving
specifications for approval . There was a discussion , and 1:r.
Thompson advised that the type should be in line with the mainte-
nance program covering the General maintenance of Town streets .
Upon motion of Mr. Bremer, seconded by Mr. Kirby a letter is to
be written to i.r. Bull requesting that he submit plans and specifica-
tions, etc . for Council' s approva]i.
The Town Clerk was requested to prepare a list of delinquents on
Seawall Emergency Assessments.
There was a discussion of delinquent taxes, and upon motion of
Mr. Kirby, seconded by ler. Bremer the Tax Collector was instructed
to make a certified list of delinquents thru 1946 including all
_ assessments and liens to be turned over to the Town Attorney .
This list to be prepared after the 1st of year.
The Town Clerk advised that the note for x„1000. at the Beach bank
had been paid .
Upon motion of Mr. Bremer the meeting adjourned.
